You'll need:
- 12x6 Cello cone bags (you'll need two for each cone), I got mine from ebay user greatscents
- Clear hair elastics (you can get a bag of 100 at Target for $1.00 in the hair tie section)
- Twist ties and/or ribbon (personal choice)
- Sprinkles - 3.2oz makes 15 cones, I bought mine from coppergifts.com
- Hot Cocoa Mix - 18.5oz makes 15 cones
- Chocolate Chips (milk chocolate) - 3 bags makes 30 cones
- Mini Marshmallows - 1 bags makes 30 cones
- Favor tags or labels (again, your choice)
Instructions:
- Using a funnel, pour 4 tbsp of cocoa mix into cone bag. Twist bag, cut off excess, tie shut with clear elastic band.
- Put cocoa bag into another cone bag (be sure to line up the seams).
- Add 1tbsp of sprinkles, then 1/4 cup of chocolate chips. Top off with 1/2 cup off marshmallows.
- Twist shut and tie off with either twist tie or ribbon...
- Attach favor tag or stick on label including prepartation instructions.
Fifteen down, 45 to go...
I ordered these stickers (they're return address labels, free from vistaprint.com) and am using them rather than favor tags:

Hot cocoa mix for 2: Divide mix into 2 mugs (2 tbsp each). Stir in ¾ cup of hot water. Share with someone you love!
Tips:
- Tie off the cone with a twist tie and add ribbon later. It is way too hard to try to keep the bag twisted while trying to tie a pretty bow on it.
- Favor tags are pretty, but labels are much less of a hassle.
- Have people help you! It's a PITA to try to pour stuff into the bags while holding them open. FI and I made an aseembly line out of it. First we made the cocoa only bags... he filled them and I cut and tied them off. Then when it came time to add everything else, he held them open for me while I added the ingredients then he tied them off.
- You don't HAVE TO put the cocoa in it's own bag if you want to save time/money, but it does provide a much cleaner look. This way, it doesn't mix with the other ingredients and cloud the bag.
- The marshmallows will dehydrate over time and shrink causing the packaging to not fit as tightly as it once did. To avoid this, I would make the cones no earlier than 2 months in advance.
- Buy ALL your ribbon at once. I bought 3 rolls to start with and when I went back to get more, JoAnns had discontinued the 7/8". I ended up just getting 5/8" for the rest. I'm sure no one but me will notice, but it's still something you may want to think about ahead of time.
