Congress Bills for Fullerton

**** Next week we will be researching all bills. For in class round on Thursday, each student is responsible for creating Pro/con charts for Immigration Reform and Iran Strike Bills. You will need to have citations for each bit of evidence you have. It should be more than a list of arguments, you should have evidence to support  your arguments.
Due Thursday.
 
FALL 2008 CSU FULLERTON CONGRESS BILLS
(Please note that all students should prepare for all topics as these bills are NOT round specific. As a result, any bill found below could be the topic for any congress round)

US/Mexico Immigration Reform

1 Be it enacted by the Student Congress that:
2 Section 1: The United State federal government
3 should open the border between US and Mexico
4 for a period of 25 years.
8 Section 3: During the 25 year open border,
9 no Mexican citizen can be denied temporary
10 US immigration status for any reason,
11 unless he/she has record of criminal or terrorist
12 activities.
13 Section 4: Temporary immigration status will be
14 defined as a period of 3-5 years.



Health Care Resolution

1 Whereas, the US is founded on the belief in the right
2 to life, liberty, and the pursuit of happiness.
3 And whereas, it is fundamentally impossible to
4 have life or the pursuit of happiness without health care.
5 And whereas, the US is in a crisis of escalating
6 health care costs and decreasing accessibility
7 of health care to all citizens.
8 Be it Resolved by the Student Congress assembled that:
9 Universal health should be considered a human right
10 provided for by the US government and guaranteed
11 to all citizens.










Abortion

1 Whereas, Medicaid coverage is critical to the health care
2 of millions of women.
3 And whereas, unique barriers face low-income women
4 accessing comprehensive reproductive health care.
5 And whereas, women who are economically struggling
6 and who do not have insurance that covers abortion care,
7 the legal right to have an abortion does not guarantee access.
8 And whereas, Women who do not have the ability to pay for
9 abortion services may resort to self-inducing an abortion
10 or obtaining unsafe, illegal abortions from untrained practitioners.
11 Be it Resolved by the Student Congress assembled that:
12 Medicaid should cover abortion care without restriction.



The Local Education Authority Returns Now Act

1 Whereas, No Child Left Behind has resulted in ambiguous
2 improvements in reading and math standardized test scores.
3 And whereas, No Child Left Behind cuts funding to school’s
4 that most need the funding to improve educational standards.
5 And whereas, the federal government has little Constitutional
6 basis for mandating education policy in the United States.
7 Be it Resolved by the Student Congress assembled that:
8 Individual states should be legally allowed to opt out of
9 No Child Left Behind.



Iran Strikes

1 Be it enacted by the Student Congress that:
2 Section 1: The United States will offer Iran
3 a security guarantee in exchange for an
4 immediate halt to the Iranian nuclear program.
5 Section 2: Section 1 is contingent on UN weapons
6 inspector verification of the complete termination of
7 all aspects of the Iranian nuclear program.
