I used Psp X for this tutorial but you should be able to do it in other versions.

Supplies Needed: Tube or tubes of choice. I used the awesome work of  Steve Baier

DSB Flux Bright Noise and
PhotoEffex Scanlines both supplied HERE 
  
  
 Open a new Image 600 X 600 white

Open TTFrame resize 60%

Copy and paste as a new layer onto your canvas

Magic Wand Tolerance 20 Feather 0 click inside both sides of the frame
Selections>Modify>Expand 10

Open TTPaper8 and paste as a new layer. Selections>Invert>Delete. Delete the excess paper and move the paper layer below the frame.

Add your tubes of choice moving them down below the frame and then delete the excess from each tube layer. Selections>SelectNone.
   Add a drop shadow to the frame and  tubes.

X out the white background layer and merge visible all other layers

Duplicate the merged later and on the bottom later Adjust>Blur>Gaussian Blur 30.00

PhotoEffex>Scanlines at the following settings:

 

Open TTButterfly1 and paste as a new layer.

 Image>Resize 50% then again at 70%. Adjust>Sharpen.

Place the butterfly on the top left of the frame. Add a Drop Shadow.

I used Vertical 7  Horizontal 2  Opacity 60  Blur 2 Colour 808080.

Drop Shadow is a personal choice so you may like to use your own preference.

Duplicate>Image>Mirror

Open TTBeads Resize 80% and place on bottom of frame . Add a Drop Shadow. Duplicate>Image>Rotate 90% Left or right Make sure All Layers is unticked and Single Layer is ticked. Move to the centre of the frame. Add a Drop Shadow

Open TTDaisy1 resize 50% twice and place bottom left of the frame. Add a Drop Shadow. I used 2 2 50 5 black.

Duplicate>Image>Mirror

Open TTDaisy resize 50% twice and place on  bottom left hand side of frame moving it down slightly on Daisy1. Add a Drop Shadow same settings as Daisy1

Open TT OldTag and resize 50%. Place at the bottom middle of the frame. Add a Drop Shadow

Add your cr and name.

If you do not want to animate then save as a jpg or pgn.

Animation

In PSp duplicate your blurred and scanlined layer twice.

X out the top 2 layers and on the bottom one DSBFlux>Bright Noise at the following settings.

 

 Click Mix once.

X out bottom later and open middle layer. Making sure this layer is highlighted apply Bright Noise again only click Mix twice

X out middle layer and open top layer. Add Bright Noise again only click Mix three times.

Open Animation Shop

In Psp make sure the top two noise layers are closed out and bottom one open. Highlight any other layer besides the noise layers and stay on that layer.

Edit>CopyMerged. Over to Animation Shop> Paste as a New Animation.

Back in Psp Close out the bottom noise layer and open the middle. Edit>CopyMerged. In Animation Shop >Paste After Current Frame.

Back to Psp once more and repeat the above steps this time with the top layer making sure the middle layer is closed out.

Test your animation and save as a gif.
