CONSTITUTION

1.0          The name of the Society, established under the Society Act of the Province of British Columbia, is Sidney Lawn Bowling Club.
            1.1            The purposes of the Club are:

                1.1.1.       To initiate, promote, encourage and facilitate member participation in the sport of lawn bowling.

                1.1.2.       To provide and maintain facilities for recreational activities of the members of the Society and their guests and to provide                                     for and sponsor such activities.

 

1.2           Upon winding up or dissolution of the Society, the assets which remain after payment of loans, costs, charges and expenses which are properly incurred in the winding up shall be distributed to such charitable organizations having a similar charitable purpose.  This provision shall be unalterable.

 

 

BYLAWS

1.0      MEMBERSHIP

 1.1     A person may apply to the Directors for membership in the Club and on acceptance by the Directors shall be a member

1.2     There shall be Active (playing) Members, Junior (playing) Members, existing prepaid Annual Green Fee Members and Social Members.  Changes in fees require the approval of the voting membership at a General Meeting

1.3      Active Members and existing prepaid Annual Green Fee Members shall enjoy full privileges of the bowling green and the clubhouse and other such privileges as may be determined from time to time.  Such members shall have voting privileges

1.4      Junior Members shall be limited to persons from age eight to the age of majority.  Such members shall not have voting privileges.

1.5      Social Members shall be former Active Members of the Club or the spouses of current or former Active Members of the Club.  Social Members shall also be persons who may be interested in supporting the objectives of the Club.  Such members shall enjoy full privileges of the clubhouse except lawn bowling and voting at General Meetings.  Such members shall not have voting privileges.

1.6      Every member shall uphold the constitution and comply with these bylaws.

1.7      A person shall cease to be a member of the Club:

1.7.1         By delivering his resignation in writing to the secretary of the Club.

1.7.2         On being expelled by special resolution at a Genera Meeting.  The person who is the subject of the proposed resolution for expulsion must be given an opportunity to be heard at the General Meeting before the special resolution is put to a vote.

1.7.3         On not being a member in good standing for 12 consecutive months.

1.8      A member is in good standing when they are current in all financial obligations to the Club.

1.9      The number of members may be limited by ordinary resolution.

 

2.0         MEETINGS OF MEMBERS

2.1      General Meetings of the Club shall be held in accordance with the Society Act of the Province of British Columbia.  Every General Meeting, other than the Annual General Meeting is an extraordinary general meeting.

2.2      Notice of a General Meeting shall specify the place, day and hour of meeting and in case of special business, the general nature of that business.  The accidental omission to give notice of a meeting to, or the non-receipt of a notice by, any of the members entitled to receive notice does not invalidate proceedings at that meeting.

2.3      The Annual General Meeting shall be held at least once in every calendar year and not more than fifteen (15) months after the preceding Annual General Meeting.

2.4      A quorum at a General Meeting shall not be less than ten percent (10%) of the registered membership and not less than thirty (30) members; if there is no quorum no business, other than the election of a chairperson and the adjournment or termination of the meeting, shall be conducted; no other motions can be made or passed.

2.5      A member in good standing present at a meeting of members is entitled to one vote and voting shall be by a show of hands or by ballot of only those members present.  Voting by proxy is not permitted.

3.0      DIRECTORS

3.1      The following shall be elected annually at the Annual General Meeting and shall hold office until the next Annual General Meeting and shall be eligible for re-election

3.1.1      The President shall preside at General and Executive Meetings and be an ex-officio member of all committees.

3.1.2      The Vice President shall assist the President and officiate at all meetings in the absence of the President.

3.1.3      The Treasurer shall be responsible for the finances of the Club and perform such other duties and exercise such other powers as may be prescribed by the directors.

3.1.4      The Secretary shall conduct the correspondence of the Club, issue notices of meetings of the Club and Directors, keep minutes of all meetings of the Club, have custody of such documents.  Perform such other duties and exercise such other powers as may be prescribed by the directors.

3.2      Separate elections shall be held for each office to be filled and an election may be by acclamation, otherwise it shall be by ballot.

 3.3      Any member may attend or be invited to attend a directors or executive meeting on a non voting basis.

 3.4      If a director resigns his office or otherwise ceases to hold office, the remaining directors shall appoint a member to take the place of the former member.

3.5      The voting members may by a Special Resolution, remove a director prior to his or her completion of term of office and elect a successor to complete the term of office.

