Federal Grant & Contract Requirements for HR Professionals

September 15, 2009   9:00am - 5:00pm

Human Rights Campaign
1640 Rhode Island Ave., NW
Washington, DC  20036

Federal Grants and Contracts trigger unique and detailed requirements affecting human resource management.  These mandates can both overlap as well as compliment federal requirements that affect your organization because of its status as an employer and possibly a tax-exempt organization. Often though, HR professionals are not trained in compliance for U.S. government grant and contract administrative and cost policies. Federal requirements do not get integrated in a cohesive set of personnel policies. This workshop will cull out and identify those key federal requirements that affect recruitment, employment, advancement, and dismissal and analyze them from a human resources perspective.

This workshop will help you sort out and understand the Federal Grant and Contract rules for:

  • Compensation for employees and independent contractors
  • National origin considerations
  • Documentation of time and effort  and why that’s so important
  • Designation and replacement of “key personnel”
  • Employee travel expenses and allowances for fringe benefits, compensated absences, training and education and employer provided housing and transportation
  • Recruitment costs, moving expenses, and severance
  • Impact of grant and contract related public policy requirements on equal opportunity and sound labor practices

WHO SHOULD ATTEND?

This workshop is designed for HR professionals who need to understand the impact of federal grants and contracts on recruitment, employment, advancement, and dismissal. No advance preparation is required. No prerequisites.

OUTCOMES

Workshop participants will leave with a greater understanding of HR-related U.S. federal funding requirements in order to provide more knowledgeable and strategic organizational support during proposal development, the management of grants and contracts, and close-out.
