STRS Ohio Web Site Now Features Pension Plan Reform Information
The home page of the STRS Ohio Web site now features a section titled “Special Pension Plan Reform Coverage.” In addition to sharing the details of the proposed plan approved by the Retirement Board in September 2009, it includes information about the value of defined benefit plans, an ongoing recap of the board’s long-term planning work, a link to the National Institute on Retirement Security and other pertinent information. STRS Ohio also continues to respond to various newspaper articles focusing on Ohio’s public pension plans. Copies of these “Letters to the Editor” can also be found in this section of the Web site. Additional information will be added to the site on an ongoing basis.Status of Pension Legislation (updated Oct. 21, 2010)
The five Ohio public employee retirement systems, including STRS Ohio, have adopted plans to help keep the systems financially strong and sustainable for all current and future public employees. STRS Ohio’s proposed changes require legislative action by the Ohio General Assembly and the governor, as do the changes proposed by the other systems. None of the systems have received pension bill language as yet. STRS Ohio staff continues to meet with legislators, stressing the importance of the legislation to the system’s long-term viability.Response to Letter to the EditorOn June 25, 2010, several Ohio newspapers ran an article titled “Ohio Pension Systems: A Time Bomb for Government.” In response, STRS Ohio sent the following “Letter to the

Editor” to each paper:

To the Editor:

I am writing in response to your recent article “Ohio pension systems: A time bomb for government.” I believe this headline misrepresents the current state of Ohio’s pension systems. As the executive director of the State Teachers Retirement System of Ohio (STRS Ohio), I can say that for well more than a year we’ve been working toward a solution that will greatly improve our pension solvency. This is not about defusing a time bomb — this is about reasonable people reaching reasonable solutions. In September 2009, our Retirement Board took the responsible step to adopt a plan calling for changes in pension design and contributions. The board is not relying solely on market returns to resolve its funding challenge nor is it looking for a taxpayer bailout.

Because all of us are living longer, our plan calls for educators to work longer — with full retirement beginning after 35 years of service — and reduces benefits for current and future retirees. The plan also calls for an increase in member and employer contributions.

Our plan was developed working side by side with individuals representing both active and retired educators as well as employers. Our overarching goal is to preserve the Defined Benefit Plan for Ohio’s educators. Defined benefit plans have long provided a sound foundation for retirement planning and are proven to be more cost efficient than defined contribution plans. And the benefit received is in lieu of Social Security, as neither our members nor their employers contribute to the federal program. STRS Ohio’s Defined Benefit Plan provides participants with a reasonable lifetime benefit they won’t outlive — a problem now faced by millions of Americans whose savings were depleted during the recession — and provides a stable source of revenue for local economies.

For 90 years, STRS Ohio has been a cornerstone in helping to provide financial security for the public educators of this state. The plan proposed by the State Teachers Retirement Board helps ensure the sustainability of STRS Ohio well into the future.

Sincerely,
Michael J. Nehf
Executive Director
STRS Ohio