3.6      No director shall be remunerated for being or acting as a director but a director shall be reimbursed for all expenses necessarily and reasonably incurred while engaged in the affairs of the Society.

4.0    STANDING COMMITTEE

4.1   The Standing Committee Chairpersons shall be elected annually at the Annual General Meeting and shall hold office until the next Annual General Meeting and shall be eligible for re-election.  There shall be the following Standing Committees and such Standing Committees as may from time to time be established.  Committee Chairpersons may appoint members at their discretion to form the committee.  Each committee shall present a budget for the ensuing year for consideration and approval of the Executive.

4.2   Gardens Committee shall be responsible for the design, maintenance and the planting of all garden areas within the Club property.

4.3   Greens Committee shall be responsible for the maintenance of the green and all equipment required for such maintenance.  It will also, in consultation with the Executive, appoint and supervise a Greens-keeper.

4.4   Property Committee shall be responsible for the maintenance, repair and renovation of all Club property, equipment and buildings.

4.5   Social Committee shall be responsible for all social events of the Club.  Interested members with the approval of the Social Chairperson may organize winter activities.

4.6   Publicity Committee shall be responsible for all the publicity required to promote the Club

4.7   Membership Committee shall receive and review applications for membership.  Applicants requiring coaching shall be referred to the coaching staff.  Other applications shall be referred to the Executive committee for further action.

4.8   Games Committees shall have a Men’s and a Ladies’ Division each with a chairperson having equal status on the Executive committee.  They shall be responsible for the planning and execution of all Club competitions with mixed competitions handled jointly

4.9   No chairperson shall be remunerated for being or acting as a chairperson but a chairperson shall be reimbursed for all expenses necessarily and reasonably incurred while engaged in the affairs of the Club.

5.0         EXECUTIVE COMMITTEE

5.1      There shall be an Executive Committee composed of the directors, past president and chairpersons of all Standing Committees.

5.2      The management of the Club shall be vested in the Executive Committee, which shall govern the affairs of the Club in accordance with the Constitution, Bylaws and Operating Policies and Procedures.

5.3      Meetings shall be held as regularly as necessary to conduct the affairs of the Club and a quorum shall be six members.

6.0         BORROWING

6.1      In order to carry out the purposes of the Club the directors may, on behalf of and in the name of the Club raise or secure the payment or repayment of money in the normal course of business (normally referring to the annual budget) in the manner they decide.

6.2      No debenture or borrowing of over $2,000 shall be issued or made without the sanction of a Special Resolution.

7.0         SPECIAL RESOLUTION

7.1          A Special Resolution shall be a resolution passed at a General Meeting that requires a majority of not less than seventy-five per cent (75%) of the voting members present.

7.2          Club members require a minimum of fourteen (14) days prior notice of a meeting where a Special Resolution will be presented

8.0      AUDITOR

8.1      At each Annual General Meeting the Club must appoint an auditor to hold office until re-elected or a successor is elected at the next Annual General Meeting.

8.2      An auditor may be removed by ordinary resolution.

8.3      An auditor must be promptly informed in writing of the auditors’ appointment or removal.

8.4      A member of the Executive must not be its auditor.

8.5      The auditor may attend general meetings.

9.0      BYLAWS

9.1      On being admitted to membership, each member will be provided without charge a copy of the Constitution and Bylaws of the Club.  These bylaws shall not be altered or added to except by Special Resolution.

10.0    FINANCE

10.1    The financial year of the Society shall commence on the 1st day of October and end on the 30th day of the following September.

10.2    The Club shall not be a reporting society within the meaning of the Society Act of the Province of British Columbia.

10.3    A cheque or other document issued by or for the Club is not valid unless signed by two of the Treasurer, President, Vice President or Secretary.

10.4    Except upon the express authority of a Special Resolution, the Club shall not dispose of or agree to dispose of any asset having a value of more than two thousand five hundred dollars ($2,500) or expend or borrow money of more than two thousand Dollars ($2,000) annually on capital improvement

                                                                OPERATING PRINCIPLES AND PROCEDURES
 

 

1.0        Responsibilities

 

The Club expects all its members will assist in the operation of the club.

