Dear Mr Miller,

Whilst agreeing with Cllr Mackay’s comments as to the proposal for polling stations, I would like to point out that Overnewton Recreation Centre is only closing in the sense that Culture and Sport Glasgow are no longer going to operate it as from 31st March. It will from that point revert to our direct control, under the DRS remit. It is therefore still totally available to the council to use, without having to close a school for the day. This would be the case even if the hoped-for community solution was not in place by the time of the election.

Everyone knows that the public find it extremely confusing when polling stations are altered. Since Kelvinhaugh school is itself to close soon, that would require a further alteration to the choice of polling station location next year. This is unacceptable and completely undermines all parties’  and government efforts to encourage a higher level of voter turnout.

I therefore  strongly propose that you reconsider the proposal to move the polling station, and discussions are held immediately with DRS to ensure its availability whenever polling day turns out to be. Since special staff have to attend polling stations, the absence of the former managerial staff from CSG is irrelevant. Retain Overnewtonas the polling station

GCC is committed to strengthening communities throughout Glasgow by hosting free training events, whilst at the same time sanctioning the closure of the facilities communities use. This blatant lack of joined up working probably wastes more money than closing ORC and other facilities would save!

It does not include staff costs, nor any repair works other than very minor repairs, which I assume is all the work that has been done to the hall in recent years (I note that major repairs are the responsibility of Development and Regeneration Services rather than CSG, and I am not aware of any having been undertaken).

 

Of interest is that (excluding staff costs) the hall actually made a small £1600 profit in 2008/09, and made relatively small loses in preceding years, giving a cumulative loss of £10,918 over the four years. With only a slight increase in regular usage, I expect the hall could not only break even, but deliver a small surplus which could be spent on routine maintenance of the building. It’s certainly not the basket case we have been led to believe it is by CSG.

 

I’ve just had a lengthy telephone conversation with Karen Cunningham, Head of Community Facilities. She was actually quite helpful and constructive, and was able to answer at least some of my queries.

 

Firstly, she was again able to clarify that CSG would be more than happy to keep open the Overnewton Centre and any other halls recommended for closure, should the council put funds in place to do so. There has been a lot of discussion about the ability of the council to dictate what CSG (as an independent charity) can do, but on this issue, the council is directly subsidising the service and therefore is able to have a say.

 

My preference is still very much to keep the centre open, under the direct control of CSG. However if it becomes necessary to form a community trust, which is a far from ideal option, Karen confirmed that there is scope for CSG to keep the hall open in the short term after March, but only if there is a firm business plan in place from an organisation that is preparing to take over the management but needs more time to get everything sorted out. This is a step in the right direction, should it come to such a situation. There may be other ways that CSG could assist a community run facility, and I will pursue this if needbe after Thursday.

 

Karen was unable to answer a couple of questions I had about provision in alternative facilities in the area, saying that CSG deliberately did not want to make alternatives sound attractive as community management of the Overnewton Centre was their preference. There is however scope for some concessions to be offered, particularly at the Kelvin Hall, for existing users of the Overnewton Centre should it close.

This confirms that they have had no change of heart, and are still proposing to close the Overnewton Centre (page 12 of the [above] report).

 

The Glasgow Branch of Unison have just sent the attached note round all councillors, opposing these cuts. [LINK]

 

I will keep you updated with any further information I receive. In particular I am still chasing up a number of issues with Culture & Sport Glasgow, having received an entirely unacceptable standard response from them on Friday which did not answer four of my six queries. Their refusal to co-operate beggars belief, as any solution we can find to enable the centre to remain open is surely in their interests too.

I have details of the £125k repair and maintenance figures now being reported by CSG. The original £78k was based on the building survey report of July 2008, which itself used some pretty ropey figures, all very convenient round numbers which are evidently suggested figures rather than accurate costings which would require additional survey work.

 

The £125k has been suggested by Isabel Brown, Facilities Manager of CSG, based on the following alterations to the initial survey figures:

 

3.04 Repairs to roof deck / concrete tiles - £3000 (previously £1500)

3.09 New entrance door - £12,000 (previously £750)

4.05 New “push bars” on fire exit doors - £2000 (previously £500)

4.10 Replacement sanitary ware - £3000 (previously £1500)

5.01 New gas boiler - £15,000 (previously £10,000)

5.06 Remove redundant water tanks - £0 (previously £1000)

5.11 Renew light fittings - £25,000 (previously £7000)

5.13 Install smoke detectors - £10,000 (previously £750)

 

The reference numbers relate to pp25-6 of the survey report. [Available from here]

 

I am quite baffled as to how some of these figures could be so wildly different from each other, particularly the entrance doo, light fittings and smoke detectors. Again these are very round figures and therefore no based on any proper estimates.

