This current ROSBOM Rule Book shall constitute the regulations and procedures governing the conduct of ROSBOM organized/sanctioned events. These rules except as amended, shall be effective and shall remain in effect (unless indicated otherwise) until superseded by the rules contained in the next revised ROSBOM Rule Book. The rules are intended asa guide for the uniform conduct of the sport and no express or implied warranty of safety shall result from the publication of, or compliance with these rules. By their participation in ROSBOM racing events, competitors will be deemed to have agreed to comply with these ROSBOM rules and subsequent amendments. The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing dealer available sedans and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules.

LICENSES / NUMBER REGISTRATION – GENERAL
1. A license (number registration) must be obtained before a race car owner or driver can take part in any ROSBOM Sanctioned event. Those participating in NASCAR-Sanctioned divisionsare required to have a valid NASCAR membership as per the 2006 NASCAR Dodge Weekly Seriesrule book.
2. All license applicants are subject to approval or rejection (for NASCAR-Sanctioned divisions, the same applies, as per 2006 NASCAR rule book). Licenses are not transferable. Any attempt to allow someone to use license will be subject to fine and/or suspension.

RACE DRIVER LICENSE
1. All drivers must be sixteen years of age or older.
2. All drivers are required to submit to a physical examination whenever requested by ROSBOM officials.
3. A ROSBOM license and/or NASCAR Membership entitles ROSBOM and/or NASCAR and its award and contingency sponsor’s permission to use competitor/owner names(s) and picture of the car for promoting, advertising, recording, broadcasting, transmitting and/orreporting of any ROSBOM sanctioned event before/during and after such events, including but not limited to television and radio broadcasts, film production, video tape reproductions and the like, or any other means or devise, whether or not currently in existence. Upon acceptance of membership will hereby relinquish all rights thereto for these purposes.
RACE CAR NUMBER LICENSE
1. A license / number registration must be obtained before a race car can take part in any DelawareSpeedway sanctioned event. 2. ROSBOM will assign numbers on a first-request basis as license applications are received. Numbers assigned from previous year will be held for that competitor until January 31, 2006, providing said competitor has competed in 80% of sanctioned home-track events in 2006. Failure to compete in at least 80% of available, sanctioned home-track events in 2006 will result in the number being released and available to another competitor.
3. ROSBOM will assign a requested car number when possible.
4. Upon sale of a licensed car, the old number may be used by the new owner subject to written permission of the original registered owner.
5. Prize money and point fund awards will be paid only to the car owner or business that is registered, unless otherwise specified in writing. NOTE: All ROSBOM licensees are and shall be independent contractors and shall use their own methods in performing their duties in accordance with the ROSBOM rules as they may be amended from time to time. Licensee shall furnish any tools, supplies or materials, which he deems necessary to perform his duties. Licensee shall be responsible for compensating,and shall be responsible for all actions of members, employees or agents. Licensee assumes and takes full responsibility for reporting and paying to the appropriate authorities all charges, premiumsand taxes, if any, due or payable on any funds the licensee may receive as a result of his duties and/or activities as a ROSBOM licensee. LICENSE REGULATIONS 1. All ROSBOM/NASCAR licenses MUST be displayed to ROSBOM officialswhen requested. If no license is produced, a new or replacement license must be purchased. 2. Any injured or suspended licensee shall not participate in any event without approval of ROSBOM official. ROSBOM reserves the right to request a doctor’s release at any time.

GENERAL REGULATIONS
1 No intoxicating or controlled substances are to be consumed before, during or after a race meet by anyone entering the pit area.
2 Before entering the race area, a release, registration and/or entry forms must be signed by driver, owner and crew members. 3 All drivers and crew shall appear at the track in clean clothes. Car body and number must be clean. Both crew and car shall be judged by their appearance.
4 The driver assumes responsibility for actions of his pit crew.
5 Driver/Owners and/or mechanics shall have no claims against or cause of action for damages,expenses or otherwise against ROSBOM or its officials or promoter by reason of disqualification or damage to either car, driver or both.
6 Any car may be mechanically inspected by ROSBOM officials at any time.
7 Abuse of any ROSBOM official and use of improper language at any time is strictly prohibited.
8 ROSBOM officials reserve the right to reject or allow the entry of any driver or car.
9 No owners, mechanics or crew members are allowed on the racing surface.
10 No riders, in or on car, or riding on trailers and trucks.
11 Entry blank waivers and/or entry fees are non-refundable and non-transferable. Any late entry may be rejected, penalized and/or fined. Each entry blank will specify deadline date.
12 All drivers and/or participants may be subject to a random drug test.
13 Drivers license may be revoked if car does not meet rules and/or specifications.
14 Two (2) banquet tickets will be allowed per Driver, providing that they have 80% attendance and finish in the top 20 in the point standings.
POLICY RE: ILLEGAL DRUGS OR SUBSTANCES
1 ILLEGAL DRUGS – DEFINITION: Illegal drugs are those substances defined and prohibited byprovincial and/or federal laws.
2 GENERAL PROHIBITION: Possession or use of illegal drugs or drug substances, as defined above, is prohibited in any form, by any participant at the Speedway, either on the grounds, or in any area considered to be used in the operation of the Speedway, such as parking lots, camping areasor leased properties or at any participating ROSBOM Sanctioned events.
3 PARTICIPANT – DEFINITION: A participant is any person taking part in any event at ROSBOM or sanctioned event in any form, including but not restricted to drivers, car owners, mechanics, crew members, sponsors, track officials or pit observers. All such persons shall be considered public figures who have, by their own choice, become involved in auto racing events at ROSBOM, with full understanding that he or she must abide by the rules and regulations established and published or announced ROSBOM.
4 VIOLATION AND PENALTIES: Any person found to be in possession or under the influence of an illegal drug or substance on the speedway property, as defined above, or at any DelawareSpeedway sanctioned event, or any person who is arrested by duly constituted authorities and charged with possession and/or use of illegal drugs or drug substances, or any person who isformally charged by a Court Of Law with illegal drug violations, SHALL BE SUBJECT TO THE FOLLOWING PENALTIES BY ROSBOM.

