• PDA Street - Older website that still has some good info, and a source for some older HPC software, but not very active these days
• Pocket PC FAQ - Chris De Herrer's remake of his older Windows CE website, lots of good info
• HPCmonex - Super site for HPC hacking, rom training, files
• Damnsoft -Winwatch, fantastic utility and more
• Handheld Attitude - Great site with lots of software info, maybe the best there is for ARM based machines
• Tweaks 2K2 - General HPC hardware and software information

Don't forget the Yahoo Tech Groups that contain group information such as the Jornada 720 group, the MobileproHPC group, the HPCPro group, and the HandheldPCs group. While they don't see much useful action these days, there are still a lot of good info and files available there.
