As part of a comprehensive plan, federal policy should ensure that middle and high school teachers have the skills, knowledge, and support necessary to recognize and respond to the literacy needs of all students and that school leaders can effectively create a culture of literacy in their schools. This approach is outlined in the Striving Readers Act (H.R. 2289/S. 958), which has broad bipartisan support in both chambers of Congress.
