Zbots

This bot program for Counter-Strike is the one I'm using and it's hell good. Unlike some other bot programs, zbots analyzes the map when you start to play the map with bots and it doesn't take very long. It saves this file as (mapname).nav in your cstrike\maps folder. Then when you want to play the map with bots again, unless there is no (mapname).nav file, you won't have to analyze again. When you play you can decide how many bots you want, what difficulty bots are at, what they can or can't buy, what weapons they can use and a whole lot of other commands you can type into the '~' console that will do much more. Remember to read the text file 'zbot_command' found in the cstike folder if you extracted it correctly. When you have downloaded the zip file, before you extract everything, tick the box named 'use folder names'. Then extract everything into your Valve or Half-Life folder.