a) Fine and/or suspension from competition and eviction from the Speedwayproperty or from ROSBOM Sanctioned events for a period to be determined byROSBOM officials.
b) Any participant who is formally charged by a court of law with an illegal drug violation,upon notification to ROSBOM management by that agency shall be suspended from all forms of participation at ROSBOM Sanctioned events until such time as the charges are fully adjudicated through the legal process. Any participant convicted of a formal drug charge by any such process of law will be prohibited from taking part in any hosttrack events or ROSBOM Sanctioned events for a minimum period of “ONE YEAR” from the date of conviction.
5 APPEAL AND HEARING:
Any participant suspended for violation of these rules may be granted an appeal hearing to a board of officials designated by ROSBOM, provided the suspended participant requests such a hearing, in writing, within 14 calendar days from the date of suspension.It is the responsibility of the suspended party to make such a request if a hearing is desired.
6 REINSTATEMENT: A participant suspended for violation of these rules, except in the case of persons charged with selling drugs, may as the result of a decision reached through the hearing process detailed above, be reinstated if it is mutually agreed that the participant (AT HIS OR HER OWN EXPENSE) will produce documentation from a physician licensed by the province or state, certifying that he or she is drug-dependent, as a result of random and periodical examinations and urinalysis testing, made at the request of ROSBOM management.
7 PRESCRIBED DRUGS: If a participant is using prescription drugs on the advice of a physician,such use MUST be reported to the Race Director prior to the participant’s entry into the speedwayactivities or ROSBOM Sanctioned events. Failure to notify these people will subject the participant to penalties as described above.
SAFETY REGULATIONS All types of racing are subject to the following:
1 Before any car/truck may take part in a sanctioned race meet, it is subject to inspection by ROSBOM officials.
2 It is MANDATORY that driver’s helmets meet Snell standards for your division and that drivers wear driving suits of fire resistant material that effectively covers the body from neck to ankles and wrists. It is also recommended that drivers wear complete, full coverage fire resistant underwear.
3 The head or arm of any driver shall not extend outside the door of a closed body race car while driven in any event or on track.
4 Official starter must be at his post before any race cars are allowed on the track for warm-up.
5 No race, time trial or warm-up shall start unless there is adequate safety and emergency equipment on the track premises.
6 Only one person shall occupy a car at any time.

7 At no time will non-competing members be allowed on, across track or infield, unless approved by ROSBOM official.
8 Some classes carry higher restrictions than others. Read carefully the class that you are competing in.
9 No one under the age of 14 is allowed in the pits, other than those registered and have complied to all regulations under the Junior Racing League program.
DEFINITION OF BEHAVIOR
Anyone who, by word or deed, impedes, jeopardizes or in any manner hinders the smooth and orderly presentation of the racing program, or anyone who commits, or causes to be committed, anydetriments to stock car racing and/or ROSBOM may/will be considered to have abused the privileges of membership, entry and/or admission granted by ROSBOM and may be subject to the revoking of those privileges, fines and/or disqualification as deemed proper by the management or designated official. Drivers are responsible for the sportsmanlike conduct of anyone in their crew and penalties incurred by a crew member may affect driver.
DEFINITION OF DISQUALIFICATION
To make a driver or car ineligible from participating in an event or from further participating in an event or from receiving credit for an official finishing position, with the resulting loss of prize moneys, awards and points for that event and possible fine and/or suspension of driver, owner, or crew.
DEFINITION OF SUSPENSION
Loss of ROSBOM and/or NASCAR license indefinitely, or for a period of time.
PRE-RACE PROCEDURE
1. Car must first pass through technical and safety inspection and receive approval sticker. No car will be allowed on track for either practice or competition without the approval sticker. Decal placement will be part of technical inspection and must be in place on the race car prior to technical inspection.
2. Any car receiving inspection will be considered a legal entry, but is subject to a further inspection as a result of an official’s decision or a valid protest. The original inspection and resulting decisionsshall be superseded by such a further inspection and resulting decisions.
3. ROSBOM officials must be notified of changes of driver prior to driver change.
4. Race cars in NASCAR-Sanctioned shall only be driven by a NASCAR member holding a valid NASCAR driver’s license for that division.
5. When a driver’s meeting is called, it is MANDATORY for all drivers to attend. Failure to acknowledge presence at roll call will result in a scratch starting position, fine or both in the feature event and no protest privileges will be granted.

QUALIFYING PROCEDURENOTE:
New heat race and/or qualifying procedures may be posted for specific events in 2006.These amendments may or may not apply to all divisions.
1. Only one car may be qualified by a driver unless permission is secured by ROSBOM officials. A driver must start the last car he qualifies. Only one driver can qualify each registered car number.
2. If a qualified car is unable to start the feature, the qualified driver may arrange the use of another pre-entered, pre-teched, and hot lapped car and start the feature at the rear of the qualified field with any provisional entries assuming positions for the balance of the field.
3. Limit of one driver change and one car number change per race meet. Any car or driver change becomes binding for the balance of the race meet. Points will be awarded to the driver starting the main feature not the substitute driver.
4. Starting position will be determined by qualifying heats, time trials, handicap point system, order of registration, random draw or other method as outlined in advance by ROSBOM. Method used will be agreed upon by ROSBOM officials and will be brought to the drivers’ attention before the race.
5. Delayed features (i.e. rain dates) more than 24 hours will be subject to special provisions. Qualified race cars that have been damaged may be replaced with an alternate ROSBOMlegal entry and resume in scratch position. Qualified drivers that may have been injured or can’t meet their commitment may be replaced with an alternate licensed ROSBOM driver in scratch position.
6. ROSBOM may exercise the option of additional starting positions over and above the entry blank for that event.
QUALIFYING HEATS
Note: Qualifying heat-race procedures may be amended and activated for specific events in 2006.
1. Starting position in qualifying heats will be assigned by head scorer according to a complex handicapping procedure which is based on previous performance and average prize money earningsand a higher average and increase the relative handicap. The handicapping assures the lower average drivers of a move equitable chance in their first qualifying attempt. A designated number of finishers will qualify from each heat for starting positions in their respective feature event. Cars not qualifying from heats will have an opportunity to qualify for the feature starting positions by entering a consolation race, if necessary.
Note: the heat-race and/or handicapper procedure outlined above may not necessarily apply to all divisions for all race events.
2. Starting line-up will be announced and posted and cars called must be aligned according to instructions of ROSBOM official assigned to respective pit area. Failure to be in assigned position when event is called to track will result in forfeiture of position.

