sources by certain dates

e. Each State Energy Office will establish fund for federal finance
assistance for energy efficiency projects

Efficiency
a. Provides training to states that adopt building efficiency codes
b. Provides rebates to mobile home inhabitants to purchase Energy
Star manufactured homes
c. Improves energy efficiency standards
d. Requires state goals for reducing greenhouse gases
e. Electricity distribution companies must demonstrate consumer
energy efficiency of 15%

industrial, public and federal energy efficiency standards
III. Reducing Global Warming Pollution (Cap & Trade)
a. Establishes pollution permits, limited # issued each year and
will decrease each year
b. EPA works to prevent international deforestation
c. Industry can increase emissions if they buy credits from another
source
d. Industry can bank unused credits for future use
e. EPA will create reserve fund with additional credits to provide
cushion

FERC
will regulate cap & trade market
g. EPA will set emission standards on sources not covered by cap
and trade

IV. Transitioning to a Clean Energy Economy
a. Authorizes rebates in certain industries to compensate for costs
associated with cap & trade and overseas competition. Possible carbon tax
on imports.
b. Authorizes grants to develop curriculum & training programs
for green job prep
c. Provides US assistance to developing countries for deployment of
clean technology
d. Establishes interagency council to ensure an integrated federal
response to effects of global warming