Suggestions include:

1.1     participate in hosting social events, such as potluck lunches and suppers, lunches for visiting clubs and providing tea for draws;

1.2     assist in clean up duties in the clubhouse and surroundings;

1.3     assist Standing Committee chairpersons in their duties when requested;

1.4     assist in the daily draw;

1.5     assist in setting up equipment for daily draws.

 

2.0        Laws of the Game by Bowls

 

2.1     Joint Laws of the Game by Bowls Canada Boulingrin, and The Club’s Games Handbook Rules shall govern all Club games and competitions, subject to any special rule or variation deemed necessary by the Games Committee for a particular purpose.

 

3.0        Smoking

 

3.1     There shall be no smoking on the playing surface of the Green or in the clubhouse;

 

4.0        Coaching

 

4.1     Bowlers shall take coaching lessons prior to participating in draw.  Novices may use Club bowls for coaching sessions, but shall be expected to purchase their own bowls within one year.

4.2     Specific dates for coaching of novices shall be set by the coaches.  Novices or playing members may request special coaching from an individual coach at any time during the year.

 

5.0     Fees

 

5.1     Fees are payable by April 1st in the following amounts

5.2     A Social Member who wishes to transfer to Active Playing Member status shall pay an additional Initial Membership Fee of $75.00 ($125.00 – $50.00).

5.3     An Active Playing Member can transfer to Social Member status by paying the Social Member annual fee.  An Active Playing Member who becomes a Social Member may return to Active Playing Member status by paying the yearly green fee.

5.4     A person who was a former member who wishes to rejoin after an absence of more than 12 months (from the fee deadline) of Active Playing or Social membership shall be required to pay the Initial Membership Fee again.

5.5     A person who initially applies for Active Playing Membership after the 15th day of July and pays the Initial membership Fee shall, upon acceptance, be a member in good standing upon payment of one half of the annual green fee ($75.00).

5.6     Fees as in 5.1 are subject to change at the recommendation of the Executive and approved by the voting membership at a General Meeting.

 

6.0     Visitors

 

6.1     A visitor may be introduced by a member of the club who shall be responsible for ensuring the visitor is a responsible bowler and that appropriate footwear is worn.

 

7.0        Junior Members

 

7.1     Membership fee is waived

7.2     Annual Fees.  Juniors may play up to 6 times to determine their interest then pay the appropriate Annual Fee.

7.3     Eligible to participate in all competitions and draws

 

8.0        Dress Code

 

8.1     For daily draws and club competitions.  appropriate clothing is what is acceptable on a golf course.

8.2     Normally for interclub and tournaments whites are preferred and green (club colours) sweaters may be worn.

8.3     Red is only worn by umpire

8.4     Shoes must be flat soled (heel-less) and smooth (no grooves, lines or other indentations)

 

9.0        Use of the Greens

 

9.1     When space is available during league play or competitions, casual play will be permitted, subject to the approval of the Tournament Manager, and provided there is at least one free rink to separate the competitors from the other players;

9.2     Green ground sheets shall be used for all daily draws, tournaments, interclubs and invitationals.
Use of sheets for visiting tournaments will be at the discretion of the Greens Chair or designate who will check on the condition of the green and inform the games chair prior to the commencement of the tournament.  If it is noted that a rink is being damaged sheets must be used to protect the green

 

10.0      Complaints and Suggestions

 

10.1   Complaints or suggestions should be made in writing to the chairman of the appropriate committee or to any member of the Executive Committee.  However, any complaint about the Greens shall be made to the Chairman of the Greens Committee or his designate, and not directly to the Greens-keeper

 

11.0      Competitions

 

11.1    When members sign up for competitions, doing so shall be taken as a token of their consent to play in all the games scheduled under the conditions set by the Games Committee, who shall inform members of any significant changes made prior to the event.

 

11.2    The sole responsibility for ensuring their name is entered on sign-up sheets, or removed rests with the player.  A player withdrawing from a competition after the draw has been made shall arrange for a replacement, or notify the draw chairperson at least 24 hours prior to the time set for the start of the competition.  The Games Committee shall accept all entries and withdrawals at face value.

 

11.3   A competition fee shall be set by the Games Committee and shall be payable prior to the commencement of the game...

 

12.0      Personal Effects

 

12.1   Members leaving bowls and other personal effects in the clubhouse, whether secured or not, do so at their own risk. The Club shall not be held responsible for loss or damage.

 

13.0      Insurance

13.1   The Club will maintain Insurance for Property, Contents and Liability.
