The Michigan FLL volunteers and tournament hosts do not place kids on FLL teams although we get this request all the time. 
Teams typically form on their own through schools, home school groups, the girl scouts, neighborhood friends, etc.

The state's FLL Ambassador Group was formed to help promote FLL and to help new teams get started.
