DOGS IN PARKS

Although there is work to be done by the board, the important thing for your managers and coaches to know is that item 46 of the Dogs in Parks by-law 2003-77 reads:

46 No owner of dog shall keep an unleashed dog on parkland, or any part thereof, unless such parkland is designated such that dogs may be kept off-leash, providing that the person in control of such dog shall keep such dog in sight and under voice control at all times, and shall promptly leash such dog when confrontations with humans or other animals may potentially develop.

The important words here are in the last sentence "...when confrontations with humans or other animals MAY POTENTIALLY develop".

The only parks that have been designated off-leash and have OLLB baseball diamonds are Heritage, Gardenway and Yves Richer.

We are presently getting clarification from the city as to whether dogs are allowed on our fields at anytime since we pay an annual fee to the city for their maintenance. You will be updated when we find out.

If you see any dogs inside the fences of any of our baseball diamonds, call 311 to report that there was a dog inside the diamond and that damage could be done to the diamond itself. Take a photo of any damage and/or of any dog, if you have your cellphone handy. This can be sent to the city as well.

If there is even the potential of a dog/human confrontation and the owner does not immediately leash his/her dog and/or does not RUSH to control their dog and/or informs you that the park is off leash and you have come to an off-leash park, refer them to the by-law. If they continue to argue, call 311 and report the situation. You may not have actual names, but the call to 311 will help build the log at the city. Section 46 of the By-law will be posted along with a link to the website on our website.

This is not a campaign to rid dogs from the city parks. However, over the past few years, the number of incidents and the attitude of the dog owners has escalated. Creating an accurate log with the city is one of the most effective ways to have the city look at this issue. If we do and say nothing, their assumption is that everything is ok.
