  • Act Low Cost Clinic in Stockton is a wonderful spay-neuter clinic that just opened in the summer of 2009.  They have very reasonable rates, do not have any requirements as far as where you reside or what your income is, and they alter healthy puppies and kittens as young as 8 weeks old.  You can also generally get an appointment fairly quickly.  The clinic is a 45-minute drive from Sacramento.
