June. There were 46 participants, representing 19 members and 4 observers. LenCD & Train4Dev agreed to partner in country level joined learning initiatives on capacity development. held in Berlin, Germany, on 11-12 May 2009. The meeting was co-chaired by Dr.

2008 Washington - LenCD strategy meeting The meetings in Wadhington were instrumental in agreeing on a South-North Governance structure, adopting the LenCD strategy 2009-2011, and endowing LenCD with an operation framework to receive and manage funds through a UNDP project. Development & 15 December and LenCD Strategy meeting 16 December > more 2008 Accra - HLF on Aid Effectiveness High Level Forum on Aid Effectiveness 2-4 September 2008 preceeded by the Civil Society Parallel Forum 31 August - 1 September > more 2008 Bonn - Workshop on CD & Aid Effectiveness The workshop in Bonn, Germany (15-16 May 2008), on “Capacity Development: Accra and Beyond” assembled participants from both the various regional preparatory events and from the nine Accra Round Tables. The strong Bonn Consensus which emerged from this workshop was approved unanimously by its participants and its co-chairs Talaat Abdel-Malek and Richard Manning. The conclusions of the Bonn workshop are reflected in a short, recapitulative report on capacity development with distilled messages for Accra, to be submitted to HLF3 organisers in June, 2008. The proceedings are available on a dedicated DAC website. 2006 Nairobi LenCD Forum: Addressing the Paris Declaration This 2006 International Forum (3 to 5 October, in Nairobi) was organised by LenCD in order to identify suitable approaches and experiences in response to the challenge of developing capacity from within’ as called for in the Paris Declaration. Taking the declaration as a point of departure, the forum addressed three main questions: 1. How to support Capacity Development through joint approaches? 2. How to assess progress in Capacity and Capacity Development? And 3. How to strengthen Capacity Development through mutual and domestic accountability? (see below for the report) 2006 Paris The OECD/DAC adopted "The challenge of Capacity Development - Towards Good Practice" as duidance on supporting capacity development. 2005 Washington A three-day forum on Capacity Development Under Program-Based Approaches sponsored by the Learning Network on Program-Based Approaches (LENPA) took place in in Washington from April 25-27, 2005. Over 100 analysts and programme officers from 20 donor organisations and partner countries met in Washington to discuss the challenges of providing support for capacity development processes in the context of programme-based approaches (PBAs). (see below for the report) 2005 Paris The Paris High Level Forum took place February 28 - March 2, 2005 and attended by development officials and ministers from ninety one countries, twenty six donor organizations and partner countries, representatives of civil society organizations and the private sector. For the HLF on Aid Effectiveness LenCD organized one of the 6 Round tables on Capavity Development. On March 2, 2005, the participants at the Paris High-Level Forum issued the "Paris Declaration on Aid Effectiveness," in which they commited their institutions and countries to continuing and increasing efforts in harmonization, alignment, and managing for results, and listed a set of monitorable actions and indicators to accelerate progress in these areas. Capacity Development is recognized in the Paris Declaration as a major issue with dedicated indicators. 2004 Berlin LenCD was established. (see below for the minutes) 2004 Tokyo The International Symposium on Capacity Development, from Concept to Practice: exploring productive partnerships was held in Tokyo, Japan, 4-6 February 2004. It was organised jointly by JICA, UNDP, CIDA, GTZ and WBI. The symposium’s main objective was to enhance a better understanding of the role of external actors – as catalysts for change - in supporting capacity development processes. The two and a half days symposium included opening statements from the co-organisers on the background and goals of the meeting, and presentations providing conceptual frameworks on capacity development. This was followed by the presentations of nine cases from Ecuador, Guatemala, India, Indonesia, Mali, Nepal, Philippines, Sri Lanka and Zambia. From these presentations and the discussions six topics for working groups emerged: 1) Ownership, aid modalities and harmonisation, 2) Ownership and aid modalities, 3) Political dimensions, 4) Participatory community development, 5) Incentive systems and 6) South-South cooperation. (see below for the report) 2003 Rome Leaders of the major multilateral development banks and international and bilateral organizations, and donor and recipient country representatives gathered in Rome for the High-Level Forum on Harmonization (HLF-Rome). They committed to take action to improve the management and effectiveness of aid and to take stock of concrete progress, before meeting again in early 2005. Capacity Development was not a significant issue in the deliberations. 2003 Manila The International Symposium on Capacity Development was held in Manila, Philippines, 14- 16 January 2003. It was organised jointly by JICA, UNDP, WBI, CIDA. The symposium’s main objective was to facilitate the exchange of views among donors, recipient countries and other development practitioners on capacity development, as well as on new development cooperation approaches. More than 120 participants (see Annex-1) from government, civil society, academic institutions and recipient countries attended the symposium to share good practices and their views in the ongoing efforts for capacity development. Participating countries include: Bolivia, Ethiopia, Ghana, Jamaica, Kazakhstan, Kenya, Lebanon, Philippines and Vietnam. (see below for the report) BEFORE The above events emerged from previous years of research and meetings, including work by the OECD DAC in the Task Force on Technical Cooperation, the UNDP research in "Reforming Technical Cooperation for Capacity Development", research by ECDPM and others. |
