If you elect me to be your Mayor and work for you, below are policies and programs that I would establish the first 100 days in office.
1 - Immediately cut my salary, the Aldermen’s salary and budget by 30%, the top commissioners and deputy commissioners’ salaries by 20% and call meetings with all the Unions and their members. I would return to the Union workers their holidays and offer an option of pay or Comp time for overtime. I would do this until I find just how bad our finances are. We cannot keep raising taxes on the homeowners to keep bailing us out. This is a cycle we have to break.
2 - Start hiring more Police officers, 200 every 12 weeks until the department is back to full force.
3 - To save tax payers monies and give better service to all citizens, I would install no parking signs on the even number side of all neighborhood streets on Monday and Wednesday from 7:00 AM till 2:00 PM and all odd numbered side of all neighborhood streets on Tuesday and Thursday from 7:00 AM till 2:00 PM. By doing this it would stop return visits from the Forestry department to trim trees that the employees cannot get to and help with street cleaning. In the past employees have posted signs and came back the next day with the signs missing and they could still not get their job done, this costs the tax payer about 30% more than it should – because of repeat visits. Also in the winter snow season the street plows can clear the side streets from center to curb helping everyone who lives here. Warning tickets would be issued for the first 60 days of this new program. BETTER SERVICES AT REDUCED COSTS!
4 - Order a forensic audit of all City contracts and budget.
5 - Pass an ordinance prohibiting parking meter boxes from around our Parks, along the lake front and on side streets. Work out a deal with the City Clerk’s office and Morgan Stanley (They are the ones which hold the contract to the parking meter boxes and parking garages) to issue a “Chicago City Pass Card” to people when they purchase their City sticker for their vehicles. This card would correspond with their city sticker number and could be used at the parking meters and in the parking garages to issue a 20% discount on parking fees. I would also ask other Chicago institutions to accept this card from its residents at their local events and offer discounts to them. Events such as: Movies, restaurants, sporting events, museums etc.
6 - Issue Taxi Medallions to anyone who wanted to drive a taxi for a living. They could buy the medallion from the city on contract. By doing this you would put more taxis on the street, with newer and safer vehicles. The owner / drivers would take better care of their vehicles and drive safer. The owner / driver would be able to make more money while working fewer hours as they would not have to pay a daily fee to the present cab owners which is about $125.00 for a 12 hour shift. Medallions would be offered to drivers who have a clean driving record with no complaints for the past 2 years; medallion would have to be updated with a new vehicle every 3 years and cannot be transferred or sold.
7 - Look for sites throughout the City to have 4 one million square foot “grow buildings”, a plastic recycling plant and a Chicago Water Bottling plant, built as per my platform to hire local residents.
8 - Have a computer program designed where the Alderman or Ward Superintendant could input information into a hand held tablet (like an I-Pad) such as: trees that need to be trimmed, water or sewer cave in, pot hole repairs, vacant lot clean up etc and when they connected it to the internet the information would be sent to the correct department so the job could get done faster and more efficient saving the tax payer more money.
9 - Meet with the leaders of the business community and small business owners to discuss the use of a Chicago Trade Dollars where it would give the Chicago residents a 20% discount when used in their stores, increase foot traffic to their business, raise tax revenue, promote the City of Chicago – more information on my web site under Platform.
10 - Look to cap and freeze all property taxes on residential owner occupied buildings units of 4 and less.
11 - Plan public meetings every 60 days where myself, all the Aldermen, Commissioners, Ward Superintendents and Union leaders could attend and report to the residents about business accomplished and planned.
12 - Meet with the CTU and and discuss ways to reduce class sizes and lengthen class time to better educate the children more information under "Platform".