TIME TRIALS
1. Order of time trial may be determined by draw or random order.
2. All cars qualifying through time trials must do so in the designated time allowed.
3. Two timed laps will be recorded with fastest time being the official qualifying time. If a competitor’stime is affected by a timing system malfunction, the competitor has the option of re-timing one or both laps depending on when the malfunction occurred. The option to re-time is, to get back to the front of the line as soon as possible, and wait for instructions to take the balance of his time trial, or proceed to the rear of the field being timed. The competitor, on notification of a problem, must immediately notify the proper ROSBOM official as to which option he will take. NO adjustments may be made to the car between the previous attempt and this attempt.
4. In the event of an identical fast time set by two or more competitors, their next fastest lap will determine the qualified position.
5. Any competitor who starts the 1st timed lap may not enter the pit area for adjustments prior to their 2nd lap.
6. When time trials are held on the previous day, ROSBOM reserves the right to seal engines or impound race cars.
RACE PROCEDURE
1. All drivers must be ready to compete in the event for which they are scheduled. Any driver not ready to compete when called will be sent to the rear of the race or let out of the remainder of the days racing events at the discretion of ROSBOM officials.
2. Racing may be started at starter/official in charge’s discretion, once drivers have been signaled to be ready. Cars not in position will be placed at discretion of ROSBOM officials.
3. Any driver missing the initial green flag of any race will not be allowed to enter the race.
a) In the event of a driver change during the event, the initial car and driver must complete the first official green flag lap (pace laps do NOT count) in order to receive points. Otherwise points are awarded to the relief driver. No driver changes will be permitted from the start of pace laps until after the completion of the first official green lap.
b) Points will be awarded to the driver starting the main feature not the substitute driver.
4. Any car that does not fire or pulls off the track while on the pace lap will be put to the rear of the field. The field will adjust by moving that line into the vacant spot.
5. Pace laps are set at the discretion of the starter.
6. All regular heat and feature restarts will double up with lap cars falling into place. Drivers will be notified of procedures at Mandatory driver’s meeting.
7. Whenever it becomes dangerous or unsafe to continue a race within the discretion of the race officials, a race may be stopped.

8. When a race is stopped after the completion of a lap, cars shall line up in the order in which they were running at the completion of the last full lap, except those involved in the accident, if any, shall start in the rear of those not involved and in their positions according to distance traveled.Regardless of the number of laps covered, this rule shall apply at all times, and in the event that enough laps have not been covered for the race to be called complete, drivers will be scored and paid on the positions they would have held in a restart.
9. At least the leader shall cover the advertised laps of the race if possible.
10. All races shall be considered finished at the discretion of the official in charge.
11. Caution flags will not count as completed laps unless otherwise designated. Races will be ended on green flag whenever possible.
12. While on race track, all drivers/cars are under the jurisdiction and control of Race Director and/or Starter who will communicate his decision and/or instructions by means of flags and corresponding signal lights and/or radio communication. Race Officials’ decisions shall be final and subject only to a valid protest filed according to protest procedure.
13. DRIVER CHANGES a) ROSBOM must be notified and approve of any driver change during a race meet. b) No Rookie drivers may be a relief driver unless authorized by ROSBOM.
PIT STOP PROCEDURE
1. When a car enters the pit road (max 35 m.p.h. E.I.R.I) the car must come to a complete stop within its designated pit slot before any work is begun.
2. Only seven (7) pit crew members will be allowed over the wall with one of these persons attending to the fuel catch can. The pit crew member stopping the car during the pit stop is not permitted to have any tools to service the car.
(a) When a pit stop is utilized on pit road an approved fire extinguisher type “C” must be located within that pit slot.
(b) Designated fuel person must wear a full cover nomex type suit, gloves and goggles. (Nomex socks, underwear and leather shoes are highly recommended).
(c) Fuel catch person will be required to wear nomex gloves and goggles. (Nomex suit andapparel highly recommended.)
(d) Smoking is not allowed on pit road or Hot pit area by anyone.
3. Major repairs to the race car may only be performed behind the pit wall. Definition of major repairsshall be determined by a ROSBOM race official.
4. Only one (1) jack can be used for any pit stop involving tire changes. The same jack must be used when tires are changed on the left and right side during the pit stop. If the car falls off the jack, a second jack may be used to facilitate the use of the first jack.
5. Only two (2) impact wrenches may be used to change tires.
6. When tires are changed on a pit stop, all lug nuts must be tightened on that stop or the car will be brought back into the pits and a penalty will be assessed.

7. No car may be pushed past the stop and go man at the end of the pit road. After the race is underway, cars may be started by hand, pushing in the pit area only.
8. Race cars running over jack or air hoses, dragging equipment out of the pit area, etc., or not having a properly sealed gas cap will have to return to the pit area and will be assessed with a time or lap penalty. Penalties will only be involved on the observation of a violation by a ROSBOM official.
9. In the event of a caution, no car is allowed to pass the pace car.
10. Cars returning to the race course from the pit area while the yellow flag is out must wait for the rear end of the field in line behind the pace car or as directed by the stop and go person.
11. The finish line shall be considered to extend from the outside of the track retaining wall to the inside pit wall, and any car rolling through the pits under its own power may legally receive the whiteflag, the yellow flag or the checkered flag.
12. Pit lane entry person may be utilized at certain race events, disregard of the flag person or stop and go person will result in a penalty.
PRIZE MONEY
1. A guaranteed purse shall be posted for contested ROSBOM races.
2. The driver or person with prior written permission shall receive all race money payable in race competition. ROSBOM official in charge shall distribute the prize money.
3. Contingency decals MUST be on all race vehicles prior to technical inspection. Division Title Sponsor decals (Windshield and Frontal area) MUST be displayed on all cars/trucks competing in any event
NO EXCEPTIONS.
PROTESTS
1. A protest may be filed according to protest procedures only by the registered driver of an officially entered team and who is a registered member of ROSBOM.
2. Protests cannot be lodged against a driver/car in another division.
3. Protests of any nature must be accompanied by a cash bond and within time period as specified.
4. Any competitor against whom a protest is lodged shall have the right to file answers to the charges.
5. ROSBOM reserves the right to impound any car for inspection purposes. Refusal to comply with this request will result in disqualification, fine and/or penalty.
6. ROSBOM reserves the right to confiscate any part and/or equipment illegally used or found during an inspection.

