CONDUCT GWENT COUNTY

Please find enclosed paper work from Gwent County FA which must be distributed to all your team mangers and coaches. Some would have all ready received this via e mail.

 

POST

To save costs when it is possible I will be sending correspondence via e mail. I hope there are no objections to this but if there is please let me know. If I do not have anyone’s e mail address could you pass this on. If anyone has changed address could let me have their new details.

 

MINI FIXTURES

Phil is currently looking at the fixtures for the rest of the season. If any team has any changes they would like could the club secretary please contact Phil a.s.a.p

 

LICENCES

Licence applied for on match reports will no longer be accepted. No child is now allowed to play unless they have a current licence.

 

MATCH REPORTS

The only time that you do not have to send a match report into this league is when ALL PITCHES in Newport were called off by the parks dept. Other than that clubs must send in reports even if only one team played.

REGISTRATION FORMS

Mini registration forms are now available please contact the league secretary with the number of forms you require.

 

Any clubs who have not collected their handbooks or match report books please do so immediately. Contact the league secretary for these.

 

Registration night will now be held on 15 September 2009, 7.00 p.m. at the Civic Centre, Newport. All clubs entering mini teams must attend. Please ensure that all registrations are paid for on this night. Cheques only please. Every club should have by now sent team sheets for competitive football to Anthony Watts, if you have not done this please do so straightaway.

 

UNDER 7’S LICENCES

Every child playing within this league must have a licence. Gwent County do not licence under 7’s but this league does. Please contact Margret Russell immediately if your under 7’s do not have a red licence. You will not be entered into the under 7’s league without a licence.

MINI RULES

I am sure that you are all aware by now that there are many changes to the mini football rules for this season. Both this league and the FDO have arranged over the past few months training sessions to aid the under 7’s and 8’s into the new changes. I have enclosed a copy of the rules for all club secretaries and advise that these are given to all your mini managers and coaches. These rules must be adhered to as they will appear in this seasons Gwent County Handbook. If you are not sure if you have entered enough or to many sides in  under 7’s or under 8’s league, please ask your mini fixture secretaries to contact the league fixture secretary.

 

BEHIND THE LINE CAMPAIGN

Please be aware of the above, there is also Don’t Cross the Line used by Newport Corinthians last season, which was very successful. See notes in hand out on mini football for further information.

 

  

AFFILIATION FORMS

It seems that some clubs have not submitted these to Gwent County. I have enclosed forms for the clubs who have not done this. Please ensure that this form is sent off before the weekend as if you are not affiliated you are not able to play. Some clubs also have the wrong club secretary listed. Please check on the GC website to make sure yours is correct, if not please notify Alan Watkins.

 

LEAGUES

Caerleon have withdrawn from the under 11’s league.

Fixtures have been re-done for the under 11’Y and issued to fixture secretaries.

Leagues for the under 7’ & 8’s hope to be finalised by 10th September; any changes please let Phil Russell know before this date.

AFFILIATION FORMS

By now you should have all returned the above forms to Gwent County. Please note that any club not affiliated with Gwent County will not be able to register with this league for the season 2009/10. If any one needs a form please contact me immediately.

 

REGISTRATION NIGHT

Registration night will be 5th August 2009 to commence at 6.30 p.m. at the Civic Centre, Newport. Please note that this is mini only. I appreciate forms still have not gone out and you should have them by the end of this week, but please register whatever you can. You will still need to attend the meeting if not registering. If you don’t have any mini sides please ensure that you still call up that night to collect handbooks and match report books. This meeting is mandatory to all clubs. Please note payment is by Cheque only. If you write out personal cheques please put your club name on the reverse.

POSTPONEMENTS

In future all postponement requests must be submitted as per rule. To clarify, they must be submitted, in writing, by post (not personal caller), to the relevant League Fixture Secretary, to be received not later than 7 days before the game in question is due to be played. Such requests to be copied to the opposing team. Please note that to comply with FAW rules email submissions are not acceptable.

 

To aid consistency of request a form for this purpose is attached. This will be placed on the "google" web page before the season starts in a downloadable format."

 

CUP FINALS 2010

Please make sure all your competitive team mangers are aware that next years cup finals will take place on the 14th and 21st March 2010. Under 12’s & 13’s on the 14th and under 14’s and 16’s on 21st. Ask them to make sure that all their parents are aware. We can only book the stadium on these dates no other!!

