When it says resize I always used the raster deform tool to resize

Open psp and open a 600X600 new transparent raster layer

Open Fuffy Cloud resize, duplicate position one at the top and one at

the botton of your transparent layer

Open Fluffy Cloud 2 resize and position in between the two previous clouds

Open flower ribbon resize position bottom right of clouds, add dropshadow

Duplicate, image mirror.

Open Swirl Golden resize, position bottom right of your tag,

Duplicate, image mirror add dropshadow to both swirls

Open CupidsDart Flower resize, position at the bottom in the centre of the

swirls, add dropshadow

Open feather 5 resize, add dropshadow position above the previous flower

so the bottom point of the flower is in the centre, duplicate

image mirror

Open Beautiful Wings 2 resize, add dropshadow and position in the centre.

Open your tube of choice I used Keith Garvey, add dropshadow and position

in the centre ontop of your flower

Open Dragon Gem 1 resize, add dropshadow, rotate using the raster

deform tool, image duplicate and place as desired

Open Feather 2 resize, add dropshadow position bottom left of your tag

duplicate image mirror.

Open Angel Beautie 1 resize and position bottom left of your tag on top

of the previous feather, add dropshadow

Open Angel Beautie 3 and position bottom right of your tag on top

of the previous feather, add dropshadow

Open Name Tag 2 resize, position at the bottom of your tag in between

the two feathers and add dropshadow

Add Your licence and your watermark

If you would like background of the tag to be white

background merge all (flattern) and save as.

I you dont want any background on merge all (visible)

save as a Png image,
