Speed Table Enhancement Committee Meeting

Committee members in attendance:

Committee members not in attendance who notified me that they would not be available and/or provided advance input:

Barbara Porter, Emmajean Hemmingway, Ray Rohay, Mary Maffia, Mike Malan and Daria Nelson.

 

We began with a quick review and approval of the previous meeting notes from September 23rd.

 

After our successful brainstorming session on September 23rd we now start our new meeting with categorizing all those brainstorm items in to categories to then review further.  Those categories and elements aligned under those categories were as follows:

We then began to look at each of these categories and each subcategorized element to determine:

  • Does this fit the criteria for our purposes as Speed Table Enhancement?

 

We then narrowed those four categories and elements to:  Move or to Remove

The moved and removed items were discussed and a brief summary of this discussion follows:

            Narrowing consisted of removal of tables and repainting fog lines to narrow the roadway in appearance to reduce speeds.  This was felt by the membership not to be our intent as it outright considered removal of speed tables, not the enhancement of tables.

            COSMOS with Kitsap County Sheriffs Office warnings, Citizens on Patrol or Greater Hansville Area citizens to track the speeding within and outside of tabled areas.  This was tabled as it seemed likely to be more of a community irritant than resolving any speeding or table controversy ideas.

            Median planters were to be in lieu of removal of tables.  The overall consensus was that removal of the tables and adding a physical and visual obstruction would not be the proper approach, potentially unsafe and therefore was tabled.

            Additional tables was removed after consensus agreed that our speed table enhancement did not give us the scope to recommend additional tables and it was also agreed that adding more tables would not garner any community unification, which is an ultimate hope from this process.

            Embedding lights would be a consideration if speed tables were used in conjunction with crosswalks as an additional visual aid.  This would be re-evaluated for its practicality, viability and safety if the process merits such a situation where a crosswalk and table are co-located.

 

A meeting with Anne Blair is to be established to begin an attempt to get financial information on cost and staffing implications for the remaining recommendations.  It was recommended that our committee formulate detailed plans or expectations from each of the above remaining elements so that more tangible information can be forwarded to Public Works Engineers for evaluation, cost analysis and personnel projections.  This will be a critical element of our next meeting, to formulate a plan and detailed description of what each of the above remaining recommendations entails (< xml="true" ns="urn:schemas-microsoft-com:office:smarttags" prefix="st1" namespace="">13NOV2008 meeting).

 

Anne Blair advised that at this time the three committees are to be working toward their committee objectives and not be settling for cross committee compromises at this time.  She will convene a meeting of all three committee chairs, herself as a facilitator and with Commissioner Steve Bauer.

 

The above meeting has now been set for December 3rd.  As your committee chairperson I am expected to speak on behalf of our committee members based on what progress we have made to date.  The three committee chairs will begin open discussion on how our ideas or priorities, should we choose to prioritize our plans, be able to be merged into a single plan that will meet objectives for all or most of the groups.     

 

 

Will we need to meet again before I meet with Anne Blair, Steve Bauer, Brad Lutin and Gerry Porter?  If so, what date?  This could be our last opportunity to meet before a community compromising process begin if it appears that the three committees are ready for that process to begin.  We can request additional time if we believe that a compromise process is not yet in order based on our membership’s wishes.

 

Thank you for your patience with me and for all of your contributions.  We have a lot we need to accomplish tonight (13 NOV 08) with regard to really coming up with our prioritized plan of attack and recommendations.  I hope we can get it all completed tonight.
