Dear colleagues, this is to alert you to a collaboration of LenCD with the DAC, INCAF and the CD Alliance related to the “International Dialogue on Peacebuilding and Statebuilding”. The dialogue was established as an outcome of the High-Level Forum on Aid Effectiveness in Accra in September 2008. It is chaired by a partner and donor country (currently the Democratic Republic of the Congo and the UK) includes a series of country level consultations and will hold its first formal global meeting in late March 2010. The International Dialogue will involve multiple international and national stakeholders and provide a forum to discuss issues that are under-addressed, or cannot be resolved at the country-level, including capacity development issues. The overall objective of this consultancy is three fold (1) Support the International Dialogue on Peacebuilding and Statebuilding from an informed capacity development perspective, including the methodological approach, the country level consultations and the first global meeting, currently planned for April 2010. (2) Contribute to developing the LenCD resource corner on capacity development in fragile states in particular through compiling short features on relevant existing case experiences. INVITATION
Dear Colleagues, The OECD/DAC and LenCD are initiating an inquiry on what constitutes good practice for training and alternative approaches to learning for capacity development. I am Jenny Pearson, based in Cambodia, where for 11 years I headed a local Development Learning Institute. I will be facilitating the inquiry process, which is expected to lead to good practice guidance by January 2010. This is an invitation to you to join the discussion and inquiry.
The work builds on the momentum of the June 2009 professional meetings of Train4Dev (Oslo) and the ‘Forum on Improving the Results of Learning for Capacity Building’ (Washington) and will also be developed in conjunction with the ‘Learning Link 2009’, a one week learning exchange to take place in Turin 7-11 December. Attached to this message you will find an INCEPTION NOTE that frames the issues. It is based on a review of the most current documentation and debate on CD practice and poses a number of questions pertinent to the formulation of good practice guidelines. This note and further documentation are also available at http://capacitydevelopment.ning.com/ where you can sign up to join the group that will engage throughout the process. The guidelines will be an important step towards operationalising the AAA commitments for CD to become country owned, relevant to culture and context, and more appropriately oriented towards creating sustainable development results. There is a lot of consensus on the weaknesses of past practice, and there are some good examples of alternative approaches that have resulted in sustainable development of capacity. However, there is not, as yet, a consolidated body of evidence-based knowledge about what good practice looks like and which approaches apply best to different needs and circumstances. I am looking forward to a lively and interesting exchange that can capture our collective wisdom, building on evidence around this aspect of CD. As part of its wider mandate to support the implementation of the capacity development commitments contained in the Accra Agenda for Action, LenCD is developing a set of seven web-based resource corners. An initial compilation of resource corners can now be accessed athttp://sites.google.com/site/lencdorg/cd-resource-corners represent work in progress. Each resource corner is currently being peer reviewed with the intention of becoming fully functional by end of September.

A resource corner is a virtual meeting place for exchanging knowledge and experience around a particular theme or topic. At the core of the resource corner is a virtual library containing up-to-date web-based information. Additionally, resources can provide opportunities for users to upload information, to engage in open or closed discussion/ working groups as well as other forms of engagement and exchange.
Initial resource corners are available around the following issues: - Civil society and private sector engagement - ownership & accountability, - Technical Cooperation: alternatives, quality standards for CD support, South-South cooperation, genuine demand and supply, - Capacity Development in National, Sector, and Thematic strategies, - Enabling Environment - Incentive Systems, Drivers of Change, Political Context, - Capacity Development in Fragile Situations, - Country Systems Capacity - Aid Management, PFM, Procurement, and RBM - Conceptual and methodological issues - Measuring Capacity Development,
What you find for each of the above issue areas is a first mock-up of an eventual web-based and interactive resource corner and includes a preliminary selection of documents and resources, arranged around six sections: i) a narrative orientation text ii) top ten web-based publications/ editors choice iii) good practice/ case materials iii) list of useful web-sites and partners, iv) opinion pieces/ viewpoints v) list of additional knowledge resources.

