We have tried Doteasy host plans in the past and they are pretty good. We like the features and it's actually a really cheap hosting option if you just stick to the free plan. Most sites won't use the entire amount of space or traffic. If you stick to html pages - it will work fine. If you need php and mysql then you'll need to go up to the 7.95 option. Their site is easy to use and navigate. They also offer an affiliate program so you can try to get friends and family to signup and you'll get a little referral bonus for your efforts.
DotEasy also offers windows web hosting plans. These are almost double their linux plans for the same features. So make sure you actually need windows hosting before you signup. This could cost you quite a bit more and most people don't even need it. Some have a mental hangup about it, but in reality - linux can do almost everything windows can do - main exception is the database options.
