The idea that you focus on is something that has not been covered by other sites and sheds light on an important issue. Since the scope of your site is somewhat narrow, perhaps you can address other forms of piracy as well or show how fansubbing is like bootlegging, etc. You basically have two ways to go: widen the scope by saying this is a site that uses fansubbing as a case study for issues involving internet piracy as a case study or supplement it with more information about anime in general. Overall, I think this is an interesting and unique idea that has lots of potential.
Audience
On your homepage you assume that viewers are familiar with anime. However, it looks like you're trying to reach a wider audience audience by adding historical information about anime.
Content
You're off to a great start so far. What you have in your navigation menu and outline are all very relevant information. When you add information about the production of anime, perhaps try to use some pathos in your writing to make people feel guilty about downloading fansubs or to make them feel sorry for the artists and developers.
Writing Style Your writing style is rather blunt and at times I feel like your site is written like a debate case. In the vein of "I am right and let me show you why". Of course this may not be bad thing, but it might jade some readers. For a website focused on the implications of pirating a visual medium, it might be useful to have more pictures up to keep readers interested.
Organization
First of all, I admire that you coded your own site. The organizational scheme is pretty good and your website is quite easy to navigate. The only concern I have is with the top bar and the sidebar. Perhaps for the top horizontal bar you could have a tabbed javascipt menu like this.

Present both sides of the issue, like why people would want to download and be more sympathetic to this.
Clean up the navigation a bit.

Concept
I think your site is a great idea and your concept extends the goals of many existing sites, making it unique. Your business plan shows that you have thought out the niche your site will occupy very well. The macro part sort of concerns me as it will take a long time for loaners to get their money back, which makes it seem like more of a donation than a loan. Using a small village Bangladesh as a case study is a very perceptive idea as you can see what challenges will arise before you make the site more global.
Audience
Your site is accessible even for people who don't know what microfinance is because you have an about page and history page which will attract lenders. For the actual institutions you are working with, it will probably be better if you are more transparent about your role as a mediator and what steps you personally do to facilitate the operation of your site.
Content
So far there is not much up yet, but your outline shows you have an understanding of where you want to take your site. I really like the idea of having journals because as you said it forces borrowers to have more accountability for their actions.
Writing Style Your writing is very clear and concise. You are informative and give a fair assessment of what happens in your lending model. Your site is very professional and matter-of-factly. However, the journals give it a personal touch.
Organization Your samples of what the site will look like from a lender or borrower's perspective is cute and functional. It might benefit to separate your navigation into different sections to make it clear which part of the site is for whom.

Since your site focuses on a new idea and concept, people might not feel secure about lending money.

Compartmentalize the site for different viewers. Perhaps have a page where you explain the process of registering on the site and how you would use it if you were an actual member (a sort-of preview for people interested in joining).
