Bancal to Cloots my colleague 1792 N0085304_PDF_1_-1.pdf ViewDownload
Bancal in 1793-94 writing for Cercle Social refutes the form of the Universal Republic that Cloots envisions. Bancal argues a centralized state has no obstacle to becoming despotic. It becomes paternalistic, rather than egalitarian. It is also necessarily undemocratic because it is impracticable to reflect the general will of the people in each locale when run from a central point. [This is in French. The English translation is in the Preface to Bonneville's World Revolution (1792) trans. by Di Luchetti.]
This work is significant because it is published by the Cercle Social in 1793. Its aim is to prove from history that laissez fair with agriculture produces more food, and that intervention by government leads to famine. This was a policy which the Mountain (Robespierre) opposed who in 9/93 imposed the Maximum on food prices, and forced merchants to sell at certain prices.
