The Naval Inspector General reports  stated that the Navy must act decisively to reduce personnel exposure to the incinerator contamination and there was a wide range of options in which the Navy had direct control, while negotiating with the GOJ.   These options included moving U.S. personnel to other locations, mandatory tour length restrictions, and unaccompanied tours, pulling out of Atsugi completely and or abandoning the housing and other facilities closest to the incinerator.

Emissions from the Shinkampo Company incinerator complex frequently impacts nearby farms.  U.S. agencies studying the base’s poor air quality became concerned about potential contamination of locally grown food products since previous studies found elevated dioxin levels in base air and soil linked to Shinkampo incinerator emissions.  Chicken eggs raised on farms near the Shinkampo Incinerator indicated that the eggs contained dioxin levels exceeding the average levels found in the U.S.
