Some clubs have bought the barriers which is an excellent idea. For those of you who have not, can you please ensure that you cone off an area at least 3m around the entire pitch. TROPHIES For all of teams, who won trophies last season, please ensure that they are returned to any league official as per rule no later than 28th February 2011. REGISTRATION PAYMENTS The league Treasurer wrote to quite a few clubs a few weeks ago to ask them to pay any outstanding registration fees that they have. To date there are still some clubs that have not paid these fees. If fees are not received within one week the league will have no choice other than to suspend these clubs. RULES REVISION The above meeting has been set for 23rd March 2011 at 7.00 p.m.. Civic Centre, Newport. Please note this meeting is mandatory. ASTRO TURF As we are fast approaching our eight weeks on the astro turf for mini football, the league and the Welsh Football Trust would be grateful if you could all fill in a questionnaire. Each team to fill out a form and return to the league secretary no later than the 31st March 2010. Please note rule re correspondence. Questionnaire to follow.
LEAGUE WEBSITE http://sites.google.com/site/ndjyfl/ NEWSLETTER JANUARY 2011 MINI FOOTBALL Well done to all the managers, coaches and parents who have helped make the playing on 3G over the past few weeks a great success. We do realise that there have been the odd teething problem but on the whole it has been a success. The biggest complaint that we have had is the amount of playing time for some age groups. We realise that it is short but this year we were restricted to time due to facilities and costs. Before the end of the 8 weeks we will be sending out questionnaires for all managers/coaches to fill in with their comments. RULES Any requests for changes to rules need to be in by 1st February. As this newsletter is late going out we will extend this date to 14th February. Please note that we cannot change mini rules, these are compiled by the Welsh Football trust. SCORES We have seen some really high scores on match reports of late which is absolutely ridiculous. To see a team lose 20 to nil is of no advantage to any side especially the losing side. Team managers please have some common sense and change your game plan to suit the opponents. An example of this would be to put some conditions on the game. Remember, sides being beaten by ridiculous scores are more likely not to exist in the long run. Would you prefer to play with your goalkeeper as a striker or not play at all? The above has been left in for this month because it seems that most have not taken any notice of this. Having watched a number of mini games over the past few weeks it seems to be even worse. Your players learn nothing when they win 10 or 15 nil. Please show some common sense. REGISTRATION FEES Some clubs over the past couple of months have sent in registrations without any fees. New Competitive Fixtures to run from 2nd January 2011 have been issued to Fixture Secretaries.
Club Withdrawals 1.Newport Corinthians U11B have withdrawn. Please replace them on the fixture lists with "Spare" 2. Albion Rovers U12 have withdrawn. Match Reports We hope the following provides some clarity on the submission of Match Reports “WHAT GOOD LOOKS LIKE” Match Reports Both sides to send a MR, top copy- “home side”, middle copy to be handed to the “away” side for them to submit Bottom copy to remain in book Both sides to complete prior to play commencing.
Both team leaders/managers (competitive football) are responsible for the contents of the report, ensuring that all parts are filled in correctly. (Players names, licence numbers, venue, date, league, division, FAW numbers, referee’s name. etc. [Any further comments may be written on the back but any form of protest MUST be as per rule]
This is intended as a guide and does not replace any rules that are in the handbook. NEWPORT DISTRICT JUNIOR YOUTH LEAGUE Newport District Junior Youth Football League Message from Mini Fixture Secretary With immediate effect, Pill AFC have withdrawn their U8 from the Y League. This place will be taken by Newport Corinthians who are unable to field A & B sides in the X League. Newport Corinthians A&B in the U8 X League will now become "SPARE" It is with regret that also with immediate effect, Malpas Utd are suspended from all footballing activities until further notice. Any club found to have been involved in footballing activities with Malpas Utd will also face disciplinary action. Can all clubs be aware that the U7 league starts in 3 weeks and so far the numbers of players who have U7 licences falls well below the number required for the league to run as per the fixtures. Can all who have entered U7 sides please ensure that your players are licenced and registered with this league by Sunday 19th Sept or the side will be withdrawn and fixtures re issued without them.