TYPES OF PROTESTS AND FEES
1. OFFICIAL DECISION: In progress race decisions of race director, starter and/or head scorer will be considered final and race in progress will be completed accordingly. Any protest of official decisions must be filed, according to protest procedures immediately after the completion of race in which protested decision was made. No protest fee will be required.
2. TECHNICAL: All protests must be handed to the Race Director (or his delegate) before the start of the race event. All protests MUST be accompanied by a written explanation as to the reason for the protest.
TECHNICAL INFRACTION: Visual protest of any infraction relating to equipment which is outwardlyvisible and/or accessible to inspection without use of tools. Protest fee of $25.00 (in cash) must accompany protest. Non visible protest of any infraction relating to equipment, which requires the use of tools to remove, or make accessible to inspection the protested part and/or equipment. Work necessary to permit inspection must be performed by protested driver or his/her designated crew member. Protest fee, of $50.00 (in cash) must accompany protest. Protest which includes head and assembly removal for further inspection (i.e. bottom case inspection) will require an additional fee of$100.00 (in cash).
PROTEST PROCEDURE
1. Request protest/claim form from information office. Fill out all information requested on form application to protest being filed and return completed form to information officer along with required fee, in cash. Information officer will relay your protest to proper official(s) and advise you when and where to report for a hearing and/or further action relative to your complaint.
2. Protest/claim form will require the following information: • Complainants name, membership number, race division, car number and signature. • Name, car number and race division of driver/car being protested. • Type of complaint (i.e.: Decision, Technical-visual, non-visual) and fee required will be indicated on form. In space provided indicate precisely the subject, nature and extent of your complaint (one complaint per form).
3. Technical protests or claims must be filed with Race Director (or his delegate) prior to the start of feature race in complaintants division. Protest of feature race decision or results must be made within 15 minutes from the time feature results are posted.
4. Only valid protests will be recognized. To be valid, protest must be: • on designated protest/claim form; • made by a registered and competing (in that meet) driver against car/driver in same division; • filed within stipulated deadline; • precise and complete with regards to nature, subject and required information concerning protest.

5. In the event of circumstances preventing the resolution of a protest at the track, any and all affected fees, positions, moneys and/or points will be held in limbo by management until the protest has been resolved at a later meeting of officials and/or registered drivers directly involved in the protest. Resolution and results will be made public at or before the next scheduled race meet. Everyattempt will be made, however, to resolve protest situations at track and on date of protest.
6. If a protest is upheld the protest fee will be refunded to complainant. If protested car is found legal,with regards to specific protest, the protest fee will be awarded to protested car/driver.
NOTE: In the processing of a protest, the information officer will neither make nor be involved in any decision regarding the protest but rather, will act in a purely liaison capacity. Harassment of information officer or any track official regarding a protest may result in the protest being declared null and void and the forfeiture of protest fee. Similarly any protest, other than a valid written protest filed according to protest procedure, will be null and void and considered a violation of the behavior code. Any inspection and resulting decision initiated by a valid protest will be confined to the stipulations of the written protest. Any further inspection beyond the stipulation of the protest will be at official’s discretion and will be considered a separate action from the protest. Protest will be ruled on and fee awarded accordingly before further inspection will proceed.
APPEALS
1. Right of appeal is given to any ROSBOM member who has been penalized for anyinfraction of rules, regulations or specifications of ROSBOM with exception of a black flag.
2. Appeal must be made within five (5) days after notification and shall be made in writing to ROSBOM headquarters.
3. Hearing shall be heard by ROSBOM and decisions made within ten (10) days. 4. Decisions made by ROSBOM on appeals shall be final. Re-appeals will not be granted. NOTE: Refer to NASCAR rulebook for regulations concerning NASCAR Appeals (applicable for NASCAR-sanctioned divisions).
INSPECTIONS
1 ROSBOM official in charge of a race meet shall determine the method and type of car inspection, number of cars/trucks to be inspected, and reserve the right to impound cars/parts competing in the sanctioned race.
2. ROSBOM officials assume no responsibility for impounded cars/parts.
3. ROSBOM reserves the right to set up an impound area and determine how manypeople are allowed in this area.
4. Equipment or Parts Failing Inspection: ROSBOM has the right to confiscate any partand/or equipment which fails to meet applicable ROSBOM specifications during an inspection.

