FIG Code Changes 2009 vs 2006

General Comment: The 2009 Code has changed the terminology for Difficulty Content to “D” and Exercise Presentation to “E”. The “D” Jury/Score replaces “A” Jury/Score and the “E” Jury/Score replaces the “B” Jury/Score. Think D for difficulty and E for execution.

General Section Chapter 2:

Article 2.1.d: Among other things, the gymnast has the right . . . to have one spotter present at rings and horizontal bar.

This in indicates the gymnast does not have the right to a spotter on Vault or P Bars.  However, article 3.1 is in conflict when it states...

“Among other things, the coach has the right . . to be present at rings, vault, parallel bars, and horizontal bar during the gymnast’s exercise for reasons of safety.”

Clarification will be requested.

Article 2.1.h:  Among other things, the gymnast has the right …To have a 30 second warm up on each apparatus immediately prior to his competition session (as exception 50 seconds on Parallel Bars) or a warm up in accordance with the Technical Regulations that govern that competition.

Article 2.2.d.ii: Long gymnastics pants, socks or slippers that are black or the darker shades of blue, brown or green are not permitted.

Article 2.2.j: Among other things, the gymnast has the responsibility …to refrain from any other undisciplined or abusive behaviour (i.e. marking the floor carpet with magnesium, damaging any apparatus surface or parts during it’s preparation for his exercise. These violations will be treated as apparatus related violations, and will be deducted as large errors with 0.5 points).

The 2006 Code specifically listed a 0.5 apparatus related deduction from final score by A1 judge for “illegal placement of board for parallel bars” in the table following Article 4.  This deduction is removed in the 2009 code.

Clarification will be requested to determine if this was intentional.

Team Violations Chart:

Penalty for Team violations are increased from 0.8 to 1.0.

2009 Code the deductions in Article 4.5 for Team Violations are 1.0

Article 4.5 for Behavior of Coach with direct impact on the result/performance of the gymnast/team as 1.0 deduction.

2006 Code, Article 5.a.xii:  The President of the Men’s Technical Committee …responsibilities …include…Technical Analyses of the A1 judges.

The 2009 Code does not have this provision.

Article 8.1.c.iii “For all official FIG Competitions … the Apparatus Jury will consist of …supplementary judges and assistants such as …a timer for floor exercise and a time keeper for Parallel Bars warming up time.”

Article 8.4: “Regulations concerning differences between the four middle deductions or at competitions with four or fewer E-judges the middle two deductions - according with the final E score - will be in effect for judges work analyses purposes.”

Despite the change to Article 8.4, there is no change to Article 5.b.vii.  The Apparatus Supervisor may (or decide not to) intervene if the E scores are out of range, and may also intervene if the E scores are in range, but are significantly different from his own.  If the E scores are in range the Apparatus Supervisor must have approval from the President of the Superior Jury before intervening.

Article 10.2.b.i (2nd bullet):  “Judge D1 and D2 have the function …to evaluate the content of the exercise.  This task includes . . calculating the additional difficulty value of the best 9 (7 for juniors) elements (maximum 4 elements from each Element group – see art. 11.1), plus the value of the dismount.

Article 11:  General Rules

Article 11.1 (2nd Bullet):

“D” score content will include by addition:

-  The additional difficulty value of 10  -  8 for juniors  -  elements (the best 9  -  7 for juniors  -  but maximum 4 elements for the same Element Group, inside the best counting plus the value of the dismount).

If the judge need to change the counting 9  -  7 for juniors  - elements from elements which have the value but belong to different Element Groups, he must determine them to the benefit of the gymnast.  Once the 9  - 7 for juniors -  best counting elements plus the dismount of the exercise in chronological order not more than 4 elements from the same element group (fro FX, the Element Group of the dismount will count first).

IMPORTANT NOTE: The USA Junior Program is not following the FIG special junior rules as they appear in the 09 Code of Points.  Judges and coaches should remember that the Age Group Program Manual and the Age Group Program Official Updates take precedence over the Code of Points.

Article 12, Difficulty

Connection Bonus Article 28, Part 4

·       All connected saltos with a D skill or higher receive 0.1 Connection Bonus (A+D value is okay…no longer B value minimum)

·       If both saltos are D value or higher, 0.2 Connection Bonus is awarded

·       Connection bonus is available only on one side. (i.e. no B+D+B).

·       Connection will be used to maximize start value for gymnast.  For example, B+D+D connection bonus is 0.2 for the D+D, there is no chronological concern.

·

Article 29: Table of Specific Errors and Deductions for Floor Exercise (E Jury):

·       Uncontrolled momentary landings (also in transitions): fall -1.0. (E Jury)

Pommel Horse

Article 31.3(h)

In order to be recognized, a simply dismount performed t(h)rough handstand must cross over the body of the horse.  If the gymnast is performing also turns, it is still possible to recognized it only as a simply dismount if the gymnast include a turn of 270° if started in side support or 360° if begun in cross support.

A dismount performed through a handstand must pass over the body of the horse or include a turn of 270° if started in side support or 360° if begun in cross support.

Article 32.2(g)

A maximum of two Russian Wende swings are permitted within an exercise, including dismount.  Combined elements which includes Russian Wende swings on one pommel are exempted from this rule.  (The D-Jury must count first the dismount.)

Article 32.2(h.ii)

Combined circle and/or Stockli A or B with Russian wendeswings.  The circle and/or Stockli A or B can precede and the circle and/or Stockli A or B can follow the Russian wende swings.  But If there are two such elements they must appear together, for example, as 2 circles, 2 DSB, or 1 circle and 1 DSB or DSA (DSA only at the end of sequence).  Only one of these combined sequences may be used during an exercise.

The table that follows listing the combination values for Russians to flops no longer shows B+B for R18 or R27 + 1 flop.

Article 32.2(h.iii)

In any case, when a combined element is involved, the gymnast will not have the right to make use of the same element three times in direct succession.

Rings

Article 35

#3. The exercise should contain an approximately equal distribution of swing, hold and strength elements, executed in all exercise. For this reason, an exercise can not include more then four elements from groups 3 and/or 4 in direct succession.

#5   d) During all swing to strength hold elements, the shoulders may not rise above the level of the final hold position. Any deviation will result in the normal deductions by the E-jury and, depending on the nature of the element, may lead to non-recognition by the D-jury. Swing elements that lead to strength hold elements which must reverse the direction (i.e. front upraise to Swallow; front upraise to inverted cross and so on…) will be counted as two elements.

Article 36

#2. No repetition of elements (Code Identification Number) is permitted to contribute to  the “D score”. On Rings, this rule is extended so that the same final strength hold position may be shown at most twice regardless of how the position was achieved. Thus, for example an inverted cross-position, a swallow position, etc. may only be used twice for difficulty credit or, however not more then 4 such elements can be presented in direct succession. The 5th and subsequent group 3 and/or 4 elements of the same sequence will be not recognized by the D jury.

Note: Connection Bonus is eliminated in the 2009 Code

3. Connection value is awarded only for directly connected recognized strength elements of sufficient difficulty performed only in ascending phases: i.e. from a swallow (if E) (2s) to Nakayama (2s) = E and D (no connection value); from a swallow (if E) (2s) press to inverted cross (E) (2 s) would be  considered E plus E (connection value awarded because the ascending phase of the sequence).

3. Additional information and regulations:

d) For juniors, elements which include saltos backward in hang are not permitted

Article 37: Table of Specific Errors and Deductions for Rings.

Deleted: Not equal distribution of swing, hold and strength elements.