 

To be honest, I don’t believe we can take either of these sets of figures as being an accurate reflection of repair costs. I would expect that much of this work could be completed for significantly less than is being suggested here, particularly the over-inflated CSG figures.

 

I also agree with Philip, as I have also noted in earlier communications, that much of the work is not essential, and could be completed in phases, and therefore we do not need to secure funding for all the works to keep the hall open for another year.

  1. the act of consulting; conference.
  2. a meeting for deliberation, discussion, or decision.
The above are the top two definitions of "consultation" and clearly indicate some kind of meeting between parties and dialogue between them.  So what was the sum total of the consultation with C&SG and the groups over the proposal to close Overnewton Recreation Centre?  One single, solitary letter to each group involved!


And that was all there was.  This meant that C&SG was completely ignorant of the situation with the clubs and organisations using Overnewton.  Some consultation...

I am appalled that you are chosing to move the goalposts at this late date. Your venues review (SAMP 2009) downgrades Overnewton's quality from B/B (as it was given in the 2008 Access report) to D with repairs at £78k. Nothing hitherto made available to me as elected member or to the community has mentioned this new higher repair sum of £125k, let alone detailed or justified it. [two reports noted are available from here]

Please either withdraw it or provide detailed justification immediately. The lack of investment is your fault since that was precisely the reason your organisation was hived off to become an ALEO: to access funds the council supposedly couldn't get. 

I further contend that your own staff agree that the centre has a good level of usage for its size and indeed has a very low net annual running cost and comparatively low cost per user compare to other centres.

There will be NO OTHER community facilities in the ward once you close this, apart from orange lodges and other religious buildings. This hall is essential to the community and to the ward. It is becoming apparent that the total lack of consultation during the review has meant you had no idea of our needs until after you decided to close it.

Not only was there no consultation, but right up to the end of November your staff were saying to the community that CSG would work with them on various projects to develop the hall. Since CSG already knew at that point of the review, even if elected members and the community were still being kept in the dark about it and indeed my colleague Cllr Mackay had been brushed off several times, you can perhaps understand why I feel that we have all been treated duplicitously.

I understand that the level of dismay in the Overnewton community far exceeds that for any of your other proposals. Since your own figures put the net running costs (I.e. Annual deficit) at a mere £1700, I call upon CSG to keep this centre and exercise its much vaunted, but so far unexercised, potential to raise funds from outwith the council to keep this place open.


This decision must be reversed immediately as it is not acceptable to any of the councillors or the community.

Thank you so much for your detailed reply and the new repair estimate which I find very alarming.

I am allarmed that CSG has found an additional £47,000 of essential repairs (£78,000+£47,000=£125,000) for Overnewton Recreation Centre (ORC)! Could you please details of what is entailed by the additional cost and confirm that the building is safe to use at present. 

Finally, I am also bemused by CSG's use of the term 'consultation', which I think is incorrect. According to the Oxford Dictionary 'consultation' derives from the word 'consult' and which means to "seek information or advice", which is not what has happen with users. Please stop using the words 'consult' and 'consultation' because you have engaged in neither!

I have copied this email to Cllr Braat, as I am sure that a £125,000 repair bill will become a material consideration user group's consideration of other forms of management for ORC.

Thank you for your email on 19th January 2010 to Cllr Graham regarding Culture & Sport Glasgow - Venues Review.

As you may be aware the pressures on the public purse as a result of the economic downturn are significant and will be long lasting.  Culture and Sport Glasgow (CSG) manage community facilities on behalf of Glasgow City Council (GCC).  As part of this savings process the city’s network of community facilities was considered.  By way of background, the network brings together tenants halls, old community education centres and major public halls as well as some new cutting edge facilities. Partly because of lack of investment in the past, and partly because of changing demographics, much of this network is no longer sustainable or fit for purpose.

As a result CSG have been asked by GCC to reduce the costs of providing the services it delivers on behalf of GCC.  In the coming financial year there will be a reduction to CSG’s service fee of  £1.7 million.