Guidance Notes For Clubs and Team Managers/Leaders - A match report is to be completed by both teams and submitted by both teams for each game. This is a variation to previous seasons and has been imposed by GCFA.
- Match reports should be completed at pitch side by both teams.
- Ensure you have the players’ licences available at all times. You can be asked for a licence check at any point either by the opposition manager or a League official.
- Hand your Match Report book to the opposition manager for completion of his team details. If the opposition team list players who have not arrived when the licence check is completed you are within your rights to refuse to let them play and remove their names from the match report. However, if both parties agree that late arriving players can take part in the game then that is permissible. If either party object then the player becomes ineligible for that game.
- Please do not be afraid to do a licence check for fear of causing offence. Doing licence checks keeps everyone legal – you may think you can trust everyone but experience tells us you cannot. We have had examples of overage and/or ineligible players in the past and it will happen again – doing a licence check ensures your team is not being cheated. Remember being found guilty of playing an ineligible player carries a fine of £50 (max) per player per game.
- Competitive results to be reported by telephone by the home club to the Competitive Fixture Secretary by 19.00 hours on the day of the game. One call only per club with all home results for that day.
- Match Reports to be received by post by the Wednesday following the day of the game for competitive matches and by the Friday following the day of the game for mini games. Match reports hand posted through the door of the relevant Fixture Secretary will be deemed to be “late”.
- Competitive match reports must be fully completed including the score. For Mini match reports the score must not be entered.
- Details of players cautioned or dismissed must be entered on the reverse of the match report (including licence number and reason) - do not fail to do this and use the argument “they are only 12 years old!” A 12 year old swinging out in temper is punching a referee at 19! Players only learn when brought to account for their actions.
- Protests/complaints entered on the back of the match report have no validity and will be ignored. Protests/complaints must be completed by following the correct procedure.
- Postponement requests to be submitted on the form available (copies will be supplied electronically to Club Secretary/Fixture Secretary) and must be submitted in writing, countersigned by the Club Secretary/Fixture Secretary, to be received no later than 7 days before the game in question. A copy must be forwarded to the opposing club.
- Do not assume that submitting a postponement request automatically means the request will be granted. Reasons such as “players all want to attend a birthday party” are not satisfactory or acceptable. Also, as per rule, lack of suitable persons to run the team is not an acceptable reason for a postponement.
- All competitive league games kick off at 2.30pm. Cup games kick off at 2.00 pm
- When the weather has been bad check the pitch hotline (01633 211907) on Saturday morning. Games transferred to alternative pitches will be notified to the club Fixture Secretary and posted on the website by 12.00 noon. Do not make the assumption that your pitch is off so the game is off – it may be transferred elsewhere. Please do not play on a pitch declared unfit - you will end up being fined and billed for the repair costs.. Parks pitch allocations for competitive fixtures are listed monthly on the League web page (http://sites.google.com/site/ndjyfl/) – please keep to them and do not swap to another pitch because “it looks in better condition and we were here first!”
- Where available, referees will be appointed by the league. Clubs share the fee (£13). Requests for a referee for specific fixtures to be submitted in writing 28 days before the game if possible. In such cases the club making the request are responsible for paying the full referee fee where a referee is available.
- Parent referees have the same status as a Gwent County official and are to be treated as such.
- Alcohol at football matches is illegal. Any referee/team leader/coach noticing parents/spectators with alcohol at the game must not proceed with the game until such persons are away from the field of play.
- Finally, please remind your parents that whilst we welcome constructive suggestions these should always come through the Club Secretary or Fixture Secretary. League Officials will not accept calls directly from parents. No personal calls to League Officers homes, from club officials, will be accepted unless by prior appointment.
