ULI has assembled a multidisciplinary jury of land use experts for the 2010 ULI/Gerald D. Hines Student Urban Design Competition. Names and bios of the jurors will be added to this site in an ongoing basis.
Lizanne Galbreath (jury chair) Ms. Galbreath is the Managing Director of Galbreath & Company with real estate investments and private equity holdings around the country. Prior to Galbreath & Co., Ms. Galbreath served on the LaSalle Partners Board of Directors and as Chairman of LaSalle Partners' Management Services Group, provided strategic management direction for the firm's largest business entity. LaSalle Partners Management Services included Leasing & Management, Facility Management and LaSalle Development business unit capabilities. Before LaSalle Partners, Ms. Galbreath served as Chairman and Chief Executive Officer of The Galbreath Company, a privately-owned, full-service real estate company that merged operations with LaSalle Partners in 1997. During her tenure with Galbreath, she held operating responsibilities for the New York office from 1989 to 1993, during which time she played an instrumental role in evolving the company's full-service capabilities. Ms. Galbreath's real estate career began in 1979 with Chemical Bank in New York as a financial analyst. Ms. Galbreath received a Masters of Business Administration from the Wharton School at the University of Pennsylvania and a Bachelor of Arts from Dartmouth College. She currently serves on the Boards of Starwood Hotels, Grosvenor Americas and Stew Leonard's. She is on the President's Leadership Council at Dartmouth College.
Evan E. Becker Managing Director RED Capital Group San Diego, California
Over a 35-year career in the public and private sectors, Evan has been devoted to the business of affordable housing and community development. He currently holds the position of Managing Director with Red Capital Group, a comprehensive provider of capital for multifamily, seniors housing and assisted living facilities. Evan joined Red Capital Group in August 2001 to help anchor the company’s newly opened San Diego office. Since its opening, the Red Capital San Diego office has provided over $120 million in capital to affordable housing projects in San Diego County. In 2006, RED was recognized as “Best Development Partner” by the San Diego Housing Federation, for whom Evan serves as Vice President.
For 15 years, he held positions with the Norfolk, Virginia Redevelopment and Housing Authority, one of the nation’s oldest and most recognized redevelopment and housing agencies. He led the agency’s housing development and redevelopment activities, which included downtown waterfront revitalization and both affordable and market housing development.
In 1988, Evan moved to California to become Executive Director of the San Diego Housing Commission. At the Commission, he led the development of scattered site public housing, preservation of “at-risk” affordable housing, and development of the City’s Housing Trust Fund and inclusionary housing programs. He also served as the Housing and Redevelopment Director of Carlsbad, California where he developed and implemented one of the nation’s most productive inclusionary housing programs. While serving the cities of San Diego and Carlsbad, Evan served several terms as a member of the Federal Home Loan Bank (District 11) Affordable Housing Program Advisory Council, helping guide one of the Nation's most successful AHP programs.
In 2008, he was awarded the San Diego Housing Federation’s first “Lifetime Achievement Award” and was profiled in the national Journal of Tax Credit Housing “Industry Spotlight”.
A native of Virginia, Evan received a bachelor’s degree in economics from the University of Richmond and holds master’s degrees in urban economics and business administration from Old Dominion University.
Bert Gregory, FAIA, LEED-AP As President and CEO of Mithun, Bert Gregory has led the 220-person firm to national recognition for concept-based, environmentally intelligent design. He is renowned as an expert in the development of resource-efficient structures and communities, and serves as a national leader, speaker and advocate for sustainable building and urbanism. His perspective reaches beyond traditional architecture to merge science and design – an interdisciplinary approach that creates lasting places for people. With Mithun’s expansion in 2008 to a second office in San Francisco, Bert strives to expand the reach of the firm to inspire a sustainable world through integrated design. Awards include four AIA COTE Top Ten Green Projects, two ASLA national honor awards, and the AIA national honor award for regional and urban design. Bert currently serves as Vice-Chair of the USGBC LEED® Neighborhood Development core committee, and the Washington Clean Technology Alliance steering committee.
Helen Hatch, FAIA Principal, Vice President - Client Relations Thompson, Ventulett, Stainback & Associates, Inc. Atlanta, Georgia
Helen Davis Hatch, FAIA, began practicing architecture at Thompson, Ventulett, Stainback & Associates (tvsdesign) in 1973 and has had a distinguished career as an architect specializing in the design of hotels, resorts, convention centers and conference centers. She has been responsible for the design of numerous hotels including renovations, adaptive reuses and new facilities, as well as major convention facilities. She is considered the ambassador of the firm's civic responsibility in designing spaces into better places, particularly in urban contexts.
After graduating from Agnes Scott College with a Bachelor of Arts degree, Helen received her Master of Architecture from Harvard Graduate School of Design.
Helen is a Past-President of the Georgia Chapter of the American Institute of Architects, has served on the AIA National Committee on Diversity in the Profession and currently serves on the AIA International Advisory Board. She has been elevated to Fellow in the AIA. Helen is also a Trustee of the Urban Land Institute and is a past chair the ULI Atlanta District Council. She served as Chair of the ULI Global Exchange Council and is a member of the District Council Advisory Committee.