PENALTIES
1. Violation of any rule or regulation of ROSBOM by licensed member may be penalized by disqualification, suspension and/or fine.
2. Failure to sign releases and registration forms by driver or other members automaticallydisqualifies them and forfeits all prize money and points in the race.
3. Any driver, owner, crew member and/or car may be expelled from pit area and competition while under suspension and/or fine.
4. Any driver, car owner, or mechanic who takes part in any demonstration or fights on the track, in the pit or surrounding premises before, during or after a race shall be subject to suspension.
5. Until suspension is lifted, the car with which the suspended member is registered may be restricted from competing if suspension is for demonstration or fights. 6. Any driver, car owner or mechanic who fails to notify ROSBOM officials of any change in driver, or permits a car to be driven in a race meeting by an unlicensed person shall be subject to suspension and/or fine.
7. Actions by any person participating in race events, regardless of role, at ROSBOMconsidered detrimental to association and/or stock car racing shall be subject to suspension, fine and/or expulsion.
8. Abuse, assault or threat to do bodily injury by any driver, car owner or mechanic to any official orpersons serving under their orders shall be grounds for suspension and/or fine. 9. Any vacated position found illegal by disqualification in any division, entries will not be moved up. All finishing positions will be retained. Any entry found to be illegal will lose the all winnings, all points for the event and may be assessed a fine not to exceed the winning amount posted. Disqualification will result in the forfeit of all contingency awards, bonuses or other prizes associated with the event, if any. Disqualification will also render the competitor ineligible for their division’s next Eliminatorevent, if applicable. Competitors in NASCAR-Sanctioned divisions will be subject to loss of points and awards as per the 2006 NASCAR Dodge Weekly Series Rule Book. 10. All penalties associated with purse moneys and fines of competitor infractions will be added to year end point fund, less 20% for administration fees.
THE FLAGS
Knowledge of the flags and the message they convey is vitally important to a race car driver. His safety and that of other drivers in a race may depend on his recognition of, and response, to a flag signal from the starter. Seven basic flag signals are the starter’s sole means of communication with the drivers. Five of these signals could be categorized as “general information” and are displayed to all cars competing in a given event. Two of the flags are used by the starter to convey specificinstructions to individual drivers.

GREEN FLAG: Indicates the race is in progress. All cars on track may race. No car, which is not on the track when green flag is displayed, may enter or re-enter race in progress. No car, returning to the pit area while green flag is being displayed, may re-enter the race while race is in progress asindicated by the green flag unless otherwise instructed. A car returning to the race during a stoppage must wait until starter or pit road official signals that it is safe to do so. Cars falling out of position on pace laps may be required to go to the rear of the field.
YELLOW FLAG: The yellow flag signifies caution and this flag will be given to the first car past the starter. After the yellow flag is displayed, cars must hold position (unless entering the pit area) until the green flag is again displayed or the red which would automatically stop the race. Cars must slow down on all yellow flags. In the event a pace car is used, all cars must under no circumstances passthe pace car, unless directed to do so by ROSBOM officials. Drivers must wait for pace car to pass to pick up the lead car. Pace car will lead race until green flag is again displayed. Drivers failing to abide by yellow, or caution flag rule are subject to immediate disqualification by starter with black flag. Drivers may be penalized one lap or more for each car passed while under yellow flag. Also, any driver falling out of position for any reason may be required to go to rear of field.
RED FLAG: The red flag means that the race must be stopped immediately regardless of the position of the cars on the track. The red flag may be used if, in the opinion of the starter, the track is unsafe to continue the race. Cars may be brought to starting line, if possible, and kept on the track.No repairs of any nature will be permitted on the track or pit road when the race is halted due to a red flag. CROSSED FLAGS: Two furled flags, held in a crossed position resembling the letter “X”, indicatesthat the leader has passed the half-way point in the race.
BLUE FLAG WITH DIAGONAL STRIPE: Yield right of way to overtaking car. A driver receiving this‘passing room’ signal is thereby informed that he is or shortly will be impeding a faster car (not necessarily the leader) which is about to overtake and pass him. He is further instructed to move toward the left or inside of track and yield room on the right or outside of track to allow faster car to overtake and pass safely. ‘Passing room’ flag will be used at starter’s discretion and not necessarilygiven to all lapped or slower moving cars. Cars, which in starter’s opinion are moving too slowly and may present an impediment, will be given a black flag. A driver failing to obey the blue flag may receive the black flag.
BLACK FLAG: Leave the track as quickly and safely as possible and report to pit area. A driverreceiving this signal is informed that, for some reason or set of circumstances, he must cease racing immediately and leave the track without stopping or otherwise impeding traffic in the race in progress. The black flag may signal a disqualification due to a rule infraction such asunsportsmanlike driving, or failure to obey the starter’s signals. The black flag may also indicate that the car may be unsafe and/or presenting a race hazard either because of its mechanical condition (i.e. on fire, losing parts, spilling or leaking fluid) or because of the way it is being operated (i.e. beingdriven erratically or too slowly so as to impede other traffic). Regardless of reason, a black flagged car must report immediately to pit area for consultation with officials who will inform the driver of the reason for the black flag, and of the conditions whereby he may be permitted to re-enter the race according to the rules. Failure to comply to the black flag after 3 consecutive laps will result in discontinuance of scoring.

WHITE FLAG: Indicates that lap in progress is the final lap under the present conditions. When used prior to start or restart of a race a white flag indicates that the green flag will be displayed for the start of the next lap. When displayed while green flag is effect, white flag indicates that lap in progress is the last lap of the race.
CHECKERED FLAG: Indicates that the lap being completed is the last lap of the race for each carreceiving the checkered flag as it crosses the start-finish line. The winner of the race shall be the carwhich first crosses the finish line having completed the designated number of laps for that event. Ifcircumstances cause the race to be ruled a completed race before the originally designated numberof laps have been run, the designated number of laps shall then be the number of laps completed when the race was halted and finishing positions will be determined by head scorer.
SPECIAL FLAGS: Special flags may be used at the discretion of ROSBOM officials, but must be explained to all drivers before the race starts.
SCORING RULES
1. START OF RACE:
a) Cars will line-up in the designated area behind the pace car. Failure to respond to line upcall will result in forfeiture of earned position.
b) At the signal from the starter, the pace car will start the field in motion and exit at the designated area.
c) The two (2) lead cars will keep a side by side formation until they are given the green flag.
d) The race will be considered officially started only after the lead car crosses the start/finish line, after the initial green flag has been displayed to the field.
2. RE-STARTS (RED OR YELLOW FLAG AND/OR LIGHTS)
a) Restart formation (Qualifying races) - cars will be lined up in double file. (Feature races) - The field will start in double file.
b) Before the completion of one lap all (except those cars classified as accident cars or those thatmade a pit stop) will start in their original positions. Cars classified as being involved in an accident, and cars that stopped at the pits will restart behind those cars not involved in the order that theywere running or in the order they return to the field.
c) (i) After the completion of the first lap, but before the completion of the last scheduled lap,the competitors will line up in the order in which they were running on the last green lap. The top three cars on the score sheet will line up in single file. The remainder of the field will double up behind them. All cars classified as accident cars will restart at the rear of the field in the order that they return to the starting lineup. (ii) For the lap to be considered complete, the majority of the competitors must have crossed the start/finish line during a green flag status (a discretionary call that must be made by and only by the scoring team).

