V-Town Future Virtual Town Council Meeting Tonight in Second Life

Tonight MuniGov will be filming a future town council meeting taking place in the year 2013.  The film will be a machinima that depicts what a typical council meeting might be like 20 years from now.  The film will be used as a submission article from MuniGov on web 2.0 in the future.  Come join us and be a virtual citizen in the year 2013.  The filming will take place at 7 pm ET tonight in the Birminghan Council Chambers http://maps.secondlife.com/secondlife/Birmingham%20Island/239/239/1002

Resolution - On behalf of the Town Council and all residents of V-Town, I hereby recognize the work of the V-Town Gazette for its 50 years of service as the town's only printed newspaper. The V-Town Gazette will be closing its doors today. The last printed issue was published today and will be on display at the City’s history museum and in the permanent collection. I would like to thank the V-Town Gazette for years of great reporting in our town. (Mayor)


Bid Awards
Online Voting Booths - Award contract to Vote America Inc. for additional capacity for online voting. This brings capacity to over 10,000 simultaneous voters and registrations at the virtual voting booths on each election day. With only 40,000 residents there should never be a wait at the virtual voting booths. Registration can take place on election day or at any other time. The cost will be $10,000 per year.

Expanded “Books in Action” Virtual Library Collection - Award to Virtual Library Inc. to have the complete collection of “Books in Action”. Books in Action creates and disseminates all classic literature, education and training materials in the virtual world where readers are immersed in the story or topic. A pilot has concluded and 95% of residences (based on our online forum vote) would like the collection to be permanent. The cost is $50,000 per year.



6. Approval of Bills
Approve the installation of “AllSense System” at all residences - Flood, Smoke, Hazardous Materials, Sewer and Garbage Sensing and Residence Notification System - The system will install sensors at residences to automatically notify residents and the City on their mobile device, TV or social media that the resident didn’t put their garbage and recycling at the curb and if they have hazardous or toxic material in the trash bin. The system will also send a notification on any sewer, septic, water damage or flooding and will automatically turn off the water and or electricity to the house if dangerous levels are detected. The system will also detect high levels of smoke, radon or other hazardous substances around the house or property. This will save residents and the City time and money in repairs, damage, lost wages, loss of life and time. The savings are estimated in the millions of dollars. The citizen online polling on this issue was split 50/50 as of yesterday.

North Town Complex Closure - The north town complex has been in existence since 1999. It was opened due to high growth and the difficulty of driving to the downtown complex for City services. North town houses a library, voter registration and voting precinct, tax collection and some administrative support. Use of the complex has steadily declined since 2011 to where only about 10 residents a day show up at the complex. All tax collections are now online, 90% of voting and registration is now online and all library collections are now online. The cost to operate is approximately $1million per year. Economic development believes that the property could be sold or re-purposed into a school. The closure would be scheduled for FY2032. The citizen online polling on this issue was 60% for and 40% against as of yesterday.
