What items should be submitted along with my application?
All ECE applicants are required to submit each of the following items:

  • Application: You are encouraged to apply online.
  • Statement of Purpose
  • GRE scoresALL applicants are required to submit GRE scores (scores must be officially submitted by ETS , photocopies are not acceptable)
  • TOEFL scores.  ALL international applicants are required to submit a TOEFL (scores must be officially submitted by ETS , photocopies are not acceptable).   Please note that Cornell does NOTrecognize anything other than the TOEFL as an English language ability indicator.
  • Official Transcripts: one from each university you have attended.  Each transcript must be translated into English and must be an official document from your university - photocopies are not acceptable.
  • Recommendation Letters: a minimum of three (3) letters are to be submitted, with at least two (2) of them from faculty.  Click here for the Recommendation Form if you choose to have your recommenders submit their letters in hard copy format.
  • Resume or CV: optional
  • DO NOT submit copies of papers, publications, projects, CD-roms, floppy discs, books, etc… If you have materials that you would like to have our faculty review, please post them online and include a link to them in your Statement of Purpose.

Application Requirements

In the selection of prospective graduate students at Rice, all available material is carefully evaluated, particularly:

  1. the scholastic record as reflected by courses chosen and the quality of performance

  2. the evaluations of teachers and advisors

  3. scores on the Graduate Record Exam (general test only)

  4. the student's own statement of goals, aspirations and special interests

Complete applications with transcripts, including the first-semester grades for senior year, GRE scores, and three letters of recommendation, should be sent directly to the Electrical and Computer Engineering Department. Foreign students should also arrange for results of the TOEFL examination to be sent directly to the department. Most successful applicants achieve a TOEFL score of 625 or better. Preference is given to applicants who seek the degree of Doctor of Philosophy.

I. Admission
      To be admitted to the graduate program in Electrical or Computer Engineering, the applicant must hold a Bachelor
of Science degree in engineering, mathematics or science and submit with the application for admission, recommended
scores on the aptitude test of the graduate record examination (GRE), verbal of 525, quantitative of 700 and analytical 700
(4.0 for analytical writing) or better. For both M.S. and the Ph.D. programs, prospective students whose native language is
not English must submit an acceptable score (at least 600) on the Test of English as a Foreign Language (TOEFL). The GRE
advanced engineering test need not be taken unless the applicant plans to apply for a fellowship requiring this test.

II. Application Deadlines
         To apply for admission all application materials must be submitted to the Office of Admissions and Records by the
following deadlines:
         March 1                   For Fall semester admission
         August 1                  For Spring semester admission
         November 1                For Summer semester admission

          Financial assistance is available to qualified students on a competitive basis. Fellowships are highly competitive and are
available to graduate students with outstanding records. As these awards are made well in advance of the start of a semester,
application, recommendation forms (all three), GRE and TOEFL scores must be available considerably earlier.

You should request three recommendations from individuals who are familiar with your academic achievement and potential. If you have been out of school for a number of years and are unable to contact former professors, you may submit non-academic references (e.g., employers). The individual completing the Recommendation Forms should return their recommendations to the graduate advisor in your major field of study. An addressed envelope will be helpful to the individual making the recommendation. See the Fields of Study Chart for addressing instructions.

  • Submit official transcripts required from each senior-level post-secondary institution attended. An official statement of the award of the degree or diploma is required for each degree completed.
  • If the transcripts or mark-sheets are from a university outside the United States, they are to be signed by the registrar, controller of examinations, or president of the university issuing the document. Official records are to be in the language of instruction, accompanied by official translations in English, if necessary. Translations sent directly from the institution attended or from a recognized translator are considered official. 
  • Consolidated and provisional mark-sheets are not considered official. Please ask the registrar to send individual mark-sheets that list grades earned in each term.

The University of Texas at Austin uses an electronic image scanning system for the storage of transcripts. Original transcripts are not kept once the electronic image has been created. If you would like to have your foreign transcripts returned to you, send a self-addressed envelope of a suitable size together with a request to return them. This request must be made at the time of application. Postage will be paid by the University. We will not return transcripts issued by United States universities.

Post your resume on the Internet before beginning to fill out the ECE Graduate Applicant's Information Form. Job sites provide free server space for this.

The ECE Graduate Applicant's Information Form

The ECE Graduate Applicant's Information Form is ECE's required supplemental application document, and is submitted directly to ECE. Again, it is important that you select your primary area of interest based on the Department's nine Academic Tracks. You also have the option of choosing a second Academic Track, in case your first Academic Track decides to forward your file, rather than make a decision.

Note: All application decisions are final. Receiving a review from your second Academic Track is not automatic. Your first Academic Track reserves the option either to accept your application, reject your application, or forward your application to your second Academic Track. Once you are admitted to an Academic Track, it is unlikely you will be able to switch tracks after you are enrolled in the Graduate Program. This is why it is important that you choose the appropriate Academic Track on both the Graduate Applicant's Information Form and the Application for Admission to Graduate Study, based on what you are primarily interested in studying.

The M.S. program is intended to extend and broaden an undergraduate background and equip practicing engineers with fundamental knowledge in their particular fields. The degree may be terminal or obtained in the course of earning the Ph.D. Two plans of study are offered, both requiring successful completion of 48 quarter units of credit: Plan I is a combination of course work and research, culminating in the preparation of a thesis. Plan II involves course work only and culminates in a comprehensive examination. Course requirements for the Ph.D. and the M.S. programs are identical. The M.Eng. program is a terminal degree for students who wish to enter the workplace, while the M.S. and Ph.D. programs are designed to prepare students for a career in research or teaching.
