Quoit is not your typical smith, with his pony tail, fine taste in clothes and highly suggestive demeanour he is well suited to the Muscateers. His work belies his saucy demeanour though, he has spent the better part of his life travelling the disc in search of the finest flail making techniques and has finally settled down in his native Genua to apply what he has learned. He is particularly fond of the Auriental flails as I recall, but all his weapons are superb.
Quoit is also the most informative of all the special weapons manufacturers and will readily give information about just how certain choices will effect the damage and speed of the finished flail.
To begin with there are a number of flail types to chose from:
Sanosuken - 3 wooden sticks of equal length connected by chains.
Nunchaku - 2 wooden sticks of equal length connected by a chain.
Thresher - a short stick connected to a longer stick by a chain.
Ball and chain - a ball and chain.  You can select spiked, bladed or blunt.
Morning star - a spiked ball on a chain with a handle .

You can select the material and length of the handle, material of the chain and material and size of the balls.
You can have up to three balls, each extra sphere adding difficulty as well as pounding power.
Size and material of ball (or stick) will affect damage, weight and difficulty. Heavier being more powerful, but harder to use.
 
Quiolted flails have a blade encircling the ball, morning stars have spikes.
Ball and chains have no handle; just the ball and chain and a choice of plain, bladed or spiked with the ball.
Spiked ball's piece where bladed ones slice and a round ball will no doubt prove rather blunt.
Sanosuken are three connected sticks of equal length, nunchaku two of equal length and the thresher is barely changed from the farm implement, a short stick connected to a long handle.  The relative difficulty of the weapon is reflected in the size and number of flailing bits (sticks or balls).

The handle can be very short, short, standard, long and very long in length with the standard option being about the length of your forearm and the very short only 6 inches long.  Longer handles are heavier, but provide much more impact as a result.
The handle can be made of klatchian steel, cherry wood, black steel, sandalwood, rosewood, bamboo, bronze, silver, copper, brass, cedar, balsa, steel, ebony, pine, gold, iron, oak and ash.
With the ball-less flails, (thresher, nunchaku, sanosuken) the handle material is directly related to how much damage you can do, with the balled flails the handle material is purely decorative.

The chain can be made of klatchian steel, black steel, copper, silver, bronze, brass, steel, gold and iron. The material has no effect on the overall effectiveness of the weapon other than making a bold fashion statement, but the type of metal will affect the final price.

You may chose from a number of metals for the ball, with different metals dealing different amounts of damage.
The options are: klatchian steel, black steel, copper, silver, bronze, brass, steel, gold and iron.
You can chose to have one, two or three balls, which would make the flail much harder to control, but have a much bigger wallop when it does connect with flesh.
If you chose two balls with a handled flail you can chose to have them fixed at opposite ends of the handle, making a very deadly, but very difficult to control weapon. The two ball option also allows you to determine the size of the ball, with the larger ones dealing more damage.  The ball and chain has no handle, but you do get to chose the size of the ball.

Quiot will then describe what your flail will look like and give you an estimated weight.
The price is not particularly high, my very short handles quiolted flail with rosewood handle, gold chain and silver ball came to less than 4 forins. Obviously different choices will effect the price though and for larger and more fancy weapons you may pay over a Ducat.
It takes about a day for the flail to be ready.
