NRGSO Constitution and By-laws

UNIVERSITY OF ARIZONA STUDENT ORGANIZATION CONSTITUTION

 ADOPTED SEPTEMBER 25, 2007

ARTICLE I

 The name of this organization shall be NATURAL RESOURCE GRADUATE STUDENT ORGANIZATION.  Hereafter NRGSO

 The organization is a student organization at The University of Arizona.

ARTICLE II

The objectives of this organization shall be:

a. To undertake an active role in and increase awareness of departmental decisions that affect graduate students

b. To seek funding and support for a graduate student invited guest lecturer for the School of Natural Resources

c. To provide a forum for the presentation of innovative ideas to the benefit of the School of Natural Resource community (A.K.A. Grad forum)

d. To develop and promote leadership opportunities in the natural resources for graduate students

e. To provide fellowship among graduate students 

ARTICLE III

1.  Any graduate student at the University of Arizona is eligible to be an active member.

2. Any graduate student within the School of Natural Resources may hold office.

3. Non-students may act as associate members, but may not vote or hold office.

4. Membership dues will be collected at the beginning of fall semester after new officers have been elected.

 ARTICLE IV

Section 1: Election of Officers          

a. The officers of this club shall consist of a president, vice president, grad forum officer, and treasurer.

b. Students can be nominated for the officer positions, or can choose to self nominate.  Nominees must accept nomination prior to election.

            c. Officers will be elected or re-elected each year by ballot, each voting member casting one vote, and a majority shall constitute a victory.  

            d. Voting shall be conducted via paper ballot or absentee email.  Emails must be received 2 hours prior to election and sent directly to 2 executive officers or designated ballot collectors.

            e. The election of officers by members of the club shall occur the 1st week in September each year.  If a vacancy occurs, an election is held for that vacancy at a minimum of two weeks after the vacancy occurs or if at the beginning of the new semester.

            f. Officers will assume office immediately after the election.

 Section 2: Recall of Officers          

a. Officers are subject to recall for malfeasance in office

            b. The president may initiate recall proceedings at the request of 3 club members

            c. A hearing will be conducted at a regular meeting for the presentation of evidence from all parties.  The members shall decide if enough evidence has been presented to hold a recall election.  There must be at least 5 voting members present to hold and vote on a recall election in addition to the 3 who initiated the recall.

            d. A 2/3 majority of those voting in a recall election is necessary to remove any officer

ARTICLE V

1. This constitution and by-laws may be amended by a 2/3 majority vote of those voting, a quorum being present.

2. Voting on amendments must be conducted after a minimum notice of two weeks.

3. Voting shall be conducted through ballot or absentee email.  Emails must be received 2 hours prior to election and sent directly to the president.

ARTICLE VI

This is a not-for-profit organization.

ARTICLE VII

This organization shall not discriminate on the basis of age, color, ethnicity, gender national origin, disability or handicap, race, religion, sexual orientation, Vietnam Era veteran status.  This policy will include, but is not limited to recruiting, membership, organization activities or opportunities to hold office.

 ARTICLE VIII

A majority of the voting members of the organization may determine reasonable dues and fees assessed to each member at the beginning of each semester.

 A specific member or members designated by this organization shall be responsible for payment in full of all debts accumulated by the organization not covered by funds on deposit.

ARTICLE IX

This organization shall not conspire to engage in hazing, participate in hazing, or commit any act that causes or is likely to cause bodily danger, physical harm, or personal degradation or disgrace resulting in physical or mental harm to any fellow student or person attending the institution.

ARTICLE X

This organization shall comply with all University and campus policies and regulations and local, state, and federal laws.

BY-LAWS

I. Cabinet

            A.  Chair

                        1.  Coordinates all activities of the organization

                        2.  Liaison to University community

                        3. Official representative of organization

                        4. Calls regular and special meetings

                        5. Presides at meetings

                        6. Prepares agenda for meetings

             B. Co-Chair

                        1.  Assumes duty of president, when necessary

                        2.  Assists president in coordinating activities

                        3.  Liaison at Faculty Meetings

4.  Liaison and record keeper of student representatives on departmental committees

             C. Secretary General

                        1. Maintains records of presenters at forum

                        2. Advertisement

                        3. Keeps records during business meetings

                        4. Assists Treasurer to coordinate grad forum

            D. Secretary of Finance

                        1. Liaison to ASUA for the purpose of organizational funding

                        2. Maintains accurate and current account of all organizational funds

3. Responsible for dispensing of funds in accordance with goals and programs established by this organization.

            4. Assists Grad Forum Officer to coordinate grad forum

 II. Meetings

            Meetings will be open to all students and faculty associated with the School of Natural Resources and other student program representatives.  A notice of 1 week will be given prior to all meetings.  The meetings are to be organized and controlled by officers and active members.  Business meetings will occur once a month or as needed.