Helen is also a member of CoreNet and Commercial Real Estate Women. She is a member of the Alumni Council for Harvard Graduate School of Design, the Advisory Council for the Savannah College of Art and Design, and has served on the Auburn University College of Architecture Advisory Council. Helen is a member of the Board of Advisors of the Metro Atlanta Chamber of Commerce and serves on both the Environmental Committee and the Global Commerce Committee. She is on the Board of Directors of the Livable Communities Coalition and is a member of the Board of Advisors of the Women's Leadership Forum. She is a graduate of Leadership Atlanta.
Helen was appointed by Mayor Shirley Franklin to chair the Mayor's Walkable Atlanta Task Force which recently completed its charge to develop a vision and a comprehensive set of policy recommendations and strategies to make Atlanta a more walkable city. Mayor Franklin also appointed her to be a member of the Board of Directors of the BeltLine Partnership which is leading the effort to take portions of a largely dormant railroad loop within the City of Atlanta and develop an integrated network of urban greenspace around which Atlanta will grow for decades to come. Because of her leadership in the community and achievement in her profession, Helen has been honored by Business to Business magazine as a Woman of Achievement and has been named Outstanding Alumna of Agnes Scott College.
Jim Heid Founder UrbanGreen San Francisco, California
Jim Heid is a real estate advisor, land planner, and sustainability expert, whose focus is the creation of developments that provide a positive contribution to their environment, region, and residents. In 2000, he founded UrbanGreen to advise established development companies, governments and legacy NGO’s that seek better development models. With over thirty years experience in the design and development of new community, urban infill, and resort developments, Jim is known to effectively resolve the complex layers of community design and real estate development using a variety of proven tools and best practices.
Recently he’s been working on the Abu Dhabi Framework Development Regulations and has been serving as sustainability advisor to the team developing the first urban development code for the city of Abu Dhabi. He’s also the program manager and lead consultant for sustainability assessment tool for urban centers, communities, and neighborhoods and new buildings for the Emirate of Abu Dhabi.
Over the past decade he has pioneered many of the Urban Land Institute’s evolving contributions to sustainable land development, climate change and real estate investment. For ULI he serves on the Climate, Land Use, and Energy Committee. He is a regularly featured speaker at national conferences and symposia and the primary instructor for ULI’s Sustainable Communities Development Workshops. He is nationally recognized as an articulate advocate for responsible land development. He’s also contributed to the ULI publication, “Developing Sustainable Planned Communities,” wrote a working paper for ULI on “Developing Greenfields without Sprawl,” and has written several articles for Urban Land on sustainability issues.
Before founding UrbanGreen, Jim worked as an urban designer/ land planner and real estate strategy advisor with two of the country’s leading firms, Design Workshop (1987-1993) and EDAW (1994-2000), where he also served as COO. In 1994, he earned a Masters Degree of Science in Real Estate Development at Massachusetts Institute of Technology as a way to more fully integrate the practice of land design with real world implementation strategies. He also holds a BS in landscape architecture from the University of Idaho.
Jeffrey D. Kune Managing Director, Principal BeaconRock Group, LLC DMG Capital Realty Advisors, LLC West Palm Beach, Florida
Jeff Kune is a Managing Director and Principal at BeaconRock Group, LLC and DMG Capital Realty Advisors, LLC., South Florida based real estate development, investment, and advisory companies. BeaconRock and its affiliates are currently engaged in the building and development of several infill green/sustainable communities. DMG Capital is focused on providing real estate advisory services to debtors, creditors, institutions and development clients, on a wide array of restructuring and strategic issues, including asset repositioning, capital restructuring, partnership and corporate workouts, and distressed debt acquisitions.
Prior to the formation of BeaconRock and DMG Capital, Mr. Kune was a General Partner and Managing Director of several real estate investment partnerships, and a fund that acquired pre-development land focused on mixed-use infill and smart growth projects. He relocated to Florida from Washington D.C. on behalf of a national real estate investment firm with over a billion dollars of assets, focused on distressed real estate investments. He began his career as the Development Director of a DC based architectural, engineering and planning firm with an in-house development arm. Mr. Kune has been involved in the management of various development types including suburban subdivisions, mid-rise affordable housing, as well as urban and suburban infill mixed-use projects.
Mr. Kune has over 25 years of experience in all aspects of the development and investment process, including sourcing acquisitions, due diligence and development analysis, investment strategies, capital structures and debt and equity financing, as well as construction, development, and asset management. Mr. Kune graduated from the University of Maryland, with coursework in architecture and urban affairs. He is active on the board of the ULI South Florida District Council.
