The graph depicts the long term stability over time for each of the different frequency standards: Quartz, Rubidium, Cesium, and Hydrogen Maser. Three of these standards are atomic based;  Cesium [Cs], Hydrogen [H] and Rubidium [Rb].Cesium [or Caesium] is used by the International System of Measurement as a time base.
