QUESTIONS FOR SHERIFF BOYER
1. Request all traffic speeding report statistics for police patrols in Hansville and the Kingston area north of the Hansville Rd/Eglon Rd/Little Boston Rd intersection to include Hansville Rd north of the intersection, Twin Spits Road, and Hood Canal Drive since January 2006 to present. Specifically, we would like:
a. Number of citations and warnings issued b. The date and times these citations/warnings were issued c. The location where the infraction occurred d. Also, please provide statistics on the number of single or multiple vehicle accidents that occurred in the area of concern during the period requested and whether or not the accident resulted in a death.
2. Do you see any pattern or notable trends regarding the frequency or severity of the driving infractions such as AM vs. PM, weekend vs. weekday, or is there any seasonal or holiday influence? 3. Based on number of tickets written, both before and after the speed tables were installed, how much patrol is required in Hansville? 4. Request report statistics for Sheriff Department response times to emergency calls originating in theHansville area since January 2006. 5. Does the County Sheriff’s department have in place the necessary agreements to permit tribal police to conduct speed enforcement activities in the area? And, would the County Sheriff’s department agree to the Tribal police patrolling the area? 6. Is there a possibility or procedure for citizen arrest? 7. Would the Sheriff’s department support photo radar enforcement if approved by legislation? 8. Would the Sheriff’s department support speed cushions with pylons on center line to replace the current speed tables? We are under the impression that speed cushions enable large vehicles such as fire trucks to traverse a road without having to stop for a speed table. Would such a modification aid the police department in any way? 9. Can Hansville expect or rely on any increased enforcement? 10. Is there any police data on the effectiveness of the radar type of flashing speed monitors currently used in other areas of Kitsap County? And, is there any discernable difference regarding their effectiveness based on whether they are mobile units or permanently installed devices? 11. Are there specific areas in Hansville and in Kingston north of Little Boston and Cliffside Roads that are notable speeding zones? If so, can random ticketing campaigns (successful at the approach into Kingston and through downtown Suquamish) be arranged to prevent and discourage speeding? 12. The speed tables in downtown Hansville cause the majority of vehicles to slow to under the posted speed limit. What is the law regarding vehicles traveling under the posted speed limit? |
