I am using the Work of Keith Garvey
you can buy tubes at  MPT   you will need a licence to use there work.
For this tutorial I used a lovely scrapkit
called The Blues By Lynne at Baby Cake Scraps

When it says resize I  always used the raster deform tool to resize
 
 
 
Open psp and open a 600X600 new transparent raster layer
Open decorated frame resize, position in centre of layer,
adjust sharpness sharpen, add drop shadow
I used 3, 3, 50, 3.00
Open floral bue paper from the kit resize so paper
fits frame, move paper layer below frame layer
 
 
 
Open your tube of choice (I used Keith Garvey) resize
move your tube to below frame layer, duplicate and move
duplicated layer to above the frame layer, using your eraser tool settings
 32, 50, 25, 100, 100, 0, 100
 remove parts of the tube that are outside the frame at the
bottom, add drop shadow
 
 
Open Blue bird resize and position beside pink flowers on the frame,
adjust, sharpness, sharpen then add drop shadow
Open glitter flower blue resize, position bottom left of the frame,
 adjust, sharpness, sharpen then add drop shadow
Open Black Blue flower resize, position bottom left of the frame
beside previous flower adjust, sharpness,
 sharpen then add drop shadow
Open blue bfly resize, mirror, position top left of the frame
 adjust, sharpness, sharpen then add drop shadow
 
 
Open bling doodle resize position top left of the frame,
adjust sharpness sharpen, add drop shadow, move to below
the frame layer
Duplicate the previous doodle layer, image then mirror
Duplicate the top left doodle again, image, flip
select top right doodle duplicate, image, mirror
move the doodles (if you want) until your happy with them.
 
 
Add  copyright and license number
 If you would like background of the tag to be  white
background merge all (flattern) and save as.
I you dont want any background on merge all (visible)
save as a Png image,
