The following live notes are taken from the 10/2 meeting. The intent is to highlight and clarify areas of major discussion. For specific references and follow-up, please listen to the podcast and/or contact the district for areas of clarification. Sincere thank yous to Damian McDonald for volunteering his time and expertise in making the podcast available.

The Special meeting was held to discuss and finalize the Capital Project concerning the “Exterior Building Envelope,” presenting were Wayne Robinson (Director of Facilities) and John D’Angelo, Architect. Attendance from the public was minimal (7 attendees, including PCNR reporter and podcast recorder).

Handouts provided included 2 options for scope of work (option 2 included all of option 1 + added asbestos abatement discussed previously) with accompanying costs.

Added Asbestos Abatement Summary: (main building)

· scope of removal: 1) tunnel area; 2) boiler room

· work will need to be done eventually no matter if/when heating system is addressed

· potential risk if work is not done now

· assuming emergency repairs to the existing boilers are needed prior to replacement, then abatement must be done prior to repairs: would need to be declared an emergency to minimize down time for school and costly abatement costs resulting from lack of competitive bidding

· “Will Main Building Be Asbestos Free After This Project?” (Trustee Campbell question) NO, still in mastic holding floor tiles in areas, plumbing and asbestos elbows in 1934 wing as well as miscellaneous piping. Wayne and Anne Dinio performing room by room spot sampling over the summer months to identify remaining areas

· Comment by President Merandy, “We started reviewing the building envelope issues in December 2006. Shouldn’t come as any surprise to the public.”

Roof Discussion:

· main building roof has two roof coatings over it

· Fuller and D’Angelo did test cuts to roof coating. In 2 of the 3 locations they targeted the insulation was saturated

· Main roof decking is wood and the bid contracts will include a unit cost for wood deck replacement, cost pre-determined

· Joints on the coping stones are opening throughout and water cornerstone trim has water/mildew stains on exterior

· Coping stones will be capped with metal

· Existing roof drains smaller than desired

· Existing top layer of roofing on main building is “Hypalon,” which is now approximately 10 years beyond what is deemed its “useful life”

· President Merandy offered to take anyone on the roofs to see its condition

· Voter approval of the project in November will allow work to commence late June 200,9 and the bulk of it will be completed before September ’09 re-opening

Overall Project:

· Dr. Villanti and Anne Dinio commented that the project would receive NYS EXCEL aid (one-time.) In addition to the district’s NYSED Building Aid, they’re also looking to use funds from the capital reserve fund and ideally additional funds from the reserve fund for the next budget if financial conditions allow

· BOE approved 4-0 (Trustee Schwartz absent) a 11/18/08 bond vote and scope (see attached option 2 w/asbestos) as well as the rental of two voting machines for the vote
