คณะกรรมการ RSC มีมติให้แต่ละประเทศสมาชิก MFF ประกาศการรับข้อเสนอโครงการและแนวคิดโครงการ กองทุนโครงการขนาดใหญ่ในรอบที่สอง โดยเริ่มตั้งแต่ วันที่ 1 กุมภาพันธ์ – 30 เมษายน 2552