Dear colleagues, this is a brief update with an overview on where we stand in implementing the LenCD strategy 2009-11 that was agreed in Washington, 16 December 2008. On the strategy you may want to refer to the recent WBI CD Brief on LenCD http://siteresources.worldbank.org/INTCDRC/Resources/CDBrief33.pdf or you find more at the website www.LenCD.org. The first months focused much on developing the operational underpinnings that will eventually allow LenCD to manage its own funds and recruit core staff. I am please to report that the UNDP project that will facilitate this just went through formal appraisal where it was approved. We can now expect that the project will be functional in September and recruitment can start shortly after. The position of the project manager will be open likely in Johannesburg or Dakar. There will also be a range of knowledge management related assignments that we can hopefully also advertise soon. In the meantime however momentum has been building up and much has happened to advance on the workplan. Here some highlights under each pillar of the strategy: > PRACTICE: AFRICAN CD LEARNING PLATFORM: In August we can expect the results form the Africa consultations with concrete recommendations for strengthening CD learning in Africa. I am on my way to Accra for consultations on the platform, and for meetings with NEPAD on the implementation of their strategic framework on CD and how we might cooperate. Your views on how to conceive a learning platform are still welcome. These initiatives really are supposed to support local stakeholders to move their CD agendas forward. Your ideas and indications of demand for such initiatives is welcome. In a basic way we hope that they can be operational in the next couple of months. If you are aware of ongoing work or if you are interested to engage on one of these topics, please do let us know. CD KNOWLEDGE FAIR: The Global Forum “Capacity is Development” will take place 9-11 November in November. LenCD is partnering with UNDP around the knowledge fair of this event. It is a major opportunity to articulate and disseminate good practice examples from national and local capacity investments that have actually generated results. For LenCD it is also an opportunity to pilot a methodology that will generally help to build evidence, support sharing of experience, learning and policy advocacy. This process will start in August and more information will be forthcoming. We are developing a close partnership with the Impact Alliance for the knowledge fair, the resource corners and the web-based knowledge management functions. > POLICY: DONOR CD LEARNING: As in the past LenCD is continuing close collaboration with the DAC. For LenCD, Tony Land facilitated a 2 day CD learning workshop took place in Paris 30 June and 1 July. Several bilateral agencies have asked for LenCD support in their staff learning programmes. At this stage we are trying to connect to suitable resource persons. Eventually we may be able to facilitate more such learning events, in particular through joined country level initiatives with domestic stakeholders (see above). AID EFFECTIVENESS AGENDA: The DAC has approved its capacity development initiative for 2009-2010 and following an initial meeting in Berlin, the CD Alliance is currently finalizing its work programme. We expect that the collaboration will provide constructive support to advance the CD related commitments of the Accra Action Agenda. The working party on Aid Effectiveness approved its work programme 2 weeks ago and there are multiple opportunities to collaborate closely with most of the clusters. Specific areas will be defined with the ownership and accountability cluster, the cluster on country systems and the one Managing for Development results. > MAKING IT HAPPEN WORKING IN PARTNERSHIPS: Many elements of the work plan have moved forward even though the operational framework is not yet in place. This was possible because of the ad hoc support of LenCD partners who where able fund and organize some joined work. Thanks in particular to those who have been able to contribute, in particular the DAC around the Africa learning platform (see above) and content work around “Effective support to learning for CD”; the UNDP for the knowledge fair, WBI on the resource corners, the Impact Alliance on the knowledge management functions, and GTZ that has maintained the support for a part-time interim coordination function until the project is functional. LenCD/UNDP PROJECT: As indicated, above the UNDP project has been approved and we expect that is will be fully functional in September. It will be the operational mechanism that allow LenCD to receive and manage funds and that will ensure coordination and core knowledge management functions as well as management of specific initiatives. Expectations for LenCD contributions are rising rapidly. We hope that posts and assignments can be advertised soonest to ensure LenCD has adequate capacities to support CD learning. A CLOSING THOUGHT. Capacity Development has moved up on the political agenda. Still there is a gap between the CD community and many other established communities of practice. It is about time to move out of our own space and establishing learning links with the many existing communities of practice that are close to the core of capacity development, including change management, public sector reform, governance, civic engagement, transparency and many others. A promising way forward is to connect learning across these communities and capacity development offers are helpful framework to do this. With best wishes for the exciting months ahead. "Capacity is Development" Call for research papers In 2009, UNDP Capacity Development Group has launched a global campaign on capacity development with the aim of gathering more evidence on what works in capacity development. This is also a call to partners for engagement and a convening of the global community of experts and practitioners. Please see below a call for several research papers that may be of interest to you. Please note the application deadline 14 July. In case of questions, please contact Jayne Musumba jayne.musu...@undp.org, Throughout the year, UNDP will host a series of events to foster research and dialogue among the key players on critical issues of capacity development. WBI Capacity Development Brief 33: Putting Evidence to work: Linking Policy to Practice in Capacity Development One of the major challenges facing the international development community is creating a capacity , development (CD) architecture built on solid evidence. (1) CAPACITY DEVELOPMENT PLATFORM IN AFRICA
Starting May 2009 you will be invited to participate in a consultation process that LenCD is facilitating in collaboration with the DAC and the CD Alliance. The objective is to identify opportunities for a learning platform on capacity development in Africa building on existing arrangements to identify useful ways to strengthen learning on capacity development and impact on practice. The consultation will establish links with existing African institutions and networks, take stock of ongoing efforts and opportunities to strengthen these. It is expected to conclude with priorities and recommendations to carry forward over the year and beyond. The consultations will use a process of e-discussion, video conferencing and others as useful.