(iii) If the lap is NOT considered complete, the previous running order will beused. See 2c(i) The leader will be whoever led the last green lap (unless that competitor wasinvolved in a situation (i.e. the accident that caused the yellow). (iv) During double file restarts, where the 2nd place competitor is lined up beside the 1st place competitor, the 1st place competitor shall be classified the leader at the green restart regardless of the 2nd place competitor beating the first place competitor to the line (as long as the 1st place competitor is under race power.)
d) If enough laps have been completed- (i.e. one half(1/2) the advertised distance plus (+) (1) lap) to consider the race complete, the restart line up will be used as the finish and normal scoringprocedures will apply. NOTE: Under certain conditions (i.e. end of season) the above rule 2d, may be used before half (1/2) the advertised distance has been completed. e) During the last lap the race will be called with classified accident cars assuming scratch positions with the exception of all cars taking the checkered flag before the red or yellow flag and/or light will be scored according to order they crossed the finish line using normal scoring procedures.
3. Any car spinning out and lingering long enough to cause a yellow or red flag will be restarted at the rear of the field and may, at the starter’s discretion, be penalized one lap for delay of the race.
4. Classifying of cars as being involved in an accident shall be at the discretion of the scoring team.
5. In the event a car does not maintain his position during a restart the driver will be penalized the same number of positions from the drivers final finishing position as the number of cars passed during the infraction in question.
6. Any competitor stopping on the race track to dispute an officials’ decision (i.e. scorers, starters,assistant starter) will be deleted from the score sheets for that event and any further suspension will be at the discretion of the track officials. NOTE: At NO time is a competitor allowed to stop on the track surface to dispute any decisions.
7. a) All cars scheduled for this event must be on the race track ready for competition when the pace laps start and under no circumstances is any competitor not in the original starting line-up to go onto the track or enter the race after the green flag has been displayed prior to the first actual start of the race. (drop of green flag). b) Any car not classified as a “starter” in any event, according to scoring rule 7a above, will be ineligible for prize money, points or other posted awards for that event.
8. No driver is allowed to get out of their car. No crew member is allowed to approach the car while it is on the race track (the race track is considered to be the area from the outside retaining wall to the inside retaining wall or if there are no retaining walls a specified distance from the paved surface). Under no circumstances will a car be attended on the track, it will be subject to being placed at the rear of field or a lap penalty or both. And crew or team member judged by ROSBOM officials to be in violation of this rule will be subject to fine and/or suspension.

9. All decisions by the scorekeepers are final. At NO time is a competitor or representative to approach the scorekeepers or starters stand in order to dispute a decision.
10. No individual or representatives or any group will be recognized in any discussion or dispute unless they are a registered driver, owner or crew chief (as per 2006 driver registration form) and a signed protest has been submitted to the proper track official (see protest procedures).
11. Decisions of the race track officials pertaining to race procedures and position will be final.
12. No car may receive any assistance on the white flag prior to the checker flag. e.g.: getting pushed across the start/finish line.
13. All rules from 1-12 are in effect while under the Race Director and Starter’s supervision. Results of racing and restart positions shall be computed by head scorer according to scoring rules. Penalties imposed by starter for on-track infractions will be assessed by head scorer in determining restart, finishes and/or results. Head scorers decision shall be final.
NUMBERS
1. Numbers must be assigned by ROSBOM.
2. Numbers MUST be neatly decaled or painted on the centre of both doors, on the centre of the roof with the foot of the number facing the right side and a number on the left side head lamp cap, for all divisions except for Modified (see lettering procedure for your division).
3. Numbers must contrast to body paint.
4. No glitter, chrome, gold, silver or foil numbers considered to be trick.
5. One (1) or two (2) digit numbers only. No letters or special characters, unless authorized by ROSBOM.
6. All numbers must be 20 inches high and have a minimum width of 3 inches. (check specific car rules for your division).
7. Any car that does not have a number will not be scored in any event.
8 Race car is not allowed on the racing surface for practice without number identification.
9. Failure to comply with rule 1-7 will (subject to head scorer decision) result in disqualification of car until the number is corrected. Numbers must be readable day or night from the scorer’s tower at all parts of the racing surface.
10. ROSBOM has the right to reassign numbers if necessary.

POINTS
1. TIME TRIALS: (If applicable) 1st-10, 2nd-9, 3rd-8, 4th-7, 5th-6,6th-5, 7th-4, 8th-3, 9th-2, 10th-1.
2. QUALIFICATION (HEATS) 1st-5, 2nd-4, 3rd-3, 4th-2, 5th-1.
3. FEATURE EVENT: Winner receives 80 points, second, third, fourth and fifth will earn 78,76,74,72points respectively. From 70 points for sixth position, the scores will decrease by one point for each position with seventh worth 69, eighth 68 points and so on down through the feature finish.
4 BONUS POINTS: Two (2) points will be awarded to any official lap leader. Two points will be awarded to leader of most laps (Feature Event).
5. A minimum of 10 points will be awarded when race car passes tech and is unable to take a green.
POINT FUND RULES
1. ROSBOM championship points will be awarded to the Driver. ROSBOM point fund money will be awarded to the registered car owner or registered recipient based upon performance in owner’s point standings.
2. Qualifying for an event (not necessarily feature) is defined as an active attempt to run the event (e.g. paying entry fee, signing in at track pit gate and having an operable, legal race car in the track pit area).
3. To receive championship points, a driver and car must take the starting green flag. (not necessarily feature). Any driver racing a car in a feature race may have a ROSBOM Licensed relief driver, but relief driver receives no points.
4. In case of any ties, except first place, money and points for the tied position shall be pooled and divided equally among contestants involved in the tie. In all cases of ties for ROSBOM CHAMPIONSHIP (First place only) ties will be broken by using the greatest number of firsts in feature events counting toward that championship, and if a tie still exists, seconds, thirds, etc. will beconsidered, until the tie is broken.
5. All point fund and year end awards will be based on an 80% entry participation.