Accordingly, a range of criteria was developed: the role that the facilities play locally, their location, usage, size, flexibility, fabric, cost of essential repairs, running costs and location.

From this the recommendation to close 12 facilities across the city, including Overnewton forms part of GCC’s budget proposals. However the final decision regarding these closures will be taken by the full council on the 28th January 2010.

According to the property survey conducted by Access in July 2008 for Glasgow City Council’s Strategic Asset Management Plan (SAMP) Overnewton had approximately £78,000 of essential repairs outstanding.  This was reviewed by CSG Facilities Management in December 2009 who estimated outstanding repairs at circa £125,000.  In comparison with other centres it has relatively low levels of use and comprises a single small space which limits the amount and type of activity which can be delivered.   The low rankings against the above criteria have resulted in a recommendation for closure.

If the recommendation is ratified on the 28th January by the full Council the facilities will close on the 31st March 2010.  Due to the short timeframe CSG were requested to consult with let holders in advance of this final decision regarding the possible relocation of their activities. Consequently CSG has contacted all let holders affected by the recommended closures to discuss alternative provision including relocating to other facilities managed by CSG or council managed buildings. This process started on December 9th 2009 and is ongoing.

In the case of Overnewton we have been advised by Councillor Braat that he is working with the Friends of Overnewton and other interested parties with a view to considering alternative management models of which there are a number of examples across the city.

You may wish to contact him regarding the progress of these discussions.

I hope this clarifies the process, we will be in touch with all let holders following the full council’s decision on January 28th 2010.

Yorkhill & Kelvingrove Community Council have written to Cllr Purcell highlighting the fact that closing Overnewton Recreation Centre will not result in any savings for Glasgow City Council.

We’re all aware that budgets are tight and cuts are inevitable, but it is my strong view that community facilities are the wrong areas to target, as the benefit they provide to grassroots community organisations far outweighs the voids that will result from their closure.

Culture & Sport Glasgow have been unco-operative throughout this review of community facilities. I had initially written to Bridget McConnell in April last year, when I first heard rumours that some local halls may be under threat. I wrote to her another twice over the summer and autumn, and each time received vague replies which gave no details about which halls were being included in the review, or what the timescales were for implementing it.

Even more worryingly, there was absolutely no consultation with the regular users, the community council, or indeed local councillors, before the recommendation to close the Overnewton Recreation Centre was finally published in December.

However I met with Karen Cunningham, Culture & Sport’s Head of Community Facilities, before Christmas. She was quite clear that if it was the Council’s will to retain the Overnewton Centre, that this would be done. Effectively this would mean finding the financial resources to do so, and would need to be incorporated into the council’s Budget on 28th January. Given the arithmetic of the council chamber, the Labour Administration would need to accept such a proposal, either as part of their own budget, or by accepting a costed amendment by another party. This is by no means impossible, and I don’t believe it would harm Labour in any way to do so – this should not be a party political issue.

As has been discussed several times now, there is little chance of any community group or trust being in place to take over the management of the hall before the end of March, and I am therefore keen that the hall be kept under CSG management for an additional 12 months to either give the community time to set up a trust, or for a further CSG review to decide to keep it under CSG control. If the centre was to close for even a short period, regular users would be forced to find alternative venues, and would not necessarily come back to the Overnewton Centre once it re-opened. It is clear that existing users are already having to find alternative venues, as they cannot risk not having anywhere to use in April should the Overnewton Centre close.

The building survey report details a number of issues which require attention. The “wish list” comes to over £78,000, but most of this could wait at least a year. The items which are statutory requirements for accessibility and fire safety total £10750, and these would need to be prioritised, if possible from the 2010/11 budget.

The major costs which would need to be looked at the following year, are a replacement boiler and rewiring of the building, totalling £35,000. The remaining £30,000 of work is not essential, although some of it will create efficiencies which will pay themselves back over a period.

As such, I believe we are looking for somewhere in the region of £25,000 to keep the hall open for another year, which would enable either a trust to take over the hall, or for CSG to agree to retain it in the long term.

This is not a huge amount of money, and a drop in the ocean out of CSG’s budget. I am convinced that if the will exists, the Overnewton Centre can be saved. I urge local residents and members of groups who use the hall to write or email those listed on the Help Us page of this site, and continue to put pressure on both the Board of Culture & Sport and the Labour Administration.
