Estimating the Expense of a Mandatory Home- and Community-Based Personal Assistance Services Benefit Under Medicaid.   LaPlante, M.P., Kaye, H.S. and Harrington, C.(2007).  Journal of Health and Social Policy, 19 (3): 47-64.   This study re-estimates the costs of the Community Choice Act.  In 1997 CBO indicated the Community Choice Act would cost approximately $10-20 billion per year.  However, this study estimates a much lower cost ranging from $1.4 to $3.7 billion a year. 

Do Noninstitutional Long-Term Care Services Reduce Medicaid Spending?  Kaye, H. Stephen, LaPlante, Mitchell P., Harrington, Charlene (2009).  Health Affairs.  This study examines state spending data from 1995-2005.  It shows that expansion of Home and Community-Based Services appears to cost more in the short-term increase but over time produces long-term cost savings for states. 2009 Across the States: Profiles of Long-Term Care and Independent Living.  AARP Public Policy Institute.  Among its ten key findings, AARP estimates that, "[o]n average, Medicaid dollars can support nearly three older people and adults with physical disabilities in home and community-based settings for every person in a nursing home."