Rookie Criterion:
1. Drivers anticipating active participation for “Rookie of the year” awards must notify ROSBOM of intention and complete necessary rookie registration forms.
2. Rookie status will be based on previous experience and rookie application MUST be approved by ROSBOM. A driver that has competed in a division considered to be a higher level than the one he is registering for will not be eligible for Rookie status
3. “Rookie of the year” award will be presented to the driver who, in a single points season, competes in over 80% of the regular season point events and accumulates the most points. A bonusof 10 points will be awarded to any rookie the first time that driver wins a feature.
4. Drivers competing in more than five events (Feature events in any previous years combined) in the division they have entered will not be eligible to register and compete for Rookie of the year awards.
SPECIAL EVENTS
These general rules and procedures shall be in effect for special events except, and only, as amended by supplementary race regulations publicized for, and prior to, special events.
RULE REVISIONS
Amendments, revisions and/or clarifications may be made to rules and procedures as dictated by unforeseen circumstances which may arise. Reasonable notification shall be given of such changesby management and/or designated officials. Each car must be prepared to pass a rigid safety and technical inspection before it will be permitted to compete. Anything not covered by “rule book” or individual divisions rule sheet must be submitted to ROSBOM 30 days prior to its intended use for interpretation and/or approval. Any discrepancies between rule sheets and rule book, rule book prevails. All rules and regulations in ROSBOM rulebook are subject to interpretation by ROSBOM officials in charge. 2006 Model Division Rules
This division is limited to 2000 through to current year models of any production sedan with a MSRP of less than $35,000. Only approved sedans are eligible for use. Drive train must be mass produced and available through dealerships.Drivetrain MUST correspond with body used.e.g. GM to GM. No aftermarket drivetrain or suspension or body parts or modification to same. Any modification for safety can not improve the performance of the car. Sedan must be manufactured to seat 4 persons. drivetrain rules apply to suspension.
APPEARANCE
Race cars must be presentable in appearance at all times. Cars that are considered improperly prepared may be rejected by tech committee at any event (NO BATTERED CARS). Corresponding manufacturer’s headlight and grill decals mandatory. BATTERYMust be anchored securely and separated from driver by a firewall.

Door bars to be plated with minimum 16 gauge metal. Width of halo to be no less than 46” outside to outside. Length of halo to be 30” minimum. Leg protection bar mandatory. Roll cage structure shall be braced to front frame stub with a hoop section surrounding the engine compartment, and rearward with diagonal members connecting to rear frame section. Driver to be protected from left-rear trailing arm intrusion by 1/8” plate, 12” x 12”. Chassis will be subject to ROSBOM certification. Each rear frame rail must have a 3" inside diameter tow loop (strong enough to liftthe car) securely fastened as far rearward as possible extending above the trunk floor.

COOLING SYSTEM
Radiator must remain stock and remain in standard position. Radiator dust screenspermitted. Radiator must include liquid over flow can (minimum capacity 1 liter) mounted ahead of engine firewall. Fan shroud cannot extend more than 1" behind blades. No anti freeze allowed in the cooling system.

EXHAUST SYSTEM
Dealer exhaust manifold only. Complete high flow exhaust without catylitic converter allowed.
Exhaust system must exit behind driver straight back or exit out one side of car in front of rear wheels. Exhaust pipe exiting out the side of race car may not be more than 10" to the top of pipe measured from the ground with the frame height set at 4" and flush with body. Exhaust may not exit body further forward than 28" from centre of rear axle. Magnetic steel only (no stainless). A decibel reading of 92 or less at a 100 foot distance will be strictly enforced.
FUEL
Approved unleaded fuel only. No additives allowed.
FUEL CELL
Bladder-type cell mandatory. 22 U.S. gallons maximum size allowed. Fuel cell is to be mounted in the trunk area behind firewall area between the frame rails and no lower than 10" from the ground. Fuel cell must be complete with safety flap foam and check vent assembly vented to the outside ofthe car. A minimum of 20 gauge steel is to be used for Fuel Cell case. Dry break system allowed. If used, filler system to be located on the left side rear quarter panel behind the rear wheel, FIRMLY supported from within. Filler and vent system tubing to be the shortest distance between the filler cap and the cell. Filler cap assemblies must be grounded to the chassis for the prevention of static build-up. Max 11 gal approved refueling container allowed.
FUEL LINE
Must be stock and securely fastened under floor.
IGNITION
Race car must be self starting. Ignition “kill” switch must be mounted to the centerline of car and clearly marked as “kill button” in such a manner that the engine can be turned off from either side ofcar in the event of an emergency.
Steering Wheel: Removable racing steering wheel with quick release metal hub is mandatory. Steering wheel pad mandatory. Shifter: Conventional-type shifter or rods. Shifter must have boot or cover at all times.
Seat: Approved aluminum bucket seat mandatory. Aluminum seats must be bolted or secured solid, so that seat will not shift or loosen on impact. All seat bolts min .3/8 inch or larger. Seat must be completely to the left of the centerline of the car and inside frame rail.Distance between L.F. load bolt and rear of seat backrest measured at top of door height shall not exceed 83".
Head Rest: Approved padded head rest is mandatory and must be securely supported. Approved head containment unit is mandatory
Mirror: Side mirrors must be removed. One approved mirror is mandatory and may not extend or be located outside car. Additional mirror may be installed with head containment seat.
PAINTING AND LETTERING
A) A detailed, professional-quality paint job is mandatory on all cars. Car base colour and number should be of high contrast for maximum number visibility. All body components must be painted with no “patch” panel or unpainted original body material visible.
B) A minimum 20" high, 3" wide number is required on centre of both front doors of car. A 30" high (minimum) 3" wide (minimum) roof number must be read from right side of the car. Same specification on roof for the brand name of the race car. A number must be placed on the front of the car, below the left headlight cover. All cars are required to have an assigned number; however, ROSBOM reserves the right to specify number changes to prevent duplications. ROSBOM reserves the right to approve or disapprove commercial or editorial messages appearing on competing cars. NOTE: Numbers and brand name on doors and roof must be clear. ROSBOM retains the right to specify type, size and location of all decals on front fenders and doors.