Steps will include: - Undertake an initial scan of existing opportunities, relevant processes and actors., - Consult with NEPAD on their CD initiative, the African Union, the sub-regional organizations ECOWAS, SADC, EAC, with the ACBF, the UNDP/Dakar, ADB and other regional initiatives, - Moderate an electronic exchange incl. outreach through other networks. - Form a a reference group focused on CD learning in Africa - Synthesis report, including priorities, strategy and recommendations (late July),

(2) CALL FOR PROPOSALS: CAPACITY DEVELOPMENT LEARNING INITIATIVE
Capacity development is a critical. Yet making it one that is systematically addressed in development practice is a challenge. It has become clear that it requires leadership to mainstream it into sector or thematic development programmes, beyond the typical adding of training and TC experts. The CD Learning Initiative aims at supporting local or regional stakeholders moving their capacity development agenda forward in a specific sector or thematic context. Facilitators with CD experience will help connect local action and global knowledge, enabling participants to move CD processes further ahead. The learning initiative responds to demand coming from both countries and their development partners. You will find more details about this initiative at www.LenCD.org/cd-learning-initiative, including a 2 page brief on the initiative can be down loaded. A first experience in the Ethiopia transport sector has been quite useful. Several other events are under preparation. Local costs are covered by a local stakeholder group taking the lead, while LenCD mobilizes support to cover the external facilitators as useful.
If you think this could be useful for your own efforts to promote a change in CD practice, please send your proposal to cont...@LenCD.org with an explanation on how you would see the process, participation, expected results and added value of LenCD support. For selecting pilots, the following criteria apply: o Explicit demand from the respective developing country government or non-governmental partner o Potential for resulting in concrete and meaningful follow up action o Commitment to invest in preparation and as necessary funding of local costs associated with the learning process
(3) CONTENT WORKING GROUPS AHEAD
A range of key CD issues have emerged through the Bonn workshop last year and the Accra High-Level forum on Aid Effectiveness that LenCD will focus on. (4) HOW TO ENGAGE ? Initiatives be they regionally or thematically focused will unfold with opportunities and engagement by network members. You may want to ... - be a reference group member to define direction, scope and process - alert to ongoing or planned work, upcoming events, contacts, related efforts/ initiatives, or suggest opportunities on how the network could make a difference - manage a resource corner on a substantive issue or contribute to one in a team, help scan and synthesize what is out there already - moderate network exchange, volunteer for synthesizing network discussion once in a while, or simply participate with your experience - manage a resource corner or blog on one of the topics or related/ sub-topic - offer your CD support services, for instance as "CD advocate/ advisor with relevant processes events or as CD facilitator in country level learning workshops - suggest other innovative ideas - or simply stay on the loop. Dear LenCD colleagues,
since December 2008 the Learning Network on Capacity Development has made some important steps. In the Washington strategy meeting on 15/16 December 2008 an interim steering group was formed that represents the broad constituency base of the network as it has grown over more than 4 years. The LenCD strategy 2009-2011 was endorsed. It is to promote concrete practice change on the ground, to distill and disseminate lessons, and to bring relevant knowledge back to inform policy decisions. LenCD’s work programme will start modestly giving emphasis to regional initiative, content work around priority issues, policy advocacy and a function platform to facilitate such. (You find more details below and in the attached)
Further the decision taken to endow the network with a coordination function and an operational framework through which LenCD can receive and manage funding to be set up as a UNDP project. I will continue as coordinator for the coming months and we are currently putting in place the operational mechanisms. Working groups will be formed gradually to advance collaborative initiatives in (sub)regions and around thematic priority issues. LenCD will continue to have a close interface with the Aid Effectiveness agenda and the follow up to the Accra Action Agenda and at the same remain open to go with demand and energies in the network. As you may have seen, the report of the Washington meetings is available at www.LenCD.org.
