Sex Offender Registry Expanding

posted Dec 3, 2009 11:08 PM by Home Park Citizen Patrol

The list of names on the Nebraska State Patrol's sex offender registry website will soon get a lot longer. It's not because there's been a huge jump in sex crime convictions, but rather a change in state law.

“Currently only the level three offenders are public information on the state patrol's website,” said Dep. Mike Smith with the Douglas County Sheriff’s Department. “As of the first of the year, all registered sex offenders will be public information and will be found on the website.”

That means anyone convicted of a sex crime, whether misdemeanor or felony, will have their picture and information posted.

Douglas County Chief Deputy Sheriff Marty Bilek has reservations about grouping all offenders together. “I personally feel that more discretion is better. I kind of thought in the past that it would be worthwhile for a judge to hear all the mitigating circumstances, all the aggravating, and then make a decision about what level this particular sex offender should be. That will be done in the new system, but it will be more automatic and less discretion.”

The sex offender registry laws were changed by the Nebraska Legislature last May. The new rules bring the state into compliance with the Adam Walsh Act passed by Congress and signed by President Bush in 2006.

“We suspect there will be an influx of sex offenders coming in to register,” Bilek said. “In some cases there will be people who never had to register before, but do now. Not only that. But the registration process is more complicated than it used to be.”

When registering, offenders not only provide their address, but must list e-mail addresses as well as any online user names they have for things like chat rooms and social networking sites.

They will also have to have their fingerprints and picture taken, and provide a DNA sample.

Any offender who knowingly violates the new rules of the sex offender registry can be charged with a felony.

Teens Busted After Allegedly Spray-Painting Building

posted Nov 19, 2009 12:11 AM by Home Park Citizen Patrol

Two 17-year-olds were taken into custody Wednesday morning after police saw them walking away from a building that had fresh spray paint on it.

While officers questioned the pair around 1 a.m. at 17th and Vinton, they took off and were caught following a brief chase.

Police say seven area businesses had fresh spray paint on them that matched the colors of the spray paint the boys had with them.

One was booked for obstruction and felony graffiti, the other was cited for obstruction and misdemeanor graffiti.

Holiday Safety Tips...

posted Nov 17, 2009 2:48 AM by Home Park Citizen Patrol

The Holiday Season is here, and with the season of Giving, to the criminal’s it is the season of taking.

When at home, make sure you are locking your exterior doors.  Do not advertise you recent big purchases by putting the box for your new flat screen out by the curb.  This is a great time to take inventory of your belongings, write down model and serial numbers, take photographs or a video of your items. Don’t leave items out in the open in your car.

Criminals sometimes pose as couriers delivering gifts. And it’s not uncommon for people to try to take advantage of others’ generosity during the holidays by going door-to-door for charitable donations when there’s no charity involved. Ask for identification, and find out how the funds will be used. If you aren’t satisfied, don’t give. Help a charitable organization you know an like instead.

When you are out shopping, be vigilant. Park in a well lit area. Get your keys out of your purse or pocket before leaving the store. When you are at your car fumbling through your purse looking for your keys you are more vulnerable.  Put your shopping bags in the trunk or where they can’t be seen.  Lock your doors and roll up your windows. Avoid carrying large amounts of cash, pay with check or credit card if possible.

When you are traveling, get an automatic timer for your lights.  Let your neighbor know that you will be gone or if a family member will be stopping by to take care of your plants.  Put a hold on your paper and mail.  Request a vacation check from the police department.

Most important of all, be safe and enjoy your friends and family.  Happy Holidays!

Old Market Grab & Go

posted Nov 10, 2009 12:56 AM by Home Park Citizen Patrol

Omaha Police are searching for the teens who are stealing from Old Market businesses. They distract an employee and usually grab the tip jar.

They've hit several businesses using the same distraction and may have already been busted for a similar crime.

Most days you can find Natalie Wang behind the counter at "Eat the Worm" a new tequila bar and restaurant in the Old Market.

Late last week as the bar was opening, two teenagers came in and asked for water, Natalie wasn't settled yet, her purse was sitting on the counter.

The teens grabbed it and ran out of the bar.

Natalie Wang says, "I had just assumed they wanted a glass of water and because I had left my purse in such an easy accessible place that they saw that as an opportunity and took it."

Natalie says it took her a while to notice her purse was missing, and then she got mad.

Natalie followed the young men into the alley where she could actually see them looking into her purse, just then a car pulled in from the other side the kids got spooked, threw down the purse and ran.

Natalie Wang says, "They didn't take anything out of it everything was in my purse when I got it back."

But this was no ordinary purse snatch; in fact it had a very familiar ring to it. Scooters Coffee had a tip jar swiped after a couple of teens asked for water. They hit Zio's too.

Eric Snover says, "They came in and bought a bottle of water."

Eric Snover was on duty during that lunch hour, and was surprised at the age of the suspects when police brought them back to be identified.

Eric Snover says, "Probably 14 and up maybe 16 the oldest one was intoxicated when they caught him and they were in school so they skipped school."

They might miss more school, if the same kids cited for Zio's theft in October are the same ones who grabbed Natalie’s purse last week.

Patrol officers in the Old Market were the first to notice how similar this latest crime was to the previous string of crimes.

There are five in all, where teens grab what they can and run for the door, usually after asking for water.

Because of the age of those suspects Omaha Police will not release their names.
