September Program: Teen Missions Int. (TMI)

was founded by Bob Bland, a Waverly native, in
1970. He was a pastor and a great youth
worker. He felt the call to take teens on mission
trips around the world so he moved to Merritt
Island, FL and started the organization. They
take 30-40 teams of teens each summer all over
the world. In 2001 they realized how bad the
AIDS epidemic really is in Africa. They built an
orphanage in Mozambique but quickly realized
that they were very limited as to how many
children they could care for and there were
many more orphans on their own. This is when
they started the Rescue Units. They train the Noo
natives at the Bible, Missionary and Work (BMW)
School. Here they learn the Bible, agriculture,
caring for children and first-aid. After they
graduate from this 2 year school they go into the
bush and live in a small building (rescue unit)

that TMI has provided. They plant gardens that
the orphans come and care for, they build an
outhouse and a granary to store the food, and
they dig a well, raise chickens and rabbits and
sometimes dig fish ponds and raise goats and
pigs. This allows all the children to live in the
hut their parents left them but come to the unit
for all their needs. Here they also help them
with homework and teach them about Jesus. I
started going in 2002 and I have done a little of
everything. The teen teams usually build the
unit and then the adult teams go in the winter
and we build what they didn't get done (granary,
outhouse, etc.) We also sew school uniforms for
the orphans and love on them since there are
few adults to give them attention. So I have
gone for 8 years and have done construction,
medical, sewing, gardening, and PR work. I feel
that I am very blessed to get to go do this. My
family is very supportive and I love the Africans.

Don Gatchell will give an update on STRS.
The proposal of STRS to the legislature has
seen many groups responding with their
plans that will have devastating impact
on retired teachers and current employed
educators.

Pension Plan Reform Information
The home page of the STRS Ohio Web
site now features a section titled “Special
Pension Plan Reform Coverage.” In addition
to sharing the details of the proposed plan
approved by the Retirement Board in
September 2009, it includes information
about the value of defined benefit plans,
an ongoing recap of the board’s long-
term planning work, a link to the National
Institute on Retirement Security and other
pertinent information. STRS Ohio also
continues to respond to various newspaper
articles focusing on Ohio’s public pension
plans. Copies of these “Letters to the Editor”
can also be found in this section of the Web

site. Additional information will be added to
the site on an ongoing basis.

Legislative News Includes Overview of Federal
Financial Sector Reform Bill
In July, President Barack Obama signed into
law the Dodd-Frank Wall Street Reform and
Consumer Protection Act — a measure that
many consider the most sweeping reform of the
financial sector since the Great Depression. The
August 2010 issue of STRS Ohio’s Legislative
News includes an overview of the issues within the
reform package that have the most direct impact for
STRS Ohio. This newsletter also includes a report
from the National Association of State Retirement
Administrators (NASRA) on reforms to public
pension plans in progress around the country.

ALERT ALERT ALERT ALERT
Accountants’ group gives lawmakers a blueprint
to balance the budget.

The group proposed: eliminate non-essential
expenditures, Force school district consolidations,
Encourage local governments to combine functions.
Ensure public employee salaries and benefits are on
par with those in the private sector.
One recommendation impacting education:
Move the minimum age of retirement of public
employees to least age 60 and maybe move it to
age 65, the same as the private sector. Consider
merging or sharing redundant government
services to limit overhead, such as combining
police and fire administrative personnel, building
inspection operations, top school administrative
positions. It is noted two school districts in Wayne
County are doing this and saving $250,000 a year.
For school districts, the state should consider
banning districts from paying the employee’s
portion of the pension plan. Also, require them to
pool health care benefits with other districts while
requiring the employees to pay a portion of the
premiums comparable to the private sector.
