Why tiny ? Because it is smallest than traditional or simplified with more IO pins. But Pinguino tiny 4550 is USB powered, so it could not be used as a stand alone board. We are planning to design another similar board with external power option. This version is currently only supported by the alpha version 7 of the Pinguino development environment.
