This dress had a gathered waist and puff lace sleeve.  It zips up the back with a white lace collar.   The collar is ready made and a number of designs are available, they come in both black and white.

Bodice:  Use a basic shirt pattern in your size but discard the collar.  The front is cut on the fold - make sure any button band measurements are removed.  The back is cut in two - if needed, add cm on to the back for the zip.  Both back and front are cut off in the waist (pic 01).  The sleeve is where all the detail will be; first cut off the top section of the sleeve (pic 02).  Divide the top into three (evenly spaced) and sew a length of lace between (pic 03).  Meet up original material of sleeve top (pic 04) and attach to sleeve bottom (pic 05), stitch in place.  Attach sleeve to bodice (pic 06 + pic 07) and stitch.   Stitch along the arm and down the side of the bodice (pic 08).   Hem the neckline and attach lace collar.

Skirt:  The material I use was 150cm wide while the skirt length I decided on was 60cm.  So the front was 150cm x 60cm, the back was the same but cut in half so two pieces 75cm x 60cm.  Join the sides and gather the top so that it fits the hem of the bodice.  Run the zip down the back and hem the bottom.
