Let's Begin

Open up new white canvas 600 x 600 pixels

 Select color & texture before we start  Stroke #du8fca & fill color #3ac51 texture backdrop floodfill canvas open up mask layers new mask layer from image ok source luminance checked ok edit copy paste onto paper merge visible edit copy paste onto canvas merge visible Dropshadow

Open up frame resize 80 per cent edit copy paste place along the bottom dropshadow

Open up 3 flowers of choice resize then 20,15 & 10 per cent edit copy paste arrange right hand side then open up another 3 resize them place those left hand side dropshadow all.Open up bow resize 30 per cent edit copy paste place top right hand side.Open up stars resize them 25 & 20 per cent edit copy paste place at the top

Open up photo resize 500 x 500 pixels then select your magic wand click inside mask then selections modify expand by 8 dropdown into frame.Open up your image you want to use edit copy paste place on top of photo then layers properties blend mode normal but change the opacity to 50 seletions Selections none

Open up string bow resize 25 per cent edit copy paste place in front of photo & image dropshadow

Open up wordart resize  25 per cent then for the glow around.(If you don't have this plugin you can just dropshadow with 2 colors edit copy paste place along the 3 circles then

Settings glow width 8.68 soft corners 25 % overall opacity 100 draw only out side image checked select color (out of circle Frame) Thin opacity 100 ok then repeat again but select white