 

 

 

 

 

 

EXECUTIVE MEMBERS

There are still several vacancies on the league committee for the above. Meetings are once a month held at the Civic Centre. If anyone would like to join us please contact the league secretary. Without the work put in by this committee there would be no youth football in Newport. Please could you all encourage everyone at your clubs to consider this.

 

UNDER 7 LICENCE CARDS

Margaret Russell will be again this year doing the licences for the under 7’s. Please contact her directly for cards.

 

MANGERS/COACH MEETING

Please remember the above meeting for all under 7 and 8’s mangers/coaches to discuss new mini football rules for the forthcoming season. 29th July 2009, Civic Centre Newport to commence at 7.00 p.m.

Item Of Interest
 
You may be interested in the following, unsigned, letter from a parent that was received by several Committee members recently.
 
Because it is unsigned we would not normally respond to it but it does give us the opportunity to clarify a number of issues and for that reason we are printing it in full with an open response. We hope it will clarify the issue for any similarly concerned parents.
 

The letter reads:

 

“I am a dad of an U12 lad playing in Newport League. I have major concerns about these lads at this age playing too much. Some of our lads are involved with Brazilian, Cardiff City, Dutch and Bristol Rovers.

 

That is fine for their development but it is starting to get ridiculous. These lads are being asked to play Saturday matches for these groups and then Sundays for their clubs.

 

On top of this is also the amount of travelling involved.

 

What really alarms me more than anything is now I hear that next season they play do this on a weekly basis.

 

Is there a law against this?

 

Could the League write to every club with the threat of a heavy fine to the club, even point deductions should you find a lad is playing Sat and Sun.

 

Maybe the club could be told you have a list of players names who you know are involved in the above groups.

 

My own lad is involved with Brazilian who are linked to Cardiff City.

 

I make sure that he doesn’t play 2 days running.

 

I have seen lads exhausted by Sunday after travelling and playing Saturdays.

 

This comes unsigned as I do not wish to put my name forward.

 

Hopefully you can act on the information above.”

   

Our response to the foregoing is as follows:

 

It must be said that we, as a League, share the concerns of this parent however, there are a number of facts that this parent (and, no doubt, others) is unaware of, namely;

   
  1. Neither Brazilian or Dutch soccer are sanctioned by the Football Association of Wales or The Gwent County Football Association and, as such, are technically “private” operations that we, as a League, are powerless to even contact never mind influence.
  2. Neither Cardiff City or Bristol Rovers have sanction to operate “legal” academies in the Newport area. The “links” with them are therefore ones set up and promoted by the organisers of the “private” soccer organisations.
  3. Our responsibility is to run a League in the Newport area, sanctioned by the FAW and GCFA, run in accordance and compliance with their rules for the benefit of those children who want to play football in a controlled and organised environment without the pressure to perform that other organisations inflict upon players.
  4. The comment about travelling is noted especially as we have apocryphal evidence that players are taking part in games in England for these soccer organisations without international clearance from the FAW to do so. (Yes, they do need it!).
  5. There is no rule to prevent a player participating in two games in two days. However, as a League, where we are made aware of teams under our jurisdiction being required to play on a Saturday (e.g the Tesco U13 Cup), they are able to automatically postpone their scheduled Sunday fixture. We cannot do this for players taking part in games arranged by unsanctioned organisations as this would be seen to be condoning the activities of those organisations.
  6. The correspondent is obviously unaware of the FAW ruling that gives priority to Schools football. If Newport Schools select his child for a Saturday game he must attend that fixture or risk possible sanction from the FAW. The fact that his soccer organisation fixture may clash with a schools game is one that will inevitably occur at some point.
  7. The correspondent is to be complimented on his personally responsible approach towards the number of games his son plays but the League cannot unilaterally impose a rule on clubs that is outside the rules of the FAW. Ultimately the choice regarding number of games a child plays is one each parent has to make individually.
In summary, the correspondent ultimately has to make a choice for his son between playing inside or outside the agreed FAW structure and rules. We, as a League, can simply give you access to the facts (that we suspect you may not previously have had) and continue to run the League within that “legal” structure.
