Rear Admiral Douglass T. Biesel, United States Navy, Commander, Navy Region Northwest speaks with Mr. John Pullen from the Boeing Company. Rear Admiral Biesel is a native of Coudersport, Pa., and was raised in Newtown, Conn. He enlisted in the Naval Reserve in 1975 and attended the Naval Academy Preparatory School (NAPS) in Newport, R.I. Following NAPS, he graduated with honors from the U.S. Naval Academy in May 1980 with a Bachelor of Science degree in Mechanical Engineering and was designated a naval submarine warfare officer in 1983. He subsequently earned a Masters degree in Operations Research from the U.S. Naval Postgraduate School in 1987 and was designated a joint qualified officer in 2007. Following nuclear power training, Biesel completed sea assignments aboard USS Lapon (SSN 661), USS Michigan (SSBN 727) Blue, USS Annapolis (SSN 760), and a command tour aboard USS Philadelphia (SSN 690) during which time the ship was awarded the Commander, Submarine Squadron 12 Battle Efficiency “E” Ribbon and Meritorious Unit Commendation. Biesel’s staff assignments have included duty as a member of the Naval Nuclear Propulsion Examining Board on the staff of commander, U.S. Atlantic Fleet; chief of Program and Budget supporting combatant commander requirements on the staff of the chairman of the Joint Chiefs of Staff (CJCS-J8); and four assignments on the staff of the Office of the Chief of Naval Operations in various areas of joint operations, international policy, long-term planning, financial programming & budgeting. Prior to flag selection, Biesel commanded Naval Submarine Base Bangor Wash. During his tenure he oversaw the consolidation of most U.S. Naval installation facilities in Washington State west of Puget Sound as the first commanding officer of Naval Base Kitsap (Bangor, Bremerton, Keyport, and Manchester). In its first year, Naval Base Kitsap received the President’s Commander in Chief’s Award for Installation Excellence for the best base in the Navy. In June 2010, Biesel reported as commander, Navy Region Northwest in Silverdale, Wash. His previous flag officer assignments include serving as commander, Navy Region Midwest and commander, Joint Region Marianas in Guam. Biesel’s awards and decorations include the Defense Superior Service Medal, Legion of Merit (three awards), Meritorious Service Medal (five awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal, and various other unit and campaign awards.
