Batteries

For lipo, Gens ace are the best high performance packs for the price, and they come with Deans
connectors, so they are ready to go out of the box.  Zippy and Turnigy packs are super cheap and perform rely well, they are about half the price of the Gens ace packs, and if you read the reviews and get a good pack they will last a long time.  If they do break you can buy another one and still come out ahead, but you will need to solder on your own plugs:

Here are a few Zippy Batteries I recommend:
Zippy 4000mah 2s 25C $18.99 with Traxxas Harness $1.69 is great if you don't want to modify or solder anything (total cost: $20.68).
Zippy 5000mah 2s 20C $16.99 is the best for someone who wants to get the very best for their money.
Rhino 4000mah 3s 25C $34.42 is the best Pack to get if you want a 3s lipo Battery.


For nimh, don't get suckered in by the fancy packaging, go with Pro Match, they are simply the best for the price, but I would recommend getting a Zippy lipo battery instead.

Chargers

As for chargers, I don't know how else to put it, "JUST GET THIS ONE".  It will charge anything from nimh to lipo and and has a built in balancer, all for around $20. It also has a discharge and storage function as well, the only thing is that it will only charge at 6a so you won't be able to charge a 5000mah battery at 2 or 3c (10-15a), but for the price you could get two of them if you have lots of batteries:

Turnigy Accucell 6 $22.99 - $4 in points back, so it's more like $18.99.
You will also need a 12v adapter, just pick one up from an electronics store for $10-20.

Lipo Sack
Think of this a $0.99 house insurance, because lipo battery's WILL catch fire if not charged properly, so untill you know your charging setup inside and out, this is a must, I have seen a lipo battery puff up before and it is scary.

Others

Here are some others that are a bit more expensive, but they are still great.

For lipo batteries, the Onyx 230 and the Blinky Balancer are a great charger/balancer combo for the price, it will also charge nimh batteries,
but why not just get the Accucell 6, it will charge nimh and lipo Batteries and is a LOT cheaper.