Tony Pauker Vice President of Development City Ventures San Diego, CA
Mr. Pauker is a Vice President of Development for City Ventures. In this capacity he is responsible for site acquisition and entitlement of projects in southern California. Prior to City Ventures, Mr. Pauker served for seven years as the San Diego Regional President for The Olson Company. In that capacity, he oversaw the construction of 800 homes. Prior to joining the Olson Company, he was Vice President of Development for DDR/Oliver McMillan; a San Diego based retail and mixed use developer. While there, he oversaw the development of The Pike retail center in Long Beach, which consists of approximately 500,000 square feet. Mr. Pauker worked for nine years as a real estate consultant representing developers and municipalities on land use, finance and market issues pertaining to infill development projects throughout California. He also served as an acquisitions consultant to BRIDGE Housing, the largest 501c3 affordable housing developer in California. For BRIDGE he acquired approximately 500 units in Southern California. Mr. Pauker received his undergraduate degree from UCLA and his MBA in Real Estate Finance and a Master in Urban and Regional Planning from USC. He is the immediate past chair of the San Diego/Tijuana District Council of ULI, having served in that capacity since 2006. He is also a member of Lambda Alpha, an AICP member of the American Planning Association and holds California real estate broker license and Class B general contractor license.
Neal I. Payton, AIA, LEED-AP Neal I. Payton is a Senior Principal at Torti Gallas and Partners, Inc. where he created, opened and directs the West Coast office in Downtown Los Angeles. Projects extend from the coast of Mississippi and central Texas, to Washington State, Salt Lake City, as well as throughout southern California, including a 70-acre redevelopment parcel in Boyle Heights known as Wyvernwood. Often called upon to work on politically and culturally sensitive sites, Mr. Payton has led over 40 design charrettes and participated in close to 100. Before coming to California, he directed Torti Gallas' Urban Design efforts in their Silver Spring, Maryland office. His work centered on Urban Design and Town Planning at a variety of scales including inner city revitalization, inner suburban infill and refill, transit oriented development in emerging development areas as well as regional plans for counties and metropolitan areas. In addition to these planning efforts, Mr. Payton works on crafting many of the individual architectural commissions of the firm to the urban context within which they will sit. The architectural work focuses on affordable and market rate-housing and mixed-use development that is inextricably linked to urbanism and place making rather than to the making of individual object buildings. As a result of this experience, Mr. Payton is able to craft urban and architectural guidelines that are market sensitive, yet support the urban design. Prior to joining Torti Gallas, Mr. Payton served as a professor of architecture and urban design at a number of universities including The University of Virginia, Washington University in St. Louis, Rice University and The Catholic University of America in Washington, DC. He also maintained a small consulting practice in urban design. Mr. Payton is a frequent speaker at the Congress for the New Urbanism, the American Institute of Architects, ULI, NAHB and the American Planning Association, among others and has authored several articles on urbanism in Urban Land. He has a Bachelor of Architecture degree from Carnegie Mellon University and a Master of Architecture from Syracuse University. In 2002, he was named a Knight Fellow in Community Building at the University of Miami.
Kevin Shanley, FASLA CEO SWA Group Houston, Texas
Kevin Shanley, FASLA, serves as the CEO of the SWA Group, a design firm with over five decades of experience in landscape architecture, planning, and urban design. Based in Houston, Kevin oversees the firm’s offices in Texas, California, and China, as well as multiple projects across the globe. He joined SWA in 1974 and worked out of the Sausalito office until moving to Houston in 1979, becoming the CEO in 2003. His work on a wide variety of projects has taken him all over North America, Asia, and the Middle East.
Kevin is very interested in design that has the potential to transform the daily lives of people, and he particularly enjoys solving three-dimensional site planning puzzles in both complex natural forms and urban environments. He completed his undergraduate work at the University of Santa Clara, and graduate work at both Harvard University’s Graduate School of Design and MIT. Kevin has received multiple professional awards and is a member of ASLA and the Urban Land Trust, an honorary member of AIA, and he serves as chairman of the board for the Bayou Preservation Association in Houston.
John M. Walsh III John M. Walsh III is the President and a founder of TIG, a real-estate holding company established to advise, manage, operate, lease, and develop real estate investments for institutions, individuals, corporations, and companies. Since founding TIG, the company has grown the managed portfolio and/or leased portfolio from 1.8M square feet to 14.1M square feet in Dallas, San Antonio, Austin, and Memphis, TN. In that time, TIG has developed over 2 million square feet and has been instrumental in the acquisition of over 10 million square feet on behalf of its clients. Before starting TIG, John spent 17 years with Trammell Crow Company in various leasing, development, and senior management roles. During his tenure as development partner for the northwest Dallas area market at Trammell Crow, John developed almost 5 million square feet of industrial, office and service center space. A Dallas native, John has served as Chairman, Director, and Trustee of various business, civic, and charitable organizations including: Trammell Crow Employees Profit Sharing Trust, Valwood Improvement Authority, Carrollton Zoning Ordinance Board, Texas Commerce Bank, Farmers Branch Business Chamber of Commerce, Valwood Park Federal Credit Union, the North Texas District Council of ULI, and Sky Ranch Youth Camp. John is a member of the Texas State Bar, with a Law Degree from Texas Tech University School of Law. John earned his undergraduate degree from the University of Texas, Arlington.