In this message, I would like to draw your attention to 2 particular initiatives:
(1) Capacity Development Learning Initiative: The initiative launched with the 1 day workshop in the Washington meetings received much support. In a nutshell it aims at supporting local or regional stakeholders moving their respective capacity development agendas forward. Facilitators with CD experience will help connect local action and global knowledge, enabling participants to move CD processes further ahead. A sector experience exists from the transport sector in Ethiopia and other sector initiatives are being identified. An event focused on interface capacities between civil society and government is under preparation for Ghana as well and an initiative in a fragile context is foreseen soon. Modest funding is already available that will allow to start modestly but concretely. Please see the brief attached to the this message and more documentation the website www.LenCD.org. (2) LenCD Mail Group: As indicated above, to facilitate network communication we have set up a LenCD mail server. You will receive a separate mail inviting you to join this group. You will need to click on the given link to validate this function. This will also ensure that messages get to you rather than getting lost in the spam filter. The mail group set up on Google Groups offers a range of advantages. By sending a message to the group name it is distributed to the network. E-discussions around specific topics can be traced. Specific pages can be set up and documents shared within the network. You can establish your own profile and consult those of members. You can invite new members to join and all messages are archived and can easily be consulted. Please confirm your invitation.
More on the above and other aspects of LenCD's work will follow. Below (and attached to this message) you find a brief overview on what lies ahead. A network is what its members make it to be. Now as we have a sound basis I am looking forward to vibrant exchanges and concentrated net-work. LenCD Strategy 2009-2011 – An Overview
The Learning Network on Capacity Development (LenCD) is an informal network aimed at supporting the emerging global community of practice around capacity development. The strategy 2009-2011 is to promote concrete practice change on the ground, to distill and disseminate lessons, and to bring relevant knowledge back to inform policy decisions.
LenCD’s work programme will start modestly and grow around 4 strategic pillars: (1) Practice, (2) Evidence, (3) Policy, and (4) underpinnings to make it happen.
(1) PRACTICE - Support regional and local initiatives to help change in CD practice on the ground : Under this pillar LenCD will support country level efforts to change CD practice. The Capacity Development Learning Initiative offers a promising programme to be started in 4-6 places the first year to explore the potential for upscaling. Equally there will be scope for regional knowledge exchange (virtual or face to face) in response to genuine demand and linked to regional mainstream agendas. Regional working groups will take the lead in identifying opportunities.
(2) EVIDENCE -Strengthen evidence and facilitate dissemination of good practice knowledge: Synthesize existing and tacit knowledge in the network will be clustered around the 6 priority areas that have emerged in the Accra Agenda for Action. Existing and emerging evidence will be made accessible in resource corners and synthesized into learning modules.
(3) POLICY - Promote integration of CD into mainstream agendas, incl. aid effectiveness: Particular attention will be paid that LenCD helps the CD debate to move out of its own space into the mainstream of other development agendas. Efforts under this pillar will tailor products to support policy decisions and guidance in particular in further shaping the aid effectiveness agenda. LenCD will organize an annual global forum in conjunction and relevant to other mainstream events. In particular, a close collaboration with the aid effectiveness agenda will be sought and specific inputs for “Good Practice Papers” and synthesis in preparation for the 2011 HLF.
(4) To "MAKE IT HAPPEN” - Provide the required underpinning support for the community of practice. The above pillars will require adequate support for ensuring legitimate governance, coordination and facilitation, web-based working tools and a supportive operational framework adequate resources and monitoring of progress. The coordinator will have a critical role for “closing the learning loops” and for orchestrating multiple initiatives.
Closing the learning loops: All four pillars are linked through a deliberate effort to facilitate that evidence is widely disseminated to have a bearing on practice change, that lessons from experience on the ground are brought back into the broader knowledge base and that it informs policy formulation. Key instruments for this purpose will be agreements and formats that help with the distillation of lessons in way that facilitates meta-analysis. An evolving CD Learning Package will be a catalyst for drawing lessons and shaping them in a didactically useful way for broad dissemination. Further the “Perspective on CD” will continue to be a tool for sharpening actionable recommendations under all the CD priority areas.
Partnerships, modular support, and orchestration: LenCD by its very nature is a partnership effort. The network promotes collective action, complementarity and synergies with other initiatives. To ensure orchestration and matching of supply and demand, LenCD will require a minimum core support and is flexible to a wide range of support modalities, through general or earmarked cost-sharing, through parallel financing or in-kind support. |