SAFETY
Helmet and Apparel: Drivers are required to wear full coverage, one or two piece Nomex multi-layered firesuits which are S.F.I. rated. Fire retardant undergarments are mandatory with a single-layered suit. Fire retardant gloves and shoes are mandatory. Driver helmets must conform to Snell 95 or higher SA standards and have a certification sticker visible inside the helmet. It is highly recommended that drivers wear eye protection designed for auto racing.
Belts and Harness: A quick-release 5-point belt of no less than 3" in width, and 2" width shoulder harness in good condition are mandatory. Shoulder harnesses must be mounted and secured at the driver’s shoulder height. Belts must be securely fastened to the roll cage by means of a suitable reinforced mounting, in such a manner that all fittings are in direct line with the direction of pull. No inertia reel allowed and under no circumstances are bolts inserted through beltwebbing accepted for mounting. Crotch V-belt is mandatory. Belts may not be any older than 3 years (manufacturer’s date). All belts and mounting will be subject to inspection.
Fire Control:
cars are required to have an on-board fire system.
Window Net: An approved nylon mesh net must be installed in drivers side window opening. Netsizing must be at least 16" x 18". Net must be installed so it is tight. Window net anchors must be attached to roll bars, not body. Window net must be quick-release type. Net must be permanentlyanchored at the bottom and release at the top. Wide mesh nets and lever-latch releases are highlyrecommended.
Roll Bar Padding: All roll bars within driver’s area must be covered with approved roll bar padding.No sharp edges, intrusions or bare metal near driver.
TIRES
Only approved tires permitted. ROSBOM may require any and all competitors to start race on tires used for qualifying. Altering tires by treatment (softeners, etc.) is illegal. Durometer and/orother devices will be used to check tires. A fine and loss of tires will result if found illegal. It is highly recommended each car has rain tires available. Any tire used must fit a dealer available wheel.

WEIGHT LOCATIONWeight must be bolted in no lower than frame rails in block form, no less than 10 lb. pieces. No weight to be added rearward of fuel cell. All ballast weight must be either fastened to or encased within the frame rail. All added weight must be double bolted and painted white, with car number clearly marked on each piece. Loss of add-on weight will result in a severe penalty.
WHEELS mass produced dealer available wheels only. No lightweightwheels allowed (minimum wheel shell thickness .125th). Bleeder or pop-off valve devices are not permitted.
OIL PAN AND LUBRICATION: Any oil is permissible.Crate engine must use damper supplied by manufacturer. ROSBOM RESERVES THE RIGHT TO IMPOUND ANY CAR FOR INSPECTION. REFUSAL TO COMPLY WITH REQUEST MAY END IN EXPULSION OF DRIVER AND/OR OWNER, FINE OR PENALTY AND/OR SUSPENSION. C. First five feature-race position finishers are subject to engine claim rule by any other driver finishing within five positions in feature event (i.e., fifth to first, tenth to fifth). In order to make a valid claim, a driver must have finished within five positions of the driver being claimed and must have an engine in good working condition (i.e., no blown engines). Driver is allowed only one claim per event,regardless of outcome of that claim. In case of multiple claim on same engine, engine will go to qualified finishing driver furthest back. D. Claims must be made within 5 minutes of end of feature race and claimed engine must be completely removed within (1) hour from the time claim is made and driver agrees to exchange claimed engine. E. Claims must be made to the official in charge. Driver making claim must drive his race truck immediately after finish of the feature, under its own power directly to the claiming area. The drivermaking the claim must have an engine in good working condition with proper oil pressure, and will submit $850.00 cash -- $800.00 will go directly to the driver whose engine is being claimed. Both drivers with then exchange engines. F. Only driver may claim engine and only driver may agree to exchange engines. First exchange or no exchange by driver being claimed is binding. G. Refusal to exchange engines forfeits all cash and contingency winnings for feature, any trophiesearned in feature and will result in driver being suspended from truck events for 60 calendar days from the date of refusal. Any driver refusing to exchange engines may be subject to a fine. H. Any driver found to be claiming an engine for anyone other than himself will be suspended for 60 calendar days.I. All claimed engines must be removed from truck and sealed at the track. Driver making the claimmust have the claimed engine in for the next race. J. No driver may claim more than one engine during current calendar year. (Note: After opening night, driver may not be allowed to make claim on first night at a sanctioned track, however, he may claim during the second appearance at the track during the same season. K. No one driver may claim any other one driver more than once during current calendar year. NOTE: Interpretation of these rules will be solely up to the judgment of the officials in charge of the area in question. ROSBOM reserves the right to impound non-complying components with no compensation to the owner(s). Noncompliance with the specifications outlined herein may subject violating teams to disqualification, loss of points and moneys and/or fine. ALL DECISIONS BY PIT STEWARDS, CHIEF TECHNICAL INSPECTOR OR ROSBOM EXECUTIVE COMMITTEE MEMBERS WILL BE FINAL. ALL RULES SUBJECT TO INTERPRETATION BY DELAWARESPEEDWAY OFFICIALS. RULE BOOKS WILL BE ISSUED TO MEMBERS. ALL EQUIPMENT NOT GOVERNED BYTHE AFOREMENTIONED RULES ARE TO BE SUBMITTED TO ROSBOM, NOT LESS THAN 30 DAYS PRIOR TO THE DATE OF INTENDED USAGE. NO EQUIPMENT WILL BE CONSIDERED APPROVED BY REASON OF HAVING PASSED THROUGH INSPECTION UNOBSERVED. RULES APPLY TO ALL RACE EVENTS.
