For this tutorial you will need:
A Tube of your choice I am using the awesome artwork of Jamie Kidd which you must have a license to use you can get one at CDO
*Please note I purchased my tube from CILM, which has closed*
Paper and Elements are from a scrap kit called Flashback by Coras Creations, which you can purchase HERE
Mask this is by MzKels and included in with supplies with permission
DBS Flux - Bright Noise
You can get the supplies HERE
 
Open up the mask and a paper of your liking, duplicate the paper and close the original
Masks / New / From Image and select the mask from a dropdown menu
Masks / Delete and click yes to the little popup window, then you can close down the mask
 
Duplicate this layer
Layers / Merge / Merge Visible and give this a slight dropshadow
Now apply the DBS Flux - Bright Noise with intensity set at 20
 
Image / Canvas Size / 600 x 620
 
Open up the black acrylic frame, frame04 and resize this by 70%, copy and paste this as a new layer and then rotate 90 degrees right
Move this up slightly so that its more in the middle, then once your happy give this a healthy dropshadow
 
Open up the epoxy spill and again resize this by 70%, copy and paste this as a new layer and give this a dropshadow of your liking
In your layer pallet drag this underneath the frame layer
 
Now open up two different colour meshes, copy and paste both of these as new layers and resize these to your liking, I resized mine by 80%, and rotate them both 90 degrees, then place these either side of the frame
In your layer pallet drag these both underneath your frame layer
Using your lasso tool cut away the mesh that you can see behind the inside of the frame
 
Open up the ribbon05, resize this by 60% then copy and paste this as a new layer and rotate this 90 degrees right, place this over the left hand side of the frame, duplicate this and drag the duplicated one underneath the frame layer
In your layer pallet highlight the top ribbon layer and using your lasso tool cut away some parts of the ribbon that overlap on your frame
Once your happy highlight the bottom ribbon layer and give this a nice healthy dropshadow
 
Now open up the love wordart, resize this by 60% then copy and paste this as a new layer and place this along the bottom of the frame and then give it the same healthy dropshadow
 
Now open up the rainbow heart, resize this by 35% then copy and paste this as a new layer and place it over the letter O on the wordart string, using your lasso tool cut away the top part of the O that you can see behind the heart
Once your happy give the heart the same healthy dropshadow
 
Now open up your tube, copy and paste this as a new layer and resize if needed, and place this inside your frame, duplicate your tube layer and then drag this underneath your frame layer in your layer pallet
Highlight your top tube layer and using your lasso tool cut away the bottom part of your tube, this will make it look like its popping out of the frame
Once your happy highlight the bottom tube layer and give this a dropshadow
 
Open up the same paper that you used before
Add a new raster layer
Using a nice fat font, with stroke colour black and the fill set to pattern, select the paper in your pattern, type out the words The 80's, the size will depend on the font your using
Once your happy drag this above the string wordart in your layer pallet, then duplicate this layer and drag this one underneath your frame layer and give this the same healthy dropshadow as before
Then highlight your top 80s layer and using your lasso tool, cut away the top of every other letter
 
Add a new raster layer and add your name and copyright
 
Crop your image
 
In your layer pallet cross out your bottom mask layer
Layers / Merge / Merge Visible and then uncross your mask layer
 
Now on your mask layer apply the DBS - Bright Noise, intensity set at 20 and click Mix once
Edit / Copy Merged
Over in AS paste as a new animation
 
Back in PSP, click undo once
Again apply the DBS - Bright Noise, intensity set at 20 and click Mix twice
Edit / Copy Merged
Over in AS paste after current frame
 
Back in PSP, click undo once
Again apply the DBS - Bright Noise, intensity set at 20 and click Mix three times
Edit / Copy Merged
Over in AS paste after current frame
 
Still in AS play your animation, save as a GIF and your done
