The Julian/St. James Couplet Conversion Project will convert Julian St. (between 4^th St. and 17^th St. ) and St. James St . (between 4^th St. and 19^th St. ) from one way streets to two way streets.  As part of this conversion project, the 11 traffic signals will be modified with new signal equipment, new drain inlets and ADA compliant ramps, the 19 non-signalized intersections will be upgraded with new drain inlets and ADA compliant ramps, Julian St. will be re-surfaced with new asphalt, and St. James St. will be spot repaired and overlaid with slurry seal.  We’re wrapping up the Plans and Specifications and are planning to advertise the project in July.  The construction is expected to start in November 2009 and complete in the Summer of 2011.
