Project Planning Notes

Five Critical Factors[1]

Targeted Internal Customer – Is there a committed program within the organization with the funding and the vision to implement?

Legislative Requirement – is the government required to provide by legislation?

Demonstrable Efficiency – are the efficiency or cost savings compelling enough to mandate programs to implement?

Completeness – to what degree would the best practice resolve paper based space issues?

Multiplicity – Are there multiple initiatives underway? If so, would there be resistance to modify their initiative or transfer their resources to corporate wide solution? With multiple initiatives, would there be “winners” and “losers”?

Four “Nice to Have” Factors

Cost of Implementation – Is the cost of the initiative within the program’s budget?

Established Relationships – partnerships and working relationships have already been developed between organizatons.

Positioning – Does the initiative have credibility and generally positive history with users?

Leverage – Can the initiative, if successful, lead to broader implementation for paper reductions in other areas?
