Dad says he attended funeral when he was 7 or eight years old.  William worked for the railroad and was killed in a railroad accident (Cincinatti railyard).  He was divorced from his wife (who married Ralph Ellis).  Ralph raised Charles, but never adopted him.  William was never around.

 

If above true, then he  would have been eligible for Railroad Retirement pension instead of social security.

 

Even if Ralph was around to raise Charles, Charles was gone from their family in 1930 as the 1930 census shows that Ralph Ellis was now married to Lucy Pitzer and Charles is not in the household.   William Frank was also gone from 1930 census.

Per Charles birth certificate, Lucy is 16 at last Birthday which would mean she was born in 1900, or has lied about her age.  On same birth certificate, William (her husband) is said to be 20 at the last birthday which would make it 1897/96, and consistent with the known birthday for him.
