Authorizes government units (county,
municipality, school district, or other political subdivision of the State of
Arkansas) to issue bonds to finance all or a portion of the costs of
energy efficiency projects.
Bonds
may be secured by a pledge of the savings from the energy efficiency project and may be repaid from general revenues, special
revenues, revenues derived from taxes or any other revenues available to the
governmental unit.

Permit The Use Of Landfill Gas In The Creation Or Production Of Alternative
Sources Of Energy.

If authorized by the Arkansas
Department of Environmental Quality, yard waste may be accepted by a
permitted solid waste landfill that operates a landfill gas to energy system
for the recovery and use of landfill gas as a renewable energy fuel source.
Landfill
gas recovered through the landfill gas to energy system shall be utilized for
the generation of electricity or used as a substitute for conventional fuels.
